STANDARD OPERATING PROCEDURE REVIEW: EMERGENCY PLAN FOR THE
EVACUATION OF INJURED PEOPLE WITHIN USAG ITALY DARBY MILITARY COMMUNITY
Coordination Procedures between Darby Military Community (DMC) Emergency Services (911) and Italian Off Post Ambulance Service (118)

I. INTRODUCTION
A. IAW Italian Law D.lgsl.81/08 art.18 comma 1 lettera t) & art. 43 comma 1 lettera a), the Darby Military Community (DMC) Deputy Garrison Manager and the DMC Safety Office agreed with the Italian Base Commander to develop a plan for an effective and efficient coordination between the Darby Military Community (DMC) Provost Marshall Office (911) and the off post ambulance services (118). On the basis of past experience, it was determined that, during emergency situations, contractors and Italian employees had been dialing directly the Italian Health Emergency # 118, in spite of the numerous briefings that were held and information provided to the DMC. The PMO has been quite often excluded thus causing major and risky delays in the intervention, and, in general, a low quality of service.
B. The final purpose is to establish this Standard Operating Procedure (SOP) in order to streamline the accident intervention process. At the same time, its purpose is to create an efficient and integrated system that is capable to provide a prompt service at the scene of the accident. All Units personnel and contractors are mandated to comply with this SOP.
C. This SOP provides information and details that allow all parties to implement the plan.
II. RESPONSIBILITIES
A. The DMC employees and all the Contractors working within the installation in case of an accident/emergency:
1) Will call 118, inform the operator that the accident occurred within the DMC Area of Responsibility (AOR), will specify the nature of the injury responding to all questions posed by the operator, and will follow directions as instructed by the 118 personnel.
2) Will provide the 118 operator with the ”Base Grid Coordinates”, the directions to the place of the accident, and the number of the gate that the ambulance will utilize (for example Camp Darby Area, Gate # 4, etc.). The “Base Grid Coordinates” and the name of the area of the gate to be used are posted at each construction yard within the Installation on the safety board together with the other information on safety measures.
3) Will dispatch immediately a worker to designated entry points to facilitate the arrival of the ambulance to the place of the accident.
4) Will call immediately DSN 633-7575 (COMM 050/547575) (PMO/911) or DSN 633- 7695 (COMM 050/547695) (Carabinieri) and will specify to the operator the number of the gate that the ambulance will utilize.

B. 118 – The Italian Ambulance Service, once an emergency call has been received from the
DMC AOR:
1) Will obtain the following information:
a. The nature of the accident and telephone number of the person that is calling
b. The “Base Grid Coordinates”
c. The entry of the area where accident occurred (gate number)
d. General directions to get to the place of the accident.
2) Will send the ambulance to the entry of the area as far as the place of the accident, possibly escorted by personnel provided by the PMO and/or by the SETAF Carabinieri.
3) Will call immediately 050/547575 (PMO/911) or 050/547695 (Carabinieri) and will provide the following information (following instructions at Appendix B in case of an answer by American personnel)
a. The nature of the accident and telephone number of the person who is calling.
b. The confirmation between the received coordinate and the number of the entry gate.
c. General directions to get to the place of the accident
4) Will communicate the numbers of 118 operators aboard the ambulance arriving to the gate.
5) Will transport the injured person to the nearest hospital for treatment.

C. 911 – Provost Marshall Office (PMO). In case 911 (PMO) receives a telephone call from 118 (or from a person asking for an ambulance):
a. The nature of the accident, the telephone number of the person who is calling and the condition of the injured person (as listed in Appendix B)
b. The “Base Grid Coordinates”
c. The entry of the area to be used (gate number)
d. General directions to get to the place of the accident.
2) 911 will dispatch personnel qualified for a first aid intervention, ensuring that:
- The Installation Fire Department will go immediately to the place of the accident, possibly escorted by the contractor who will be waiting at the entry of the area.
- PMO will provide escort to the 118 ambulance and personnel to the place of the accident and coordinate with the SETAF Carabinieri.
- The Deputy Garrison Manager will be informed in order to coordinate with the Italian Base Commander and the SETAF Carabinieri.
3) 911 will evaluate the situation and will call 118 for updating.
4) The installation Emergency Personnel will take care of the injured person until the arrival of 118 personnel.
5) Will coordinate with the SETAF Carabinieri DSN 633-7695 (COMM 050/547695) and
Italian Base Commander DSN 633-7419 (COMM 050/547419) for the removal of the body in case of non-transport by the ambulance of a deceased person.
See Appendix A for the graphic representation of the procedure.
D. SETAF Carabinieri. In case SETAF Carabinieri receive a telephone call from 118 (or from a person asking for an ambulance):
a. The nature of the accident, the telephone number of the person who is calling and the condition of the injured person
b. The “Base Grid Coordinates”.
c. The entry of the area to be used (gate number)
d. General directions to get to the place of the accident
2) Will dispatch personnel qualified for a first aid intervention, ensuring that:

3) Will coordinate with the Italian Base Commander DSN 633-7419 (COMM 050/547419) and PMO DSN 633-7575 (COMM 050/ 547575) for the removal of the body in case of non-transport by the ambulance of a deceased person.
E. All agencies working with Contractors: the following Agencies (see list below) will ensure that this SOP is included in their Contractor Safety Plan and that Contractor personnel are constantly briefed and updated on emergency procedures.
Agencies involved:
- Activity/Agency Contracting Officer’s Representative (COR)
- Public Works Office (PWO)
- Engineer Project Office (Corps of Engineers)
In case of an accident, the personnel involved in the contract/project works will immediately inform their commander/supervisor (Higher Headquarters) and the Installation Safety Office at DSN 633- 7841. POC for this matter is: Eng. Chiara Chelossi, Prevention and Protection Service Responsible, Safety Office. Telephone # 050/547841 (DSN 633-7841).
F. All DMC & Tenant Units. Because of the frequent personnel turnover at the Darby Military Community, all DMC & Tenant Units must brief all newcomers about this SOP in addition to the regular safety briefing.

ACCIDENT ALERT PROCEDURE
CAMP DARBY 050/547575 (PMO)
The 118 Italian service may call back the PMO to verify the request for service and to obtain additional information. They will say:
- “Questo é l’uno uno otto” (THIS IS ONE ONE EIGHT)
- “Abbiamo ricevuto una chiamata di pronto intervento” (WE HAVE RECEIVED AN
EMERGENCY CALL)
The PMO will verify/confirm the request and may provide additional information such as accident location (see APPENDIX C). Interpreters/SETAF Carabinieri support may be required.
APPENDIX C: List of the areas with coordinates system and corresponding gate numbers

EXECUTIVE AGREEMENT
The undersigned individuals agreed on the intervention methodologies reported on this SOP:
“Emergency Plan for the evacuation of injured people for USAG Italy Darby Military Community”.
The implementation of every step of this SOP will be assured in case of an accident within the Installation. Every change applied to this SOP will be coordinated and approved by the undersigned persons or by their respective successors in charge. This SOP will become effective by the date of the last signature.

I. INTRODUZIONE
A. Sulla base del D.Lgsl.81/08 art.18 comma 1 lettera t) & art. 43 comma 1 lettera a), e’ stata definita dal Vice Direttore dell’USAG Italy DMC, tramite il Servizio di Prevenzione e Protezione, congiuntamente con il Comandante Italiano della Base, la necessita’ di avere un piu’ adeguato piano d’integrazione tra i mezzi del pronto intervento della Comunita’ Militare Darby (911) e la squadra di pronto soccorso locale (118). Le esperienze precedenti ci hanno insegnato che, nonostante i molti briefing e documenti riportanti il numero 911 da comporre per poter contattare la squadra di primo soccorso di Camp Darby, le situazioni di panico, invece, inducono gli appaltatori ed il personale italiano a comporre il numero del pronto soccorso italiano, il 118; in questo modo, i mezzi di pronto intervento della Base vengono esclusi, causando un ritardo notevole in termini di tempo e una scarsa qualita’ di risposta.
B. L’obiettivo finale e’ quello di stabilire questa Procedura Operativa Standard (SOP) al fine di semplificare il processo di intervento in caso di incidente. Contemporaneamente, il suo scopo e’ creare un sistema che sia efficiente ed integrato, capace di fornire una risposta adeguata sul luogo dell’infortunio. Tutto il personale delle Unit e gli appaltatori devono attenersi a questa
SOP.
C. Questa SOP contiene tutte le informazioni e dettagli che permettono a tutte le parti coinvolte di implementare il suddetto piano.
II. RESPONSABILITA’
A. I militari e i lavoratori dipendenti della Comunita’ Militare Darby e tutti gli Appaltatori impegnati nei lavori all’interno dell’Installazione, in caso di incidente/emergenza:
1) Chiameranno il 118, informeranno l’operatore che l’incidente si e’ verificato all’interno dell’Area di Responsabilita’ (AdR) della Comunita’ Militare di Darby (DMC), specificheranno la natura dell’infortunio rispondendo a tutte le domande poste dall’operatore, e seguiranno le istruzioni del personale del 118.
2) Forniranno all’operatore del 118 le ”Coordinate corrispondenti alla Griglia che suddivide il sedime della Base”, le indicazioni per raggiungere il luogo dell’infortunio, e il numero del cancello al quale l’ambulanza dovra’ giungere (per esempio Area Camp Darby, Cancello n.4, ecc.). La “Coordinata corrispondente alla Griglia che suddivide il sedime della Base” e il nome dell’area del cancello d’entrata dovranno essere posti in ogni cantiere presente all’interno dell’Installazione, nell’apposita bacheca dove sono affisse le informazioni sulla sicurezza.
3) Manderanno immediatamente un operaio all’ingresso dell’Area per facilitare l’arrivo dell’ambulanza fino al luogo dell’infortunio.
4) Chiameranno immediatamente il Servizio Emergenza al numero interno 633-7575 (COMM 050/547575) (PMO/911) o i Carabinieri al numero interno 633-7695 (COMM 050/547695) e specificheranno all’operatore il numero del cancello dal quale entrera’ l’ambulanza.

B. 118 – Servizio di Ambulanza Italiano, appena ricevuta una chiamata di emergenza proveniente dall’AdR DMC:
1) Assicurera’ che siano fornite le seguenti informazioni:
a. La natura dell’infortunio e numero telefonico della persona che sta chiamando
b. La “Coordinata corrispondente alla Griglia che suddivide il sedime della Base”
c. L’ingresso dell’area dove e’ avvenuto l’incidente (numero del cancello)
d. Indicazioni generali per raggiungere il luogo dell’infortunio.
2) Inviera’ l’ambulanza all’ingresso dell’area fino al luogo dell’infortunio, possibilmente scortato dal personale messo a disposizione dalla Polizia Militare o dai Carabinieri di Camp Darby.
3) Chiamera’ immediatamente lo 050/547575 (PMO/911) o 050/547695 (Carabinieri) e fornira’ le seguenti informazioni (seguendo le istruzioni dell’Appendice B in caso di risposta di personale americano).
a. La natura dell’infortunio e numero telefonico della persona che sta chiamando.
b. La conferma della corrispondenza tra coordinata ricevuta e numero del cancello di ingresso
c. Indicazioni generali per raggiungere il luogo dell’infortunio.
4) Comunichera’ il numero di operatori del 118 a bordo dell’ambulanza che sta arrivando, prima di presentarsi al cancello.
5) Trasportera’ l’infortunato all’ospedale locale per le cure.

C. 911 – Polizia Militare (PMO). Il 911 (PMO) appena riceve una telefonata dal 118 (o da colui che richiede l’intervento dell’ambulanza):
1) Si assicurera’ che siano fornite le seguenti informazioni:
a. La natura dell’infortunio, il numero telefonico della persona che sta chiamando e le condizioni cliniche della persona infortunata (come descritto in Appendice B)
b. La “Coordinata corrispondente alla Griglia che suddivide il sedime della Base”
2) Inviera’ mezzi/personale idoneo al pronto intervento, assicurando che:
- Il personale del Dipartimento dei Vigili del Fuoco della Base vada immediatamente sul luogo dell’infortunio, possibilmente scortati dall’appaltatore che attende all’Ingresso dell’Area
- La Polizia Militare provveda a scortare l’ambulanza del 118 fino al luogo dell’infortunio e si coordini con i Carabinieri della Base
- Il Vice Direttore della Garrison sia informato al fine di coordinarsi con il Comandante Italiano della Base e i Carabinieri.
3) Valutera’ la situazione e chiamera’ il 118 per eventuale aggiornamento.
4) Il personale del pronto intervento della Base avra’ cura di stabilizzare il paziente fino all’arrivo del personale del 118.
5) Coordinera’ con i Carabinieri SETAF, al numero interno 633-7695 (COMM
050/547695) e il Comandante Italiano della Base, al numero interno 633-7419 (COMM 050/547419) per la rimozione del corpo in caso l’ambulanza non porti via l’infortunato poiche’ deceduto.

D. SETAF Carabinieri. Nel caso SETAF Carabinieri riceva una telefonata dal servizio del 118 (o da colui che richiede l’intervento dell’ambulanza):
1) Si assicurera’ che siano fornite le seguenti informazioni:
a. La natura dell’infortunio, il numero telefonico della persona che sta chiamando e le condizioni cliniche della persona infortunata
b. La “Coordinata corrispondente alla Griglia che suddivide il sedime della Base”
2) Inviera’ personale idoneo al pronto intervento, assicurando che:
- Il personale del Dipartimento dei Vigili del Fuoco della Base vada immediatamente sul luogo dell’infortunio, possibilmente scortati dall’appaltatore che attende all’Ingresso dell’Area
- La Polizia Militare o i Carabinieri provvedano a scortare l’ambulanza del 118 fino al luogo dell’infortunio
- Il Vice Direttore della Garrison sia informato al fine di coordinarsi con il Comandante Italiano della Base e il PMO.
3) Coordinera’ con il Comandante Italiano della Base, al numero interno 633-7419
(COMM 050/547419), e con la Polizia Militare, al numero interno 633-7575 (COMM 050/ 547575) per la rimozione del corpo in caso l’ambulanza non porti via l’infortunato poiche’ deceduto.

E. Enti che collaborano con gli Appaltatori. I seguenti Enti (vedasi elenco di seguito) assicureranno che questa Procedura Operativa Standard sia inclusa nel Piano di Sicurezza dell’Appaltatore e che il personale della Ditta Appaltatrice sia costantemente formato e aggiornato sulle procedure di emergenza.
Enti coinvolti:
- Rappresentante del responsabile per il contratto dell’attivita’/agenzia (COR)
- Ufficio dei Lavori Pubblici (PWO)
- Ufficio dell’ingegnere del progetto (Corps of Engineers)
In caso di infortunio, il personale dell’Ente impegnato nell’esecuzione dei lavori di quel progetto comunichera’ immediatamente l’accaduto al proprio comando/direzione (Higher Headquarters) e all’Ufficio Sicurezza dell’Installazione (Installation Safety Office) al numero interno 633-7841.
Punto di contatto (PDC) per questo documento e’: Ing. Chiara Chelossi, Responsabile del Servizio di Prevenzione e Protezione della Base (DMC Safety Office). Numero di telefono:
050/547841 (DSN 633-7841).
F. DMC & Unita’. A causa del frequente turnover del personale della Comunita’ Militare Darby, tutte le Unita’ devono informare tutti i nuovi arrivati/assunti su questa Procedura Operativa Standard in aggiunta al normale briefing sulla sicurezza.

PROCEDURA DI COMUNICAZIONE INFORTUNIO
CAMP DARBY 050/547575 (PMO)
Il Servizio Italiano di Intervento del 118 potrebbe richiamare la Polizia Militare (PMO) per verificare la richiesta di intervento e richiedre ulteriori informazioni.
In quest caso diranno:
- “Questo é l’uno uno otto” (THIS IS ONE ONE EIGHT)
- “Abbiamo ricevuto una chiamata di pronto intervento” (WE HAVE RECEIVED AN
EMERGENCY CALL)
Il PMO verifichera’/confermera’ la richiesta e fornira’ ulteriori informazioni come il luogo dell’incidente (vedasi APPENDICE C). Potrebbe essere richiesto il supporto degli interpreti o di SETAF Carabinieri.

I sottoscritti convengono sulle metodologie d’intervento delineate nella presente Procedura Operativa Standard: “Piano di pronto intervento per l’evacuazione delle persone infortunate all’interno della Comunita’ Militare di Darby”. L’implementazione di ogni passo di questa procedura verra’ garantita nel caso di infortunio/incidente all’interno dell’Installazione. Ogni cambiamento apportato alla presente Procedura Operativa dovra’ essere coordinato e approvato dai sottoscritti o dai rispettivi successori incaricati.
Questa SOP entrera’ in vigore dalla data dell’ultima firma.
