COOP Solicitation W91CRB-18-R-0008

Rev: 10/25/2018 NOTE: The solicitation superceeds the Government responses stated herein.

No. RFP Reference Offeror Question Government Response 1 Page 76 Section M.para 2. and section C and page 78 Factor VI Small Business Utilization

Factor Section M para 2. states that relative importance for evaluation factors which included Small Business Utilization which is further reinforced by section C. which states VII factors to be evaluated to include Factor VI Small Business Utilization. Request the government clarify how will the Small Business Participation Factor will be evaluated as described above when page 78 of the Small BUsiness Utilization states that the "Government intends to evaluate only the Small Business Utilization submitted by the apparent successful Offeror. "?

That language has been revised. Only Offeror’s that have been determined to be in the competitive range will have their Factor VI - Small Business Utilization evaluated.

2 Page 77 of the RFP Factors I thru VI Evaluation Factors Factors III, IV, V, VI have identifed evaluation factors and ratings assigned to each factor. Factors I and II do not.Request clarification as to how the government intends to rate the offeros Understanding of the Requirement, Understanding the Technical Aspects of the Proposal, Soundness of Approach for Factors I and II?

The Government is not required to include definitions for Trade-off factors in the solicitation.

3 Page 68 of the RFP, Volume 3, Personnel Resumes Would the Government please consider increasing the maximum page count for personnel resumes to NTE 3 pages in length?

A maximum of 3 pages per resume is acceptable. RFP revised.

4 Page 72, Past Performance Volume Since the definition of “relevant” past performance is work that is “similar in dollar value, scope, and/or complexity to the PWS requirements…and include(s) experience within DOD” (emphasis added), please confirm that relevant past performance is not limited exclusively to DOD.

The statement “The past performance cited does not have to be related to Army but should reflect Continuity of Operation experience with similar Department of Defense activities” appears later in that section and contradictorily seems to require the past performance had to be performed in DOD to be considered relevant.

If the intent is to require only DOD experience, the Government runs the risk of significantly limiting competition thus eliminating those offerors who have recent successful performance outside DOD and who may bring substantial lessons-learned from their experience with other Government agencies.

If the intent is to increase competition and include experience with COOP in other Government agencies, would the Government consider changing the language in the previous referenced statement to “… should reflect COOP experience with similar Federal Government activities”?

DOD COOP requirements and procedures are very different from other Government Agencies. DoD has explicit requirements for conducting exercises, security, degraded cyber operations and aligning Mission Essential Function with IT Systems by piroity. Experience in other Government agencies does not meet the requirement.

Offerors must demonstrate experence in a DoD Agency.

5 RFP Page 68, Volume 2 - Technical Approach The RFP states that the "Technical Approach volume shall address Tasks 1 - 8 of the PWS and be organized in the following format." Letters a, b and c are clear, but letter d appears to be more of evaluation criteria. Furthermore, letter d.i is the exact verbiage included in letter b - Understanding of the Requirements. Would the Government please clarify that offeror's must specifically address letters a, b and c, but ensure that the areas in letter d are covered in our technical approach?

This language has been revised. Please see Amendment 1 Volume 2 for the changes.

6 RFP, Beginning on Page 19, Section 4. Personnel Descriptions and Requirements Due to the sensitive nature of Continuity of Operations, please confirm that all eligible candidates must have a minimum Top Secret clearance upon contract award.

All personnel on this contract must be elegable to obtain a Top Secret / SCI clearabce upon contract award. SBI Investagation must be within six (6) years to be eligiable.

7 Page 68-69, Volume 3 / Factor II - Staffing Plan / Personnel Credentials Paragraph a) states that "The Offeror shall include a labor compliance matrix indicating the Key Personnel and Other than Key Personnel, which implies that resumes must be included for each of the eight positions that are required on this contract. Furthermore, five of the eight positions have been designated as Key Personnel positions requiring that replacement of those positions require Government approval. Is this correct? If so, this would appear to provide a significant advantage to the Incumbent Contractor. Would this Government consider either reducing the resume requirement for Key Personnel as well as reducing the number of Key Personnel Positions?

NO the Government will not reduce the number of Key Personnel. Each position is critical to accomplishment of the HQDA COOP Mission. All 8 positions are Key.

8 Page 72, Volume 7 / Factor VI - Small Business Utilization: The RFP states that the Government's requirement for SB Participation is 15% (with percentages for SB categories that we assume make up part of that 15%), but further down the page, states that "the Offeror is requested to consider" a 40% subcontracting goal. Will proposals be evaluated on the 15% goal or the 40& goal? Considering the fact that this is a Full and Open solicitation and a large business Offeror must perform at least 50%, devoting 40% to SBs when proposing eight personnel doesn't allow for diversity in subcontractores.

Under Section L & M the 7 Small Business Utilizationrequirement has been revised. Please be sure to throughly review Amendment 1.

9 Standard Form 33 This is a Full and Open Solicitation for eight personnel, five of them Key Personnel, and all of them requiring resumes.

We know that one SB submitted a detailed response to the Sources Sought and that the Incumbent, according to their FAR on the SAM site. Does that mean that there were not enough credible SB responses to issue this solicitation as a

SBSA?

As a result of Market Research it was determined that this requirement would be solicited on a full and open basis.

Rev: 10/25/2018 NOTE: The solicitation superceeds the Government responses stated herein.

No. RFP Reference Offeror Question Government Response 10 File – Solicitation, Section L, pages 71-72

Volume 7 / Factor VI – Small Business Utilization The pricing tables in Attachment_3_-_Cost_Model_(COOP), sheet “Labor – Cost Detail”, define an 8-person staffing plan, which means each proposed FTE represents an average of 12.5% of the program by labor. The set-aside requirements include work share for WOSB, HubZone, and SDVOSB; although the stated participation goals are less than 1%, for these three categories, if one allocates an FTE to each then a minimum of three of the 8 FTEs on the contract, totally approximately 37.5%, must go to these set-aside categories. This places significant pressure on the prime to select teammates based on socio-economic status rather than how well their staff meet HQDA requirements.

It also places the prime at risk of failing to meet its small business commitments at the socio-economic sub-category level, as a single personnel transition, or the inability of a SB subcontractor to timely replace a departing FTE could make the prime non-compliant with meeting the goals. While SB participation goals by set-aside category are easy to achieve on contracts with many FTEs, these become quite difficult to achieve on contracts with only 8 FTEs or less.

Question.

We respectfully request that the government permit offerors to meet the 15% small business participation goal and the SB Subcontracting Plan Goals (as described on p72) with any one or combination of the three targeted socio-economic types of small business listed in the RFP rather than requiring representation from all three at levels far below the equivalent of a single FTE.

See answer to #8.

11 3.2.1 Subtask 1, Bullet 8 (page 13) Does the reference A&N (alert and notification) system currently exist? If so, is this an in-house tool? HQDA is currently using an Army Alert and Notification System called ALERT. ALERT is an Army system used throughout the Continial United States on all Posts.

12 3.2.2 Subtask 2, Bullet 17 (page 14) Is 'Web page management and design' a skill set expected in one of the specified labor categories/key personnel? If so, which one?

13 3.3.2 Subtask 2, Bullet 6 (page 16) Can you please identify the 5 TS/SCI SCIF's requiring Tier 1, 2 desktop support and Tier 3 system administration support?

All the SCIF's require Tier 1, 2 and 3 support.

14 4c Strategic Planner (page 21) Is it acceptable for the Strategic Planner to have qualifications from COCOM, ACOM, ASCC or DRU or other related organizations?

The required qualifications are stated in the PWS for each position.

15 4e Operations Systems Manager (page 24) Does this indivudal require certifications in two or more of the specified areas or training in two or more of the specified areas? The requirement is unclear as written.

The Disaster Recovery Administrator, Instructional Technologist, Strategic Planner and Exercises Planner positions are at the Pentagon. The Operations Systems Manager and three Help Desk Support Service Specialists positions are at a continuity facility in Pennsylvania located one hundred fifty miles from the Pentagon.

17 Instructions, section L (page 68) Regarding the statement: "Offeror’s must provide a clear, concise and comprehensive understanding of...the HQDA staffing process, and execution of the Task Management Tracker (TMT) system." It would appear that this statement is biased in favor of the incumbent, since this refers to an internal HDQA process and a tool developed specifically for the Army. We request removal of this requirement.

The Task Management Tracker (TMT) sysem is used by several Service's in DoD. The use of TMT is required to conduct the Army staffing process and required to accomplish staffing of HQDA COOP documents. .

18 Section 11, Key Personnel (page 31) This section as well as the labor category descriptions in Section 4 states that personnel in every labor category are considered key personnel. Please clarify which labor categories are key.

All 8 positions are Key Personnel to accomplish HQDA Mission Critical Tasks.

19 Section L: Volume 5 / Factor VII - Cost/Price Proposal RFP lists Volume 5 twice, should the Cost/Price be Volume 8? Page 72 Cost/Price Volume is corrected to be Volume 8.

Section L: Volume 5 / Factor VII - Cost/Price Proposal, paragraph e. Will the Government accept Market Salary Survey data to support Salary/Direct Labor Rates?

Each offeror shall describe the basis of the direct labor rates proposed and submit documentary evidence supporting the costs proposed. The preferred methods are forward rate agreements, payroll or W-2 salary data, or signed letters of intent. If none of these are available, the offerors may provide salary survey data to support the proposed rates. Please submit attachments, such as screen shots, that include the survey data organization used, the labor category used, the percentile used, the years of experience used, and any other data necessary for the Government to assess the realism of the rates proposed. Please submit detailed documentary evidence.

Please note that signed letters of intent are required for key personnel.

Section L: Volume 7 / Factor VI - Small Business Utilization

The soliciation identifies varying percentage goals for different small business categories. Request the Government provide clarification to which percentage goals offerors are to follow?

Goal for Small Business Participation vs Small Business Subcontracting are not the same. These are two separate requirements.

Rev: 10/25/2018 NOTE: The solicitation superceeds the Government responses stated herein.

Section M: Factor I – Technical Approach – (Trade-Off) Section M: Factor II – Staffing Plan / Personnel Credentials – (Trade-Off)

Section M states both Factors I & II will be evaluated using a trade-off approach but does not provide insight into how the trade-offs will be conducted, what criteria will be used and how submissions ranked or rated for purposes of trading one solution off against other solutions. Request the Government provide insight into the trade-off process, criteria considered and ranking system to be used for evaluating the technical approach and staffing plan.

48 Solicitation Section L, Volume 5 / Factor VII Cost / Price Proposal - item (e) Salary / Direct Labor Rates, page 73.

It is possible that a contractor has performed similar work in other areas and needs to use something other than Payroll / or signed letters of intent. This section does not show salary survey data can be submitted, the Note 2, in Attachment 3, on the "DIRECT LABOR RATE SCHEDULE" worksheet indicates that salary survey information cab be used as a basis for cost realism. Can submit nationaly recognized salary survey information be used to substantiate our cost realism for direct labor rates?

Each offeror shall describe the basis of the direct labor rates proposed and submit documentary evidence supporting the costs proposed. The preferred methods are forward rate agreements, payroll or W-2 salary data, or signed letters of intent. Different organizations calculate fringe and overhead differently. Some combine them, some separate them. The cost model has been updated to allow for the separation of the two, if necessary. The offerors will complete this section based on the calculation of the indirect rates in accordance with their accounting system. If the offeror's accounting system combines the two into one rate, the offeror shall clearly explain that in its cost narrative.

Specifically, will the Government please confirm that Table 15-2 "Proposal Adequacy Checklist" as part of FAR 15.408 is not a requirement for a compliant submission?

Per DFAR 215.408(4) this checklist is requeired when Certified Cost & Pricing Data (CCPD) is required. Table 15-2 in FAR 15.408 is also instruction for Submitting when CCPD is required. We are anticipating competition and as such this checklist is not required.

52 Section L, Volume 5 / Factor VII – Cost/Price Proposal, (h)…"Also please indicate if the Offeror's accounting system has been verified as adequate by the Defense Contract Audit Agency (DCAA) within the last three years?"

Are bidders to complete items (h) 1) - 12) if their DCAA audit verifying the adequacy of their accounting system is over 3 years old or will an audit older than 3 years verifying adequacy suffice if there have been no material changes to the system or accounting practices?

An audit more than three years old will suffice so long as no material changes have been made to the system or accounting practices. If the offeror's accounting system is more than three years old, the offeror shall state in its cost narrative that no material changes have been made to the system or its accounting practices.

53 Section L, Volume 5 / Factor VII – Cost/Price Proposal, (h) 1) - 12). Can the Government confirm that the reduced requirements located in (h) 1)-12) will suffice for responding to accounting adequacy gaps or is the formal 10 page "Pre-award Survey of Prospective Contractor Accounting System Checklist" published by the DCAA required?

Volume 5 / Factor VII – Cost/Price Proposal, (h), 1-12 has been edited requiring a SF1408, the Pre-Award Survey of Prospective Contractor Accounting System Checklist, if the offeror does not have a DCAA approved accounting system. The shall include all requirements in DFARS 252.242-7006, which is incorporated by reference.

This clause is normally supplemented with the current WD signaling to bidders that SCA is part of this contract. Will the Government either confirm that SCA is part of this contract and supply a WD or remove clause 52.222-41 from the

RFP?

Yes, this will be removed.

55 Section I - Contract Clauses, pages 39-41/79; missing clause? If SCA is incorporated; Will the Government incorporate FAR 15.222-42 - Statement of Equivalent Rates for Federal Hires and offer the information required of the clause?

Which CompTIA certification does the government require that the Help Desk Specialist(s) to be "Certificicated" in? Security+ is required by DISA for access to DISA IT systems

Rev: 10/25/2018 NOTE: The solicitation superceeds the Government responses stated herein.

No. RFP Reference Offeror Question Government Response 60 Key Personnel: Operation System Manager : Training in two or more of the following areas: VMware Certified Professional (VCP), Storage Area Networks (SAN), Microsoft Certified Solutions Associate (MCSA), Cisco Certified Network Associate (CCNA), Citrix XenApp & XenDesktop.

Can this two trainings; COOP I and COOP II be acceptable/approved as the two required trainings for this role? No, COOP I and COOP II are not IT acceptable IT certifications. The DISA IT requirement can not be substituted.

61 4.f How many FTEs are in the solicitation other than the Key Personnel listed? The Help Desk Support Services function appears to be more than one FTE since it involves Tier 1-3 support. The solicitation also states "IT Technicians" implying there may be more than one position associated with the Help Desk Support Services function.

Per the PWS there are 8 FTEs and all are Key.

Reference Section L: Vol. 5 – Factor VII – Cost/Price Proposal. Page 73

This paragraph indicates that a hard copy of Attachment 3 Cost Model is required. Will the Government confirm that the entire proposal only requires an email submission?”

See answer to #22.

63 General Will the Government be issuing an extension to the proposal due date while questions are still being reviewed?

The deadline has been extended.

64 General When do you expect to post the Q&A for the HQDA COOP solicitation? We noticed that the PPQ is called Attachment 4 in one place and Attachment 5 in another.

Error noted. It's Attachment 5.

65 General Do you have an anticipated time when answers will be posted? Has the Government considered extending the proposal due date to allow industry sufficient time for proposal updates necessitated by the answers?

The deadline has been extended.

Attachment 5

Without a date on the Questionnaire, the customer will not know when it is due - it would be up to us to tell them. Will you please allow questionnaires to be submitted by the Proposal Due Date?

Yes it's up to the Offeror's to let the respondants know when to return the questionaire. Yes, it may be submitted no later than the due date of the proposal.
