QUESTIONS AND ANSWERS

Questions and Answers Question: Please confirm that PP referenced in the 2nd row of the Technical Criteria Table on page 5/106 is NOT part of a required PP Volume.

A. There currently is no past performance volume required. However, the NAVFAC/USACE PPQ will be incorporated to allow offerors an opportunity to submit past performance on their own volition. See Appendix A, Examples 1 and 2.

Question: Please confirm how we can submit PP references to the government, or please confirm how the government will evaluate the “marginal” or “unsatisfactory” results that would deem us non-compliant. (CPARS?)

A. PPQs and PPIRS (CPARS) evaluations will be used to assess an offerors past performance.

Question: If all materials are cost reimbursable, please state what, if anything, is contractor provided, and which CLIN that would fall under?

A. All materials that can be directly tied to effect repair/maintenance will be cost reimbursable. This will not include incidental items that cannot be tied directly to the maintenance/repair being performed. For example, incidental items commonly used in the performance of business operations (e.g. office supplies) will not be captured under the cost reimbursable CLIN. Please reference paragraphs 4.3 and 4.4 of the

PWS.

Ref: PWS 1.4 (pg 9/106)

Question: The intent of said paragraph is understood, but in the Deliverables section (pg 31/106) there is mention of a “Quality Control Manager’s Monthly Inspection Schedule and Report”. This position is not defined as Key Personnel but the language therein suggests a QC Manager is required. Please advise.

A. Staffing is at the discretion of the offeror, so long as they can perform under the requirements of the contract. If an offeror believes that the QCM role can be absorbed by the PM or be a standalone position, then it should propose in that manner.

Question: Is the only GFE provided that which is shown in Attachment 4/Tech Exhibit D – Major Equipment List?

A. Other GFE may include up to four (4) radios and one (1) computer terminal.

Question: Are there any references to workload data for the HQ building that would suggest how much work has happened in the past, that would lead to a accurate staffing plan?

A. No, the Government intends to have separate individuals performing each of the key personnel positions.

All other staffing decisions are at the discretion of the contractor.

Question: Is there workload data for the 9 extra buildings in Attachment 6/ Tech Exhibit F? Without knowing how many emergency repairs took place, it is near impossible to ensure proper staffing is in place during normal duty hours, to execute those emergency repairs.

A. No, there is no other data. The Government has on record one (1) emergency repair within the past three (3) years.

Question: Has the work under which this scope falls, been done previously by another contractor, or in house government personnel?

A. It has been performed by both. Currently it is being performed by in-house resources.

Question: Square Footage for facility/combined facilities is?

A. 257,629 sqft

Question: Is the “Alternate PM” called out in PWS section 1.6.11.1, with the same/similar required experience level, a required Key Personnel?

A. This position may be absorbed by any one of the other positions, and my fill the role of the PM on an interim basis if the PM is absent for a brief time.

Question: If the APM is not a Key Personnel position, may we dual hat another position to fill that role? If so, what are the guidelines for experience since the second position filling the APM role, will likely not have the same experience/background as the PM?

A. The APM will have to have the same minimum experience as the PM as prescribed by the RFP.
