Q1. PWS Paragraph 1.19 Phase In/Phase Out Period: During the phase in period, the Contractor shall become familiar with performance requirements in order to commence full performance of services on the contract start date. With a proposal due on January 18 and the anticipated contract start date of 01 February, this means Award would occur and Phase-In begin prior to 21 January. Will the 10-day Phase-In or Contract Start date be amended as needed pending the Contract Award timeline?
A1. The Phase In/Phase Out portion of the PWS has been removed and will not be a part of this contract. The start date of this contract will still be 01 February 2018.
Q2.PWS Paragraph 5.2.1.1: The Contractor shall conduct quarterly environmental compliance assessments at approximately forty-five locations within USAG Bavaria, Rose Barracks, Vilseck. Could we receive a list of these locations and their respective sizes?
A2. All units/shops are listed in Attachment 3 of the PWS. Sizes vary from small units like elementary and middle/high school (storage room and working area) up to a motor pool with several storage areas for hazardous material and hazardous waste and the respective work area.
Q3. PWS Paragraph 5.2.2.1: The Contractor shall conduct monthly compliance evaluations at Rose Barracks Vilseck public administrative and residential areas on requirements for Chapter 5 and Chapter 6 of the German-FGS. Could we receive a list of these locations and their respective sizes?
A3. There is no predefined listing. Compliance checks will be performed on family housing areas, recycling centers, and administration buildings on a random basis.
Q4. PWS Paragraph 5.2.4.5: The contractor shall conduct a monthly compliance check of at least thirty units and tenant organizations required for Chapter 5 and Chapter 6 of the German-FGS. Could we receive a description of each unit's storage location(s), and whether each unit/organization has multiple locations attributed to it that would need to be checked? Attachment 3 lists 48 units, therefore we assume that not all units are required to receive this monthly compliance check.
A4. Monthly compliance checks will be performed on units that receive a finding during eh quarterly inspections to ensure corrective actions are performed.
Q5. PWS Paragraph 5.3.1: Pick up Schedule for Hazardous Waste Management Services. Could we receive a copy of pick-up schedules for the 12 months at Hohenfels to better gauge this task?
A5. See attached form “MGMT Tracking” shops/units report every Friday the quantities that are to be picked up. Contractor prepares a pickup schedule for the hazardous waste and the pickup will occur each Wednesday.
Q6. PWS Paragraph 5.3.3.1: The Contractor shall conduct semi-annual environmental compliance assessments at fifty locations. Could we receive a list of these locations and their respective sizes?
A6. All units/shops are listed in attachment 4 of the PWS. Sizes vary from small units like Arts & Crafts shop (a storage room and working area) up to a motor pool with several storage areas for hazardous material and hazardous waste for the respective work area.
Q7. PWS Paragraph 5.3.3.1: The Contractor shall conduct semi-annual environmental compliance assessments at fifty locations. Attachment 4 lists 66 units, therefore we assume that not all units are required to receive this assessment and that all units have only 1 storage location. Is this a correct assumption?
A7. Correct, 50 units/shops will get a mandatory assessment. If time allows the other will get a random assessment, all units can be done within 12 months.
Q8. Throughout the PWS, Compliance Checks, Assessments, and Evaluations are referenced. There is no standard definition to differentiate these three types of activities. Could you please describe the Garrison's requirements for each?
A8. Compliance checks: units/shops will be checked to determine whether units are in compliance with USAG Bavaria’s Environmental Management System (EMS) Policy.
Reference AR 200-1 ETC.
Assessments: Will be conducted to determine whether a unit is fulfilling the Host Nation laws and regulations for hazardous material labeling, storage, and handling, as well as hazardous waste handling, storing, spill control, and reporting.
Evaluation: Contractor will evaluate the results of the compliance checks and assessments to determine the overall performance of the units. A software program is used to track all of the results. Contractor will prepare slides for the environmental quality control committee meeting. Slides will be briefed in the quarterly meeting to the Command.
