ANSWERS TO QUESTIONS
1. Solicitation, page 25, C.1.(a)-Table 1This table lists a requirement for a redacted version of the Technical Volume. Is this for FOIA purposes meaning we are to delete/redact all company sensitive information as allowed under FOIA provisions?
Answer: The technical volume redacted will be used for the technical evaluation. The redacted is used to keep offerors names out of the evaluation.
2. Is there a current incumbent? If so, who?
Answer: Yes. For safety reasons name will not be released.
3. Will the Government consider extending the submission date to increase competition from industry?
Answer: Extension will be until Sept 4, 2015 at 1000am AFG/ 0130am EST.
4. Does the successful offeror required to be licensed to do business in Afghanistan. If so, what documents are required?
Answer: Yes. Refer to “Clauses Incorporated by Reference” 252.222-7002 Compliance With Local Labor Laws (Overseas).
5. Can you please provide a link to the JCXS system? Also what documents are required to be "approved"?
Answer: https://www.jccs.gov/olvr/. Information is provided on the website.
6. Item No 0001 of the contract requires a FFP mobilization cost for 2 BCAT Teams.
Question 1: Should this include all individual mobilization costs to include physicals, immunizations, transportation and other travel costs, background investigation costs, etc. for all employees, or should these costs be associated with Base Closure Assistance Team FFP tasks?
Answer: The cost is for the mobilization total.
Question 2: Should a member be demobilized from the contract due to no fault of the contractor (insurgent activity, medical emergency, etc) where can the contractor indicate costs for replacement mobilizations/demobilizations?
Answer: This is the purpose of mob/demob CLIN.
Question 3: The contract provides FFP cost itemization for mobilization; however, no itemization is present for demobilization. Where should those costs be identified?
Answer: This is a FFP. The USG did not require a cost breakdown. However, at any time the USG can ask for other than certified price and cost data.
7. PWS Section 4.2.6 requires the submission and approval of Mobilization and Demobilization Plans. PWS Section 7.2 requires the contractor to submit a Quality Control Plan (QCP) within 10 days after the start of performance to the ACO/COR.
Question 2a: Where does the contractor identify costs for these plans?
Answer: Cost will be included in the proposal.
Question 2b: Are other plans required for the general administration of this contract such as a Safety Plan or Property Management Plan?
Answer: All required submittals are identified in the PWS.
8. PWS Section 4.2.7.1 requires processing through the deployment center designated in the contract, or as otherwise directed by the Contracting Officer, prior to deploying. The deployment center will conduct deployment processing to ensure visibility and accountability of contractor personnel and to ensure that all deployment requirements are met.
Question: Is the required deployment center Camp Atterbury or Fort Bliss?
Answer: Fort Bliss.
9. PWS Section 7.1.7 states he number and identification of the personnel by labor category is summarized at Table 1 in Section 7, consisting of 72 personnel. PWS Section 7.1 states that the Contractor shall facilitate, manage, and operate in support of the RSSB, by providing 2 BCAT Teams from 05 Dec 15 to 04 Dec 16.
PWS Section 1.2 states that the primary objective of this requirement is to obtain up to two Base Closure Assistance Teams (BCATs), providing augmentation support to existing US Military personnel performing the base closure mission assisting the retrograde process by facilitating the coordination of logistics and deconstruction requirements of bases in the Combined/Joint Operations Area – Afghanistan (CJOA-A)and that surge may be required during the PoP outlined in the contract, consisting of up to two additional teams.
Question: Since Table 1 identifies a total of 6 required positions and PWS sections 1.2 and 7.1 require the initial deployment of two BCAT Teams, are a total of 12 initial personnel initially required or 72 personnel as identified in PWS Section 7.1.7?
Answer: 72 personnel is an error. PWS is revised to reflect the correction. A contingency plan is needed to offset employee loss due IE. Emergency R&R or employee quits.
10. Addendum 52.212-2 Evaluation, Basis for Contract Award (4), c. (3) – Factor 2 b states “The Offeror included a listing of the key personnel, as described in the PWS…”. Additionally, Addendum 52.212-1 Proposal Preparation Instructions, C. Proposal Preparation Instructions, 3. Proposal Content, (c) Section III
– Factor 2, Mission Capability States “The Offerer shall include a listing of the key personnel, as described in the PWS….”. The PWS does not mention “key personnel” other than in section 7.1.5.1 “Contractor Personnel Supervision” which states “Contractor will appoint an individual …This person is designated key and essential.”
Question 1: Please confirm if that this is the only position that the government deems “key”. If not, can the government provide the additional positions deemed key? Also, given the criticality of this position as the contractor’s senior supervisor on the contract as well as the detailed position descriptions provided for the team members in Appendix A, will the government provide a position description, skills, esponsibilities, skills and qualification requirements for this position? Does this position require US citizenship, a Secret clearance etc…?
Answer: Must be prior US Military background (Local Nationals are not authorized to work on this project); must have some knowledge of the positions IE, experienced in engineering, US government property book, container management. All personnel must have a full Secret Clearance to work on this project dealing with sensitive information on base drawdown plans.
Question 2. What host nation / Afghan licenses are we required to possess and provide with the technical proposal to be considered technically acceptable?
Answer: Must have a passport and visa approved by the Afghanistan Embassy to work in country.
11. Addendum 52.212-1 Proposal Preparation Instructions, B. General Instructions, 9 states “To be eligible for award, the offeror must be registered in JCXS by the award date. In addition, all subcontractors at all tiers who will be contracted by the prime during the life of the contract will also be registered in JCXS by the award date. The offeror is required to submit a listing of all proposed subcontractors, at all tiers, to the contracting officer by the award date. Failure to be registered in JCXS at the prime and subcontractor levels and failure to inform the contracting officer of the names of all subcontractors (or provide a negative reply) may deem the offeror non‐responsive and ineligible for award. A “subcontractor” mean any supplier, distributor, vendor, or firm (company) that furnishes supplies or services to or for a prime contractor or for another subcontractor.”
Question 1: Does the government intend that a retail / commercial vendor (US, European, online) from which we intend to buy materials (body armor and protective eyeware required in section 7.1.9 of the PWS for example) must be included on the “subcontractor list” and that they must be registered in JCXS?
Answer: No
Question 2: Please confirm that the government will accept communications from the contractors with the subcontractor lists / information after the solicitation closes on 2 September through September 21st (award date).
Answer: The USG will not accept any proposal after the solicitation closes.
Question 3: Given that the evaluation criteria for this solicitation is LPTA, this sections seems ambiguous concerning JCXS registration. Is the offeror correct in assuming that JCXS registration, at least at the prime level, is a requirement in order to receive an award? If it is a requirement for award, how will the government conduct evaluations of the technical proposals if the primes are not required to be registered until the award date?
Answer: This award is not LPTA. See ADDENDUM 52.212-2 a (1). All companies are required to be registered in JCXS. This is a requirement. At a minimum you must have your documents unloaded in JCXS for USG to verify.
12. PWS Section 1.3.1 (PERIOD OF PERFORMANCE) states that the base period of performance for the contract is identified as one (1) year with four (4) , six (6) - month options, and a six (6)-month evaluated Option to Extend Services clause. The provided file W91B4N-15-R 2006 Solicitation with Attachments released.pdf references Item No. 2, which identifies providing Two (2) BCAT teams in accordance with the PWS for 9 months. The provided file W91B4N-15-R-2006 Solicitation with Attachments released.pdf only identifies three (3), six (6) - month options.
Question: Can the Government please confirm the base period length, number of 6 month option periods, and if the BCAT teams initial duration will be 12 or nine months.
Answer: Base period is 12 months which includes Mobilization. There are four (4) six (6) month option periods.
13. PWS Section 3.5.3 provides a GFE list. The list of GFE that will be provided does not appear to be sufficient to meet all of the needs of the BCATs.
Question: Can the Government please confirm that no other equipment will be provided or provide a complete listing of all equipment. It is noted that vehicles are identified in PWS Section 3.14.
Answer: GFE listing in contract is sufficient for the project. Any additional items viewed necessary the company will be internal to that organization requirements and not the government.
14. The PWS references Appendix B for the requirements, qualifications, and skills necessary for each specific task/position. There is no Appendix B. Appendix A appears to provide these requirements.
Question: Can the Government confirm that Appendix A lists the correct requirements and there is no Appendix B.
Answer: Correct. All references to Appendix B is an error. They should be referring to Appendix A.
PWS revised to reflect the correction.
15. PWS Section 7.1 General requires that the Contractor provide personnel, equipment, tools, materials, supervision, and other items and services necessary to perform the support functions as defined in the PWS.
Question: What additional equipment, tools, and materials are anticipated to be required?
Answer: Additional equipment beyond GFI determined necessary by the contractor based on experience level will be supplied by the contractor.
16. PWS Section 7.1.5.1 (Contractor Personnel Supervision) requires the Contractor to appoint an individual who will be responsible for the day-to-day supervision of Contractor employees.
Question: Can the Government confirm that it is the Governments expectation that the appointed individual responsible for the day-to-day supervision of Contractor employees will be one of the 6 personnel on the team, meaning that an additional person is not required for this function.
Answer: Yes it will be one of the six.
17. PWS Section 6.10 requires contractor employees to have an active U.S. Secret security clearance verified through the Joint Personnel Adjudication System (JPAS).
Question: Will an Interim Secret suffice until finalized?
Answer: No, the clearance level cannot just be an Interim due to the sensitivity of the information.
18. Proposal Preparation Instructions for Factor 2 Technical Capability, Mission Capability states “The Offerer shall include a listing of the key personnel, as described in the PWS, to include required qualifications, permits, licenses, and certifications, as identified in the PWS 4.2.1.”
Question: Please confirm that just a tabular listing of key personnel and their qualifications is the only required response to this requirement (i.e., resumes are not required).
Answer: Confirmed. The Offeror shall include a listing of the key personnel, as described in the PWS, to include required qualifications, permits, licenses, and certifications, as identified in the PWS 4.2.1.
19. PWS 6.14 governs Rest & Relaxation (R&R).
Question 1: Does the Government have a set requirement for the expected frequency and duration of personnel R&R?
Answer: The contract requires a minimum requirement of personnel on ground at any time. This will need to be balanced between leave and emergency redeployment needs.
Question 2: Does the Government allow a travel allowance to be included in team rates?
Answer: The Government does not dictate to the contractor what to include or not include in their proposal.
20. General Question: The cost summary does not provide guidance on where Corporate Support should be charged. Should this be charged as a component of BCAT Team support?
Answer: That is for the contractor to decide.
21. Paragraph 1.2 states that a surge may be required during the POP consisting of two additional teams. Can the Government please confirm that this surge requirement is not being included in the pricing of this contract and would be issued as a contract modification, if necessary.
Answer: True this is for the need to increase the teams beyond current demands. This is not included in the pricing.
22. PWS 1.3.1 Period of Performance is listed as a 1 year base. Can you please confirm that base period is 9 months as shown in CLIN structure.
Answer: Base period is 12 months which includes Mobilization. There are four (4) six (6) month option periods.
23. PWS 7.1.7 Paragraph states that the work effort for this contract is 72 personnel whereas all other references indicate a total of 12 personnel. Please confirm that the reference to 72 personnel is not correct.
Answer: 72 personnel is an error. PWS is revised to reflect the correction.
24. 7.1.9 Request clarification of in-country travel requirements. In paragraph 3.10 (Mob/Demob) it states the contractor will be responsible for payment for DoD flights. Is this reimbursement strictly limited to these flights or will the contractor be responsible for reimbursement of all MILAIR flights throughout Afghanistan? If so, can the Government provide an estimate of the number of weekly flights anticipated in support of PWS requirements?
Answer: All inter theater transportation is covered at the government’s expense. No cost to contractors for operational needs. All mob and demob cost is built into the contract. All other expenses such as R&R will be conducted by contractors policies.
25. Evaluation Factor 3: Past Performance- Does the Government require a minimum number of past performance citations within the PP volume?
Answer: No minimum. The offeror shall provide documentation outlining the offeror’s past performance with contracts, as a prime or major subcontractor, which is the same or similar in nature, size, and complexity to the services being procured under this Solicitation.
26. C.1. (d) - Can the government confirm that each volume will be strictly limited to 4MB in size?
Answer: Refer to ADDENDUM 52.212-1 PROPOSAL PREPARATION INSTRUCTIONS A.
Proposal Submittal and Inquiry Instructions. C. 1 (d) Page Limits. Any packets of 4MB will need to be submitted in a separate email.
27. C.1 (a) - Table 1 requires additional submission of a Redacted Technical Volume. Can the government provide guidance as to what information needs to be redacted, format or other guidance to ensure compliance with submittal requirements?
Answer: Answer: The technical volume redacted will be used for the technical evaluation.
Redacted to keep company names out of the evaluation.
28. Para 3.10 mobilization-de-mobilization - does the DoD flights reference in paragraph 3.10, “Use of DoD flights is authorized; however, they must be funded by the Contractor" apply to IRDO flights expenses such as R&R will be conducted by contractor’s policies.
29. Para 3.10 mobilization-de-mobilization - will the Government provide the cost for the flights referenced in paragraph 3.10
30. Solicitation; Page 3; CLIN 0002 - Does the Government desire Offerors to divide 9.5 months of cost into nine (9) months of FFP monthly billing or will a modification to the CLIN be forthcoming in an amendment?
Answer: Mobilization period of performance is 75 days. The remaining 15 days will be included in to the 9 month period.
31. Solicitation; Page 26; Paragraph C.3.(c) “Mission Capability”, Solicitation; Page 29; Paragraph Addendum 52-212-2 Evaluation c.(3) “Factor 2 – Technical Capability” b - Does the Government require proposed specific personnel (candidates), to include resumes, biographies and/or candidate names, or just a thorough listing of the specific qualifications and certifications required for each position?
Answer: The Offeror shall include a listing of the key personnel, as described in the PWS, to include required qualifications, permits, licenses, and certifications, as identified in the PWS 4.2.1.
32. PWS; Page 4; Paragraph 3.1.8, PWS; Page 11; Paragraph 4.2.15, PWS; Page 18; Paragraph 7.1.9 - Will the Government please clarify whether PPE is considered Government- or Contractor-provided?
Answer: PPE will be provided at CRC. If employees are provided PPE from another contractor and come on the project while in Afghanistan, this will be between the employee and the contractor on how this will be handled.
33. Solicitation PWS; Page 11; Paragraph 4.2.21 - Will there be a DD 254 issued for the solicitation or will it be issued post-award?
Answer: This will be conducted at post-award.
34. Solicitation PWS; Page 15; Paragraph 6.10 - Will a granted interim Secret clearance be acceptable, or do all personnel need to have a final adjudication on a valid Secret clearance?
Answer: All personnel must have a full Secret Clearance to work on this project dealing with sensitive information on base drawdown plans.
35. PWS; Page 18; Paragraph 7.1.5.1 - Does the Government want one (1) point-of-contact per BCAT or one
(1) point-of-contact for the entire contract that administratively oversees all BCATs?
Answer: A chain of command within the BCAT team is needed. Ops manager to Team Lead to Assistant Team Lead . The government will coordinate traffic with the overall manager (normally this is the Team Lead for Team 1). For R&R or mission requirements where the manager is not available, an alternate manager such as the second team lead is needed. Structure of personnel is based on the contractor.
36. PWS; Page 17; Section 7; Table 1, PWS; Page 18; Paragraph 7.1.7 - Section 7, Table Paragraph 7.1.7 states, “The number and identification of the personnel by labor category is summarized in Table 1 in Section 7, consisting of 72 personnel.” However, all other references in the solicitation, including Table 1, define the requirement as two (2) times six (6)-person BCATs for 12 personnel total [with an additional two (2) teams possible for surge]. Will the Government please clarify this discrepancy?
37. Paragraph 3.10 states that the contractor will be billed for use of MILAIR outside of duty travel. Does travel to and from CRC/IRDO into Afghanistan constitute duty related travel or will the contractor be billed for those flights?
38. Can the government please clarify whether contractor personnel will process through CRC at Ft. Bliss or
IRDO at Camp Atterbury?
Answer: Fort Bliss CRC.
39. Paragraph 4.2.21, can the government please confirm that they will not be sponsoring contractors for an
FCL?
Answer: No sponsorship will be granted by the government. All personnel must have valid passport and visa approved by the Afghanistan Embassy to work in country.
40. 7.1.7 Indicates there will be a total of 72 personnel. However, all CLINS call for only 2 teams, which should only total 12 personnel. Can the government please clarify the difference in those figures?
41. Paragraph 7.1.5.1 indicates a key personnel position requirement for a ‘responsible person’. Can the contractor make this a supplemental duty for one of the Operations Mangers or is this a requirement for an addition position?
Answer: The contract requires minimum personnel. If the contractor needs additional personnel, this would be up to the contractor. Justification for this will need to be identified and provided to the
KO.
42. Paragraph 7.1.9 states that the contractor must provide PPE such as body armor and Kevlar helmet however paragraph 4.2.15 states that PPE will be provided by the government at IRDO. Can the government please clarify if PPE such body armor and Kevlar helmet will be provided by the government or the contractor?
Answer: PPE will be provided at CRC. If employees are provided PPE from another contractor and come on the project while in Afghanistan, this will be between the employee and the contractor on how this will be handled.
