SECTION I

DESCRIPTION OF SERVICES

1.1. SCOPE OF WORK: Contractor shall manage and provide all equipment, tools and labor necessary to performance the services called for by these specifications.

1.2. LOCATION OF SERVICES: Service will be performed at Camp Darby, Depot, Ammunition Storage Area

(ASA), Poggio Lecceta, Livorno Training Area (LTA).

1.2.1. HOURS OF OPERATION: The normal working hours shall be from 08:00-17:00, Monday through Friday excluding Italian and U.S. Federal Holidays. For operation reason, it may happen that the COR requires to perform the services on days and times other than above mentioned hours.

1.3. GENERAL CONTRACT SERVICES: The Contractor shall accomplish the following in conjunction with the specific contract services detailed herein:

1.3.1. Contractor shall report immediately any serious incident (e.g. accidents, abuse of Government property) to the COR.

1.3.2. The use of tools equipment and all works specified by these specifications shall be performed in strict compliance with the INAIL (Superior Accident Prevention and Job Security Institute) standards, CEI (Italian Electrical Committee) standards and each other applicable Italian law.

1.3.3. This contract shall be performed in Government buildings and plants. All buildings will be occupied during the performance of work, therefore the Contractor might accomplish the work within the hours previously coordinated with the COR

1.3.4. Technical laws and norms having a strict reference to these specifications are following described:

1.3.4.1 D.Lgs n.81-2008 e smi: “Testo Unico in Materia di Sicurezza”;

1.3.4.2 D.M. n.37-2008: “Regolamento concernente l’attuazione dell’art.11-quaterdicies, comma 13, lettera a), della Legge n.248 del 02/12/2005, recante riordino delle disposizioni in material di attività di installazione degli impianti all’interno degli edifici”;

1.3.4.3 CEI 64-8: “Impianti Elettrici utilizzatori a tensione nominale non superioe a 1000V in c.a. e 1500V in c.c.”;

1.3.4.4 CEI 11-1: “Impianti Elettrici con tensione superior a 1kV in c.a. e Impianti di terra in relazione alle tensioni”;

1.3.4.5. CEI EN 50110-1: “Esercizio degli Impianti Elettrici”;

1.3.4.6. NEC: “American National Electric Code”;

1.3.4.7. Any other applicable safety and technical law and norm;

1.3.4.8. Standards Operating Procedures and Owner’s Manuals.

1.4. ANTITERRORISM/OPERATIONS SECURITY:

1.4.1. AT Level I Training. All contractor employees, including subcontractor employees, requiring access to Army installations, facilities, and controlled-access areas will complete AT Level I awareness training within 30 calendar days after the award date. The contractor will submit certificates of completion for each affected contractor employee and subcontractor employee to the COR or to the contracting officer, if a COR is not assigned, prior to issuance of Installation Access Passes. AT Level I awareness training is available online at https://jko.jten.mil/courses/atl1/launch.html#

1.4.2. Access and General Protection/Security Policy and Procedures. The contractor and all associated subcontractor employees will comply with applicable installation, facility, and area commander installation/facility access and local security policy and procedures (provided by Government representative).

The contractor will also provide all information required for background checks to meet installation-access requirements to be accomplished by the installation provost marshal office, director of emergency services, or security office. The contractor workforce must comply with all personal identity verification requirements as directed by DOD, HQDA, and local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the force protection condition (FPCON) at any individual facility or installation change, the Government may require changes in contractor security matters or processes.

1.4.3. iWATCH/iSALUTE Training. The contractor and all associated subcontractors will brief all employees on the local iWATCH/iSALUTE program. This locally developed training will be used to inform employees of the types of behavior to watch for and instruct employees to report suspicious activity to the COR. This training will be completed within 30 calendar days after the contract is awarded and within 30 calendar days after new employees commence contract performance, with the results reported to the COR.

1.4.4. Contractor Employees Who Require Access to Government Information Systems. All contractor employees with access to a Government information system must be registered in the Army Training Certification Tracking System (ATCTS) at commencement of services, and must successfully complete DOD information assurance awareness training before access to the information system and then annually thereafter.

1.4.5. OPSEC Training. According to AR 530-1, new contractor employees must complete Level I OPSEC training within 30 calendar days after they report for duty. All contractor employees must complete annual OPSEC awareness training and submit a copy of the certificate to COR.

1.5. SPECIFIC TASKS:

The contractor shall provide all necessary tools, equipment and workforce to perform services under this specification.

The contractor is considered the waste generator of all salvage, re-usable, recyclable and disposable material derived from the service called for in these specifications. The above material will be managed under contractor’s expense and responsibility.

1.5.1. Scheduled Maintenance on 190 Electrical Junction Boxes: Once per year, the contractor shall inspect, clean, control and lubricate the cables connections of 190 electrical junction boxes (window hinges and locks included) installed at nr.190 buildings within Camp Darby, Depot and ASA areas. In addition, for any connection box, the contractor shall verify the status of the neutral and grounding conductors, identifying the grounding pits around the building, conducting measures of the resistance to earth. For any inspection, the contractor shall provide a report of the activities accomplished with a description of the deficiencies found. The report shall be submitted to COR after ten days from the end of the service Reference CDRL 0001 under exhibit 5.2 of this PWS for further direction on submission.

1.5.2. Scheduled Maintenance for Inverter Drives - nr.2 Six Months Services: The contractor shall perform nr.2 six-month services to inspect, clean and set the inverter drives installed at USAG Italy DMC. List of equipment is described in TABLE NR.1.

1.5.2.1. The contractor shall use TABLE.NR.1 in order to refer potential deficiencies or non-compliances for each equipment maintained. Any required minor or major urgent repair shall be managed in accordance with PWS paragraph 1.5.5.The Contractor shall submit the report to COR after ten days from the end of each service.

Reference CDRL 0002 under exhibit 5.2 of this PWS for further direction on submission.

1.5.3. Scheduled Maintenance for UPS - nr.2 Six Months Services: The contractor shall perform nr.2 six-months services, in accordance with NFPA 110, EN 50091-1, IEC 60896-2, EN 60529 EN 62040-3, ENV 50091-3 and CEI 62040-1,2,3 or updated regulations, to inspect, clean and check the functioning and the efficiency of each UPSs installed at USAG Italy DMC. List of equipment is described in table nr.2.

This service shall be performed only by an authorized service center, with reference to each UPS manufacturer.

1.5.3.1. At the end of each service, the Contractor shall provide a report not limited to describe the following data:

a) Date of the service

b) Model and serial number of the UPS checked

c) Internal and external cleaning status

d) Metered in-let and out-let voltage and current

e) Status of batteries, inverters, fans, connections, static switches, display, alarms

f) Verification of manual and automatic by-pass

The contractor shall describe in addition the list of deficiencies found and recommended corrective actions required to restore the operating status of each defective equipment.

1.5.3.2. Any required minor or major urgent repair shall be managed in accordance with PWS paragraph

1.5.5 but, only for building 92*, the contractor shall provide a global maintenance service which includes any potential repairs and replacement, providing all the spare parts needed (transformers and batteries excluded). Reference CDRL 0003 under exhibit 5.3 of this PWS for further direction on submission.

1.5.4. Scheduled Maintenance on Power Capacitor Batteries: The contractor shall perform an annual maintenance service for any power capacitors battery, performing inspections and operational tests in order to verify the equipment construction requisites, their capacity, the condensers efficiency and their operational status.

The contractor shall also provide an exterior and interior cleaning of each equipment. The contractor shall perform a power analysis, using a grid analyzer, for each low voltage panel (400V and 230V) inside any electrical substation, where the power batteries are installed, as listed the specifications. Power analysis shall have to include, but it will not be limited to report at least the following parameters:

a) active power;

b) reactive power;

c) apparent power;

d) power factor;

e) harmonics spectrum;

f) THDv and THDi;

g) ampere measurements;

h) voltage measurements;

i) electrical workloads for each power line.

1.5.4.1. The equipment list to verify is detailed inside the documents titled Attachment # 6 included to the Request for Quotation. The contractor shall submit to the COR a detailed final report for any equipment checked, describing the deficiencies found and the power analysis results after ten days from the completion of annual service. Reference CDRL 0004 under exhibit 5.2 of this PWS for further direction on submission.

1.5.5. Maintenance and Repair Works – Scheduled & Emergency: The contractor shall perform on demand services for maintenance, repair, urgency repair, upgrade, renewal, replacement, substitution, code compliance or renovating for the following systems and their components in order to provide the systems with full and safe operating conditions. This may include but is not limited to the following systems:

a) power and electrical distribution systems (from the medium voltage point of delivery, to the final customer);

b) electrical, electronic and automation systems;

c) electrical substations;

d) Medium Voltage/Low Voltage electrical cabins;

e) power and electronic distribution systems of generic buildings;

f) UPS, voltage stabilizers, inverter drives, batteries, etc

g) grounding and LPS systems;

h) exterior and interior lighting systems;

i) electrical systems of water and sewage treatment plants;

j) electrical systems of boiler plants;

k) auxiliary systems of electrical plants and their components;

l) any other equipment, component, circuit or plant powered by an electrical system or strictly connected with an electrical or electronic system.

1.5.5.1. The contractor shall perform 100% of the work under this service with its own workforce. Only the technical assistance provided by authorized service centers technicians is allowed in order to perform services on proprietary systems, services requiring direct manufacturer support or specialized labor; copy of the supplier’s invoice shall be provided to the COR.

1.5.5.2. Labor will be charged at local current market prices for manpower in Tuscany, in accordance with metal-mechanic category and related price list.

1.5.5.2.1. Minimum acceptable discount percentage that the Contractor shall apply to the standard price lists shall be 25%. The Contractor shall be reimbursed for the actual cost (less any available discount) of the approved material. Each invoice must contain the market price for material listed in standard price lists, indicating the applied discount. In case of material not included inside standard price lists, each invoice must be detailed and accompanied with copy of the invoice) submitted by the material manufacturer or supplier.

1.5.5.4. During the annual service, it may be necessary to perform activities that require a cherry picker or an excavator: its related cost shall be charged on the item for the repair work.

1.5.5.5. Calls for Unscheduled and Urgent Repairs can be placed at any time required, including duty hours, non-duty hours, American and Italian holidays. Calls for Unscheduled and Urgent Repairs can be placed for a malfunction or problem that poses an imminent danger to life and/or property or which impedes or prevents accomplishment of operations. The Contractor after COR’s urgent notification shall perform the repair work within twelve (12) hours, while the Contractor shall perform the repair work within forty eight (48) hours after the COR’s notification for unscheduled repair work. The intent of the Government is to bring the equipment to an acceptable level of maintainability and at the same time, keep the equipment operating in a safe , efficient manner with minimum disruptions.

1.5.5.6. The contractor shall provide a daily report in PDF to the COR which describes the time-in and the time-out and the activities performed after two workdays from the completion of work. The report shall be submitted in the morning not later than 09:00 hrs. Reference CDRL 0005 under exhibit 5.2 of this PWS for further direction on submission.

1.5.5.7. When applicable, in accordance with D.M. #37-2008, the contractor must provide the final certification, Dichiarazione di Conformità, completed of all related enclosures, stamped and signed by a registered professional/technician in accordance with Italian D.M. #37-2008 art.7. Reference CDRL 0006 under exhibit 5.2 of this PWS for further direction on submission.

1.5.6. Safety Requirements

As per D.Lgs n.81/2008 requirements, the contractor shall provide to the COR the following documents within 10 days from contract award and prior to starting any maintenance activity:

a) copy of DVR (“Documento Valutazione Rischi”, in accordance with D.Lgs n.81-2008) before starting with any work under this contract;

b) C.C.I.A.A. Certificate;

c) Declaration which attest the use of equipments and tools “CE” marked, included their list;

d) List of DPIs provided to the workers;

e) Operator’s qualifications “PES”, “PAV”, “PEI” and “Addetto ai Lavori in Quota”;

f) Worker’s sanitary certifications (for any operator employed);

g) DURC;

h) Copy of owner’s certification about “Dichiarazione di non essere oggetto di provvedimenti di sospensione o interdittivi di cui all’art.14 del D.Lgs n.81-2008”.

1.5.7. Environmental Management System (EMS): USAG Italy implements an EMS in accordance with EO13693, ISO 14001:2004(E), DoD, and IMCOM requirements. An EMS is an overall management system that includes organizational structure, planning activities, responsibilities, practices, procedures, processes and resources for developing, implementing, achieving, reviewing and maintaining the environmental policy of an organization. The USAG Italy EMS is designed to ensure that all personnel, including contract personnel, whose work activities can cause real or potential significant environmental impact, are aware of how their work supports the EMS and are competent to perform their roles, responsibilities and authorities while supporting the USAG Italy mission. Contractors and their personnel are required to be aware of, and comply with, the USAG Italy Environmental policy and legal and other requirements when performing work at an installation.

1.5.7.1. The contractor is considered as the waste generator of all salvage, re-usable, recyclable, disposable and hazardous materials delivered from the works included in this contract. All the above wastes, also special wastes, hazardous and not hazardous, shall be delivered, at contractor expense, to an authorized disposal landfill.

1.5.7.2. The contractor shall verify and prepare the documentation related to the material to be disposed as per current Italian and US regulations, in particular with reference to the D.Lgs n.152/2006.

1.5.7.3. All materials identified as “reusable”, shall be turned in to DRMO with their assistance/coordination (materials to be delivered to DRMO through DD Form 1348-1a).

1.5.7.4. The contractor will provide the following information semi-annually to be used by the Government to address environmental performance relative to the goals of the USAG Italy Environmental Management System. Note that the amounts reported are those used/generated by the contractor regardless of source (private purchase or government furnished). Reports for January – June will be submitted by 15 July and reports for July-December will be submitted by 15 January each year.

1.6. CONDUCT: The Contractor shall wear a name tag (provided at Contractor cost) identifying her/himself as a Contractor, and ensure that in all correspondence the Contractor identifies her/himself as a Contractor in accordance with D.Leg # 81/9 April 2008, ART 20 par. 3. Reference Federal Acquisition Regulation 37.114(c). “All contract personnel attending meetings, answering Government telephones, and working in other situations where their contractor status is not obvious to third parties are required to identify themselves as such to avoid creating an impression in the minds of members of the public that they are Government officials, unless, in the judgment of the agency, no harm can come from failing to identify themselves. They must also ensure that all documents or reports produced by contractors are suitably marked as contractor products or that contractor participation is appropriately disclosed.”

1.7. PAYMENT: The Contractor will submit invoices to the COR who will certify that the services were provided and submit the invoice to the Finance Office for payment.

1.8. SAFETY: The Contractor shall be aware of local safety requirements and ensure that all reasonable efforts are made to protect all persons from harm and U.S. Government property from damage.

1.9. CONTRACTOR MANPOWER REPORTING (CMR) (CLIN 7500): The Contractor is responsible for providing input into the CMR system in accordance with the information provided herein. The Contractor is required to report all Contractor manpower required for the performance of this contract. The Contractor is required to completely fill in all the required fields in the reporting system using the following web address:

https://www.ecmra.mil/. The requiring activity will assist the Contractor with the reporting requirement as necessary.

The Contractor may enter reports at any time during the reporting period, which is defined as the period of performance, not to exceed 12 months ending 30 September of each Government fiscal year. Reporting must be completed no later than 31 Oct for every year or part of a year for which the contract is in place. Failure to comply with this reporting requirement will result in contract termination. Contractor shall notify the COR in writing on the last business day of October of each year with status of the CMR compliance or non-compliance via E-mail. SECTION III

PROPERTY AND SERVICES

3.1. CONTRACTOR FURNISHED PROPERTY (CFP). The Contractor shall provide her/his own transportation and all necessary equipment to fulfill this contract. Supplies not available through Government channels can be purchased by the Contractor at its expenses. The Government will not be responsible in any way for damages to the Contractor’s supplies, materials, equipment, or to personal property as a result of fire, theft, accident, natural disaster, or other events.

3.1.1. The Contractor shall furnish all labor, equipment and supervision necessary to perform the service called by these specifications.

3.2. GOVERNMENT-FURNISHED SERVICES. The contractor will not be required to reimburse the Government for the cost of the following services. Notwithstanding the services listed below, the contractor shall perform all tasks identified in this contract.

3.2.1. Government-Furnished Utilities: Including electricity, water, sewage.

3.2.2. Security Police and Fire Protection while performing services directly resulting from this contract.

SECTION IV

GENERAL INFORMATION

4.1. CONTRACTOR QUALIFICATIONS. The contractor shall provide qualified personnel who meet the minimum qualifying criteria at the beginning of their employment. If a changeover of personnel occurs, the contractor must ensure a replacement is hired and in place prior to the departure of the incumbent. The Contractor must possess the following:

4.1.1. Copy of “Certificato Iscrizione Camera di Commercio, Industria, Agricoltura ed Artigianato” which demonstrates the qualification to execute electrical works as defined by Italian D.M.n.37-2008, letter “a” and “b”.

4.1.2. Contractor must be ISO 9001:2015 or SOA certified (categories OG10-OS30 class I).

4.1.3. For each work team, at least one of the workers operating must be specialized as 3º Livello Artigianato or 4º Livello Industria”.

4.2. CONTRACTOR PERSONNEL.

4.2.1. The contractor shall not employ any person for work under this contract if such person is identified to the contractor by the Contracting Officer as a potential threat to the health, safety, security, general well being or operational mission of the installation and its population. The contractor shall not employ any person who is an employee of the United States Government if the employment of that person would create a conflict of interest.

In the event it becomes necessary to replace any contract personnel for any of the above reasons, the contractor shall not be reimbursed for costs associated with such removal including the costs for replacement of any personnel so removed. The contractor shall inform the COR in writing within 5 working days of any incidents of misconduct by their employees that violate laws of the USA or the Host Nation.

4.2.2. The contractor shall be responsible for obtaining any necessary licenses and permits to comply with any applicable U.S. and host nation laws, codes, and regulations. The contractor shall ensure that employees have current and valid professional certifications before starting work as required in this PWS. The contractor shall ensure all employees driving on base are required to have a valid driver’s license. The contractor shall ensure that employees maintain proper personal hygiene and a neat, professional appearance while in the performance of their duties. The contractor’s employees shall be recognizable by wearing distinctive clothing bearing the name of the company or by wearing appropriate badges, which contain the company name and employee name.

4.3. QUALITY CONTROL PLAN.

4.3.1. The contractor shall provide a Quality Control Plan. This plan shall describe in detail the contractor’s Quality Control Program and shall be submitted no later than 10 calendar days after contract award. The plan shall become a compliance document after review and acceptance by the Contracting Officer. At a minimum, the QCP must include and answer the following to be acceptable:

a. A chart showing the organizational structure and lines of authority, the names, qualifications, duties, responsibilities, and classification of each member of the Contractor's Quality Control Team.

b. How will the Contractor monitor work to ensure that performance complies with all deliverables (etc.

timelines, deadlines, and goals)?

c. How will the Contractor monitor work to ensure that performance complies with all specifications and requirements of the contract, including clauses?

d. How will the Contractor monitor and ensure staff qualifications remain current and valid including DOCPER processes/approvals throughout contract performance?

e. How will the Contractor ensure all keys issued will remain controlled items (Paragraph 1.8 Key Control)?

f. How will the Contractor inventory and track maintenance of all Government Provided Equipment /

Materials?

g. How will the Contractor identify, investigate, and correct any non-conforming performance and prevent similar deficiencies in the future?

h. How will the Contractor file and save all Quality Control related documents for the life of the contract plus 5 years?

4.4. QUALITY ASSURANCE.

4.4.1. The Government will evaluate the contractor’s performance under this contract according to contract clause “52.212-4 -- Contract Terms and Conditions -- Commercial Items”, the Quality Assurance Surveillance Plan and the contractors’ Quality Control Plan.

4.4.2. Inspections/Evaluations/Reviews by Other than COR. The contractor shall permit Department of Defense inspection visits, COR team visits, host base visits, other required functional reviews, evaluations or inspections as required by the Government, to include Army Head Quarters Europe, Defense Information Systems Agency, General Accounting Office or other Government agencies. The inspection teams may make unannounced visits and shall be provided unescorted access to facilities and equipment. The contractor will be given the purpose of the visit and copies of any reports created. The contractor shall take necessary actions and coordinate with the Government to resolve any discrepancies found as part of these inspections.

4.5. PHYSICAL SECURITY. The contractor shall be responsible for safeguarding and protecting all Government property provided for contractor use.

4.6. HOURS OF OPERATIONS

4.6.1. Normal Hours. The contractor shall perform the services required under this contract during the following hours: Monday through Friday, 0800 – 1700 hours.

4.7. CONSERVATION OF UTILITIES.

4.7.1. The contractor shall instruct employees in utilities conservation practices. The contractor shall be responsible for operating under conditions, which preclude all waste of utilities.

4.7.2. Mechanical equipment controls for heating, ventilation, and air conditioning systems shall not be adjusted by the contractor.

4.8. RECORDS:

4.8.1. The contractor shall be responsible for creating, maintaining, and disposing of only those Government required records that are specifically cited in this PWS or those required by the provisions of a mandatory directive listed in Technical Exhibit 5.2. Publications & Forms. If requested by the Government, the contractor shall provide the original record, or a reproducible copy of any such record within five (5) working days from receipt of the request.

4.8.2. Records Management Documentation created or received by the contractor in performance of this contract are considered Government records, and the contractor shall be responsible for their maintenance.
