PERFORMANCE WORK STATEMENT (PWS)
SMALL FLOOD RISK MANAGEMENT PROJECT
HATCH, NEW MEXICO
CONE PENETROMETER TESTING (CPT) & SOIL LABORATORY TESTING
Amendment 0001
PART 1
GENERAL INFORMATION
1.0 General: This is a non-personal services contract for cone penetrometer testing (CPT) & soil laboratory testing services. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the primary contractor who, in turn is responsible to the Government.
1.1 Description of Services/Introduction: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform cone penetrometer testing (CPT) & soil laboratory testing services as defined in this Performance Work Statement (PWS) except for those items specified as Government furnished property and services. The contractor shall perform to the standards in this contract.
1.2 Background: Under the authority of Section 205 of the Flood Control Act of 1948, the U.S.
Army Corps of Engineers (USACE) in cooperation with, and at the request of the Doña Ana County Flood Commission, proposes to implement the Small Flood Risk Management (FRM) Project that would reduce the potential for flood damage in the Village of Hatch, in Doña Ana County, New Mexico.
1.3 Objectives: This Performance Work Statement (PWS) for design includes Cone Penetrometer Testing (CPT), Refraction Microtremor Testing (ReMi) and laboratory soils testing requirements to characterize foundation conditions for the embankment, intake tower, outlet works, and diversion channel;
characterize the abutments; and characterize the suitability of the proposed embankment borrow source(s).
The subsurface investigation and related geotechnical portions of the project shall comply with, but not be limited to the following referenced material and criteria. In the event a conflict of criteria occurs, the more stringent requirement shall apply. Engineering Manual (EM) 1110-2-1906, Engineering and Design, Laboratory Soils Testing, 30 November 1970, updated 20 August 86. EM 1110-1-1804, Engineering and Design, Geotechnical Investigations, 1 January 2001.
1.4 Scope: Where required, the Cone Penetration Test (CPT) or Dutch cone boring (in-situ testing method) shall be used to evaluate detailed soil stratigraphy and estimate geotechnical engineering properties. The CPT involves hydraulically pushing a 1.4-in. diameter special probe into the earth while performing two measurements, cone resistance and sleeve friction resistance. The probe shall be pushed from a special heavy-duty truck or drilling rig. CPT data interpretations utilizing the applicable software programming are to be reported to USACE along with any field notes as a final deliverable.
The refraction microtremor (ReMi) technique provides a simplified characterization of relatively large volumes of the subsurface in 1-dimensional vertical (depth) profiles. ReMi will obtain vertical s–wave profiles for earthquake seismic site characterization. For site seismicity characterization, appropriate low frequency geophones and relatively long geophone arrays are needed. ReMi seismic lines are generally laid out using the standard spacings on the geophone cables. 10-foot spacings between geophones with a 120-foot array have a minimum depth of investigation of about 30 to 40 feet. ReMi and seismic refraction data can be collected using the same geophone array setups. Data collection consists of the system sampling the ambient or generated surface waves (a sampling event) at the geophone array for several to many seconds. Typical sampling times and intervals for a sampling event may be 6 seconds at 0.5 milliseconds, 12 seconds at 1 millisecond and 24 seconds at 2 milliseconds for array lengths of 60 feet, 120 feet and 240 feet, respectively. Field notes, including line number and orientation, topographic variations and other notes as appropriate are to be made on site maps and in notebooks as appropriate. Full ReMi seismic data interpretations utilizing the applicable software programming are to be reported to USACE along with any field notes as a final deliverable.
Lastly, soil samples obtained during a concurrent geotechnical field investigation executed by the US Army Corps of Engineers (COE) shall be carefully coordinated for collection, storage and transported to a USACE validated laboratory for soils testing. All samples shall be stored to avoid freezing until they can be transported to the laboratory for testing. Contractor shall coordinate with COE Albuquerque District (SPA) key personnel, named below, in order to identify select samples for testing. Untested samples shall be stored for up to 5 months or until a request for disposal has been made in writing by the appropriate COE SPA representative, whichever occurs first. Remnants of samples submitted for laboratory testing will be maintained at the testing laboratory for up to 90 days after the completion of lab testing or until a request for disposal has been made in writing by the appropriate COE SPA representative, whichever occurs first.
1.5 Period of Performance: The period of performance shall be for 150 days.
1.6 General Information:

The Contractor must also comply with Occupational Safety and Health Act (OSHA) standards. OSHA standards are subject to change. It is the Contractor's responsibility to maintain familiarity with current OSHA standards.
1.6.15.2 Zero Accident Program: The Albuquerque District, in its continual pursuit of excellence in safety has established a goal of zero contractor injuries. To attain this goal it will be necessary for the contractor management personnel to communicate to the workers an expectation of zero injuries; that it is no longer acceptable to take chances; that shortcuts taken because of laziness or even while trying to do an efficient job are no longer welcomed; that praise for shortcuts or chance-taking will not exist. It is imperative that contractor management clearly sets forth the expectation for zero injuries so that the workers can begin to believe that the company is truly serious about safety. From the standpoint of worker psychology, zero is the only supportable goal. In attaining zero-injury performance, there is no substitute for the concept of setting and communicating safety performance expectations to the workers.
