DESCRIPTION OF AMENDMENT
This amendment is issued to reflect the following changes:
1. The following questions and answers were submitted:
Q: I reviewed the requirements for this contract and learned that the Senior Analysts position requires a P.hD in Political Science. Is this a hard and fast requirement?
A: By definition, a PhD course requires its graduates to have undertaken a significant research project that expands the boundaries of their academic field of study. Because it is our intent to use AWG's history and lessons learned to make a meaningful and unique contribution to the subfield of military innovation studies within the broader field of political science, a PhD is absolutely essential for anyone applying for this position.
An individual who holds a Masters degree is not qualified for this position because they do not have the training to expand the boundary of the subfield of military innovation studies. Moreover, as far as I know there are no Masters programs anywhere in the world which allow a student to specialize in military innovation studies.
That being said, I recognize that it is possible that an individual with only a Masters degree could have a record of expanding the horizons of military innovation studies. As a result, experience could only be a substitute for the lack of a PhD in the event that the individual has published either a book with a scholarly press, or at least three peer-reviewed academic articles, specifically related to military innovation studies which expanded the field of study. There is no publication requirement for a PhD holder, however, because a PhD holder by definition has completed a dissertation which already demonstrated his or her ability to expand the academic field of study.
A PhD in a related field such as history will suffice as long as the individual is also focused on military innovation.
See changes in PWS section C.5 KEY PERSONNEL.
The following have been modified:
PERFORMANCE WORK STATMENT
C.1. BACKGROUND. The U.S. Army Asymmetric Warfare Group (AWG) is a U.S. Army Training and Doctrine Command (TRADOC) organization headquartered at Fort George G. Meade (FGGM), Maryland.
C.1.1. Army Regulation (AR) 870-5 (Military History: Responsibilities, Policies, and Procedures), 27 June 2019, prescribes the standards for all Army historical activities. AR 11-33 (Army Lessons Learned Program), 14 June 2017, establishes the Army Lessons Learned Program (ALLP). TRADOC Regulation 10-5 (U.S. Army Training and Doctrine Command Organization and Functions), 21 April 2017, prescribes the functions of the AWG and directs the AWG to support the ALLP. Given AWG’s planned discontinuation, the commander of the AWG assesses that it is necessary to capture lessons the AWG learned about its unique missions, including global operational advisory support and rapid solution development, as part of the ALLP. If the Army assigns these mission to another organization in the future, these lessons learned will be critical to their success. The AWG assesses the following products must be completed and published to ensure AWG lessons learned are fully incorporated into the Army History Program and the ALLP:
C.1.1.1. A history of the AWG.
C.1.1.2. A report on lessons learned by AWG.
C.1.1.3. A report on lessons learned and best practices which would allow establishment of a rapid learning and innovation unit again in the future.
C.2. STATEMENT OF OBJECTIVES.
C.2.1. The objective of this contract is to provide the AWG with analytic support personnel in executing the following functional areas:
C.2.1.1 Army Historical Program.
C.2.1.2 Army Lessons Learned Program.
C.2.1.3 A report or “how-to guide” on lessons learned and best practices which would allow establishment of a rapid learning and innovation unit again in the future.
C.3. GENERAL INFORMATION.
C.3.1. Period of Performance: The period of performance (POP) for this requirement is one year, inclusive of the completion of all required training, obtaining badges, gaining building access; and all project deliverables.
It will take approximately 32 hours to complete required DoD and Army mandatory in-processing requirements for AWG facility access badges, CAC ID and entry into contractor verification systems.
Due to the constantly changing DoD Information Assurance Training, and computer system access it may be difficult for in-processing contractors to complete all the training at AWG facilities. All government training is accessible online and shall be completed by the contractor at the start of the POP. Training requiring access to .mil domains may be completed at AWG’s Ft. Meade location.
Reporting Contractor employees shall have the following documents on day one of AWG in-processing:
a. Two valid/current forms of photo identification.
b. A completed Contractor Data Sheet (sample will be provided by AWG during post-award meeting).
c. Certificates awarded at completion of required on-line in-processing training already completed.
d. Verification of valid Army Knowledge On-Line contractor account.
C.3.2. Group Level Initial Requirements:
C.3.2.1. S1/Contractor Personnel Processing. At the start of the POP, contractor personnel shall arrive with two forms of government issued picture identification. Estimated times are provided for various S1 processing elements: AWG S-1 and AWG’s Government Point of Contact (POC) provide Trusted Associate Sponsorship System (TASS) input and issuance of Common Access Cards (CAC) - approximately four to six days.
C.3.2.2. S2 Processing. Contractor personnel are not required to have a clearance for this position (see
Section 5 for specific security-level requirements). A restricted access badge to the AWG compound will be issued.
Contractor must provide all security training (see Section 15) certificates within 14 days of initial access of the badge or access will be terminated. At the start of the POP, contractor employees shall complete all required S2 security training prior to reporting to AWG.
It takes approximately 30 minutes to do each person’s paperwork and badge.
Any questions pertaining to these instructions will be directed to the Special Security Officer (SSO) personnel.
Contact information for SSO personnel is available by request.
C.3.2.3. S6 Processing. The S6 processing requirements are identified below. The time required to complete the training is approximately six hours. All S6 processing shall be completed at the start of the POP.
Step 1: Register with AKO (if you do not already have an account) http://www.us.army.mil and click on “REGISTER” § Contractors will need to be sponsored prior to registering.
Step 2: Register with ATCTS at https://atc.us.army.mil.
Step 3: Complete the required training https://cs.signal.army.mil https://iatraining.us.army.mil/index.html and log in to take the following required courses (you may need access to your enterprise email which is located at https://web.mail.mil for CAC log in):
Army G3 Computer Security Training Thumb Drive Awareness WNSF Portable Electronic Devices and Removable Storage Media WNSF Personally Identifiable Information (PII) WNSF Safe Home Computing WNSF Phishing Awareness
Step 4: Complete account request: Department of the Army (DA) form 2875 and Acceptable Use Policy (AUP).
Step 5: Email DA 2875 & AUP to: usarmy.meade.tradoc.list.awg-s6-helpdesk@mail.mil C.3.3. Non-disclosure Requirements. All Contractor personnel (to include subcontractors, teaming partners, and consultants) personally and substantially involved in the performance of this contract shall execute and submit a “Non-Disclosure Agreement for Contractor Employees” Form (see Attachment A). Execution of this agreement by Contractor personnel (employee and supervisor) is required prior to the commencement of any work on this contract and whenever replacement Contractor personnel are proposed. Any information obtained or provided in the performance of this contract shall only to be used in the performance of this contract unless specifically authorized by the AWG POC for historical purposes. Additionally, the Contractor (and any subcontractors, consultants or teaming partners) is required to complete and sign a “Sensitive Data/Information Non-Disclosure Agreement” (see Attachment B). Execution of this agreement is required prior to the commencement of any work under this contract.
C.4. PERFORMANCE WORK STATEMENT.
C.4.1 The Contractor shall provide non-personal services to execute the AWG Historical Program and Lessons Learned Program. Contractor performance and deliverable products shall be accomplished in accordance with applicable U.S. Federal Law, Executive Order, Department of Defense (DoD), DA, TRADOC, and AWG directives, regulations, policy, standing procedures, and command guidance. A list of applicable documents is included at Technical Exhibit 1 (not exhaustive). The Contractor shall submit a Quality Control Plan (QCP) to the AWG POC within thirty (30) calendar days of contract award.
The Contractor shall support the AWG Historical Program and Lessons Learned Program by:
C.4.1.1. Delivering a history of the AWG. This history will be published as part of the Army Historical Program. It will pay special attention to the development of the AWG, and how the AWG conducted rapid solution development and other innovative or unique activities. The length and standards for this report will be determined by the AWG S32 within ninety (90) calendar days of the contract award based on initial feedback from the Contractor and applicable directives, regulations, policy, standing procedures and command guidance. The AWG History shall be delivered electronically in Microsoft Word (.docx) and Adobe Acrobat portable document format (.pdf) in accordance with (IAW) AR 870-5, Military History: Responsibilities, Policies, and Procedures.
C.4.1.2. Delivering a report on the lessons learned by the AWG. This report will provide recommendations on how future organizations tasked with AWG’s missions can best accomplish them. Using AWG’s unique historic data on military innovation during the Global War on Terror, it will also identify broader lessons for the Army about how the Army organizes itself for war, how it adapts to new challenges, and how it maintains knowledge in peacetime. The length and standards for this report will be determined by the AWG S32 within ninety (90) calendar days of the contract award based on initial feedback from the Contractor and applicable directives, regulations, policy, standing procedures and command guidance. The Lessons Learned Report shall be delivered electronically in Microsoft Word (.docx) and Adobe Acrobat portable document format (.pdf) (IAW) AR 11-33 Army Lessons Learned Program.
C.4.1.3. Delivering a report on lessons learned and best practices which would allow establishment of a rapid learning and innovation unit again in the future. This report will distill recommendations from the history and lessons learned reports and is intended to function as a “how-to” guide for future units tasked to accomplish AWG’s unique missions. The length and standards for this report will be determined by the AWG S32 within six (6) months of the contract award based on feedback from the Contractor and applicable directives, regulations, policy, standing procedures and command guidance.
