SUMMARY OF CHANGES

SECTION C - DESCRIPTIONS AND SPECIFICATIONS

The following have been modified:

Performance Work Statement (PWS) Sage Geospatial Research and Technical Support 1 Introduction The US Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC), Geospatial Research Lab (GRL) has a requirement for continued enhancement, development, and training of the Sage geospatial tools.

1.1 Mission

The ERDC strives to continually develop and enhance the Sage toolset, provide Sage training to Army Units, and assist in the integration and transition of Sage training to the Army Foundry.

1.2 Background

ERDC-GRL is funded by the Distributed Common Ground System-Army (DCGS-A) program to provide development and sustainment of the Sage toolset. Sage is a suite of geospatial tools that were originally developed by ERDC-GRL researchers from fiscal year 2011 through 2014. It has been transitioned to DCGS-A for use on their geospatial workstations and multi-function workstations. The Sage geo-analytics are based on Army doctrine and allow users at all levels to analyze terrain and weather impacts to create Intelligence Preparation of the Battlefield (IPB) products in support of mission planning. Sage geo-analytics are a complex set of technical models designed by integrating principles of physical science with mathematical functions to support Army Doctrine built into a graphical user interface. DCGS-A is now funding ERDC-GRL to continue development of Sage tools, provide Sage training to Units, and assist in the integration and transition of Sage training to the Army Foundry. In order for ERDC-GRL to meet the ongoing needs of DCGS-A, the technical and professional services delineated herein are necessary.

1.3 Scope

The ERDC has identified a requirement for technical and professional services in support of the Sage toolset. The Contractor shall be required to provide all labor, equipment and materials, not otherwise specified herein, for the successful performance of this effort. This scope entails the utilization of Sage subject matter expertise to provide guidance on the use and application of Sage for mission analysis and planning, development of instructional material to conduct Sage training, and development of new Sage tools.

3 Performance Requirements The following section specifies the Performance Objectives and Performance Elements for the contract.

3.1 The Contractor shall perform the following tasks:

3.1.1 Sage Training

3.1.1.1 Sage Instructional Material Development. The contractor shall develop a Sage program of instruction and training support packages (TSPs) suitable for Foundries, Schoolhouses, and Unit-specific training. The TSPs shall cover 1) Sage installation and configuration; 2) Sage Mission Folder construction; 3) Sage production of Intelligent Preparation of the Battlefield (IPB) products; 4) Sage terrain analysis and site suitability analysis; and 5) Course of Action (COA) development. The government will supply Sage user reference materials that provide the foundation for development of these TSPs. The contactor shall also create Sage training scenarios depicting real world operational use cases for three (3) TSPs based on input from the Unit being trained:

Sage production of Intelligent Preparation of the Battlefield (IPB) products; Sage terrain analysis and site suitability analysis; and Course of Action (COA) development. These Sage scenarios will also be used during Sage demonstrations (Task 3.1.1.2). The scenarios will highlight, for example, how Soldiers can combine Sage Foundation products along with the various Sage analytics to produce Tactical Decision Aids (TDAs) for mission analysis and troop leading procedures.

3.1.1.2 Sage User Instruction. The contractor shall provide guidance on the use and application of Sage for mission analysis and planning. Furthermore, the contactor shall provide instructional sessions to sustain operational use of Sage and to gather user feedback designed to refine requirements. The contractor shall conduct Sage user instruction for GEOINT teams, Intel teams, and other staff in preparation for unit rotations at combat training areas. The contractor shall conduct Sage instructional sessions at Foundries, Schoolhouses, Exercises, and at other Unit locations as appropriate to ensure maximum participation by the generating force. The government will supply electronic versions of Sage user reference materials for use in conducting Sage instructional sessions. The contractor shall print and provide each student with a double sided color copy. In general, there are twenty (20) students per class. It is anticipated that there will be approximately ten (10) training sessions. In addition, the contractor shall conduct Sage demonstrations for senior leaders, highlighting capabilities within the terrain analysis toolset. There will be approximately three (3) demonstrations during the performance of this contract. These will coincide with scheduled training events. Lastly, the contractor shall conduct and collect qualitative surveys to validate existing tool performance and identify terrain analysis gaps. These surveys shall be conducted at the end of each Sage training event. The contractor shall summarize the survey results in a spreadsheet form.

3.1.2 Sage Application Enhancements

3.1.2.1 Sage Tactical Decision Aid (TDA) Development. The contractor shall perform research and development necessary to construct new Sage TDAs that support military decision-making in both tactical and garrison environments. As part of this effort, the contractor shall conduct literary reviews of existing and current doctrine as well as emerging Tactics, Techniques, and Procedures (TTPs). The Contractor shall determine appropriate planning considerations for logical decision-making specific to mission requirements. The contractor shall design and develop the algorithms combining mathematical functions with relevant physical science principles in the Esri Model Builder interface, with creation of Python scripts as necessary, to execute the automated processes and analyses. The contractor shall prepare and provide a design document that includes purpose, analytical steps, description of output(s) based on military doctrine and sample output. The contractor shall provide Esri Models and Python scripts. It is anticipated that the contractor will produce two new TDAs during this period of performance. The topic area for each TDA will be provided by the government within 6 weeks of contract award.
