U.S. Army War College Performance Work Statement

Strategy Education Program Support

1.0 BACKGROUND. The U.S. Army War College (USAWC) educates and develops leaders for service at the strategic level while advancing knowledge in the global application of Landpower. The USAWC supports the U.S. Army’s Strategic Leader education, development, and assessment programs, including Senior Leader Competencies development and assessment, and Strategic Mission Command efforts.

The USAWC does this by developing and conducting Senior Leader competency assessments and by incorporating strategic thought, concepts, and practices into the curriculum. The USAWC facilitates and encourages strategic thought, discussion, and advancement of knowledge among all of the student programs. The USAWC continues to engage strategic leaders to achieve both a strategic and mission command mindset across the force. This requirement fills a manpower and expertise gap currently not resident at Carlisle Barracks.

1.0.1 Strategy Education and Mission Command. “Mission command is the Army’s approach to command and control that empowers subordinate decision making and decentralized execution appropriate to the situation. Mission command supports the Army’s operational concept of unified land operations and its emphasis on seizing, retaining, and exploiting the initiative” (Army Doctrinal Publication [ADP] 6-0, 31 July 2019). Mission Command for strategic leaders is different from that exercised by tactical leaders and requires education in, and an understanding of, strategy. Achieving a strategic mindset across the force must occur throughout the professional life of military members and civilians. Currently the U.S. Army does not have a comprehensive strategy for achieving a strategic mindset. Talent Management is the Army’s overarching program for assessing and developing strategic leaders. This task will assist in the development of both the strategic education strategy and talent management program.

2.0 SCOPE. The Center for Strategic Leadership (CSL) projects that the requirements and tasks (paragraph 3, below) shall be executed by one individual (the contractor).
