POL Cabinets
Project Number VBDZ112033
PROJECT DESCRIPTION
The Contractor shall provide all material, labor, equipment, and supervision required to remove and replace the cabinets in the fuels lab of bldg 28. The new cabinets will be sized according to the attached sketch and comparable to the attached specs. The cabinets will be modified to accommodate the existing ductwork. This project will also include new epoxy resin countertops, new 4” cove base, and a new sink fixture. The Contractor will coordinate work schedule with 109 th Civil Engineering. All measurements are approximate; it is the Contractor’s responsibility to verify accuracy of measurements. The Contractor will be responsible for the repair or replacement of any damages to Air Force property that they inflict.
Due to the scope of the project it is highly recommended that the Contractor attend a pre-arranged site visit prior to submitting a bid.
CONTRACTOR REQUIREMENTS
1. The Contractor is responsible for the proper disposal of all rubbish off-base.
2. The Contractor is required to follow all environmental regulations including providing 109 th
Civil Engineering with all applicable MSDS sheets.
3. The Contractor will submit all warrantee information against defects in material and workmanship upon completion of installation.
4. The Contractor is responsible for accuracy of all measurements and the implementation of appropriate building codes. The Contractor must get approval from Civil Engineering
Production Control (344-2441) and/or Engineering (344-2568) before starting work and before any utility shutdowns.
5. The Contractor is responsible for site cleanliness.
6. The Contractor shall provide product submittals for equipment and materials. The 109
Civil Engineering Squadron will review product submittals and return them to the
Contractor. The Government will select colors from product submittal data. Only materials approved by the 109
Civil Engineering Squadron will be used for this project.
PROPOSED PROJECT SCHEDULE
The project will begin 14 days following the Notice to Proceed. The project shall be completed within
15 calendar days following the start date.

In accordance with FAR 36.206, liquidated damages will be assessed for each calendar day required to complete the construction work on this project past the scheduled completion date. The contractor has complete control of the pace of work. Liquidated damages shall be in the amount as follows:

52.219-6 NOTICE OF TOTAL SMALL BUSINESS SET-ASIDE (JUN 2003)
(a) Definition.
"Small business concern," as used in this clause, means a concern, including its affiliates, that is independently owned and operated, not dominant in the field of operation in which it is bidding on Government contracts, and qualified as a small business under the size standards in this solicitation.
(b) General. (1) Offers are solicited only from small business concerns. Offers received from concerns that are not small business concerns shall be considered nonresponsive and will be rejected.
(2) Any award resulting from this solicitation will be made to a small business concern.
(c) Agreement. A small business concern submitting an offer in its own name shall furnish, in performing the contract, only end items manufactured or produced by small business concerns in the United States or its outlying areas. If this procurement is processed under simplified acquisition procedures and the total amount of this contract does not exceed $25,000, a small business concern may furnish the product of any domestic firm. This paragraph does not apply to construction or service contracts.

52.236-6 SUPERINTENDENCE BY THE CONTRACTOR (APR 1984)
At all times during performance of this contract and until the work is completed and accepted, the Contractor shall directly superintend the work or assign and have on the worksite a competent superintendent who is satisfactory to the Contracting Officer and has authority to act for the Contractor.
52.236-7 PERMITS AND RESPONSIBILITIES (NOV 1991)
The Contractor shall, without additional expense to the Government, be responsible for obtaining any necessary licenses and permits, and for complying with any Federal, State, and municipal laws, codes, and regulations applicable to the performance of the work. The Contractor shall also be responsible for all damages to persons or property that occur as a result of the Contractor's fault or negligence. The Contractor shall also be responsible for all materials delivered and work performed until completion and acceptance of the entire work, except for any completed unit of work which may have been accepted under the contract.
52.236-12 CLEANING UP (APR 1984)
The Contractor shall at all times keep the work area, including storage areas, free from accumulations of waste materials. Before completing the work, the Contractor shall remove from the work and premises any rubbish, tools, scaffolding, equipment, and materials that are not the property of the Government. Upon completing the work, the
Contractor shall leave the work area in a clean, neat, and orderly condition satisfactory to the Contracting Officer.
52.236-26 PRECONSTRUCTION CONFERENCE (FEB 1995)
If the Contracting Officer decides to conduct a preconstruction conference, the successful offeror will be notified and will be required to attend. The Contracting Officer's notification will include specific details regarding the date, time, and location of the conference, any need for attendance by subcontractors, and information regarding the items to be discussed.
52.236-27 SITE VISIT (CONSTRUCTION) (FEB 1995) – ALTERNATE I (FEB 1995)
(a) The clauses at 52.236-2, Differing Site Conditions, and 52.236-3, Site Investigations and Conditions Affecting the Work, will be included in any contract awarded as a result of this solicitation. Accordingly, offerors or quoters are urged and expected to inspect the site where the work will be performed.
