Questions posed for W91QF0-21-Q-1001 Strategic Education 21-26.
1. Clarification regarding distance education, specifically what qualifies as an emergency situation: and does COVID qualify in this circumstance.
0. During routine, normal operations the government intends that the Contractor spend the bulk of their time working in Collins Hall – this allows daily contact with the educational team, leadership, students, and other faculty and staff connected with Strategic Education.
The government will determine emergency situations that require remote operations (e.g., inclement weather, building damage, utility outages, and COVID-19). In these cases, the government will notify contractor personnel that they are either not required or not permitted to work in Collins Hall. The direction of remote operations does not alleviate the contractor from PWS task and deliverable requirements (accomplished online or telephonically).
1. Carry-over from Question #1 - Clarification regarding remote work: Draft PWS has opportunity for distance education and remote work, final PWS mentions this contract does not qualify for remote work.
1. Per para 8.1 Place of performance, the place of work is Collins Hall, Carlisle Barracks. If the government directs remote operations, the contractor will follow those directions, until directed to return to work in person in Collins Hall, Carlisle Barracks.
During remote operations, the Contractor may be required to conduct meetings, classes, or presentations virtually (online or telephonically).
1. How will Symposia attendance and/or hosting be handled with social distancing in mind for contractor and student safety?
2. In accordance with the PWS, the government directs and approves symposium hosting and attendance.
If the government restricts in-person events, it retains the option to direct the hosting and attendance of virtual events (online or telephonically).
Per para 3.1.1.6 Symposia. If symposia attendance is not possible due to COVID-19 or other issues, the government will not require the contractor to execute this paragraph. A short (less than 8 hours) Webinar does not qualify as a symposium per this paragraph.
1. 2.0 Scope states “…shall be executed by one individual (the contractor)”. Under this context are we using Individual (the contractor) as an Entity or as a single full-time employee? What is the manpower requirement? FY2017 Saw contractor support roles reduce with returning Soldiers, similar work support required (1) FTE. Review of the current solicitations LOE may have a need for more than one.
3. One full-time employee.
1. Is this work new or continuing effort?
4. See the solicitation posting.
1. 3.1.1.3 Ten (10) presentations will be provided. Are they to be provided during the course cycle or contract year?
5. Contract year
1. 3.1.1.3-B-5 Present Lessons in person or virtually; please define virtually in this context?
6. The government may require the contractor to give presentations/lessons virtually (over Teams, Zoom, Blackboard, VTC, or other systems as directed) to audiences not resident on Carlisle Barracks, due to the location of the audience (e.g., USEUCOM staff), or due to emergency operations that require remote operations (e.g., COVID-19). The government will direct the Contractor to give these presentations/lessons from Carlisle Barracks or from an alternate location.
1. Who are the internal and external audiences, Students or Senior Leadership?
7. Internal audiences: Includes students in resident, distance, Basic Strategic Arts Program, General Officer Courses, and all other courses offered by, through, or for the USAWC; faculty; staff; and leadership.
External audiences includes anyone not in a. above, as directed by USAWC leadership.
1. Travel requirements? (PWS mentions a Symposium and Travel Funds, one or more?)
8. The government requires and approves travel for all tasks in the PWS, within the constraints of the contract year travel budget.
1. Will LOT 1 be treated as 1 x CME and LOT 2 be treated as something less, such as 0.33 CME, staffed by other qualified personnel to assist the primary sub -contractor?
9. The government intends that Lot 1 and Lot 2 will comprise 1 x CME to be performed by one individual. It is up to the contractor to determine division of labor.
