MEMORANDUM FOR RECORD

SUBJECT: Site Visit Questions and Answers for Solicitation W912PB-17-R-3013 Combat Marksmanship and Advanced Marksmanship Simulation System

1. Question: Does the requiring activity have a schematic for minimum height/length/width/square feet of the area in which the system will be setup?

1. Answer: The minimum square feet will be determined by the system itself. The restrictions are on the available facilities, not the system. The governing restriction generally has been ceiling height. Normally European buildings have a 2.2M ceiling height.

Finding facilities with higher heights (to meet system requirements), significantly lowers the possible pool of facilities. If the facility can be split up (not all immediately in the same room), the square feet/meter requirement can also be split, but the ceiling height restrictions is normally the guiding rule.

2. Question: Will the system always be setup inside a building?

2. Answer: Generally, yes but within the capabilities of the system. As noted in the PWS, the requirement is for a simulator. This allows analytical/statistical analysis of the training in order to provide a baseline on Soldier performance. Other systems, (primarily outdoor systems), do not provide that statistical analysis unless as specified in the proposal.

3. Question: Is there a light or lumen standard/requirement?

3. Answer: The Lumens standard for ambient light (minimum light) is based on system requirements. As part of facility preparation, the government will attempt to provide lighting at the appropriate levels. However, Soldier safety is a significant concern. The facility should not be so dark as to pose a hazard to Soldiers moving in the training system (i.e. falling over cables, furniture)

4. Question: Is night vision training part of the training requirement? Will night vision goggles need to be used?

4. Answer: To this point, Night Vision training has not been conducted, but could be based on system capabilities.

5. Question: Is training with blank ammunition a possibility?

5. Answer: No. Usage of blank ammunition places a significant burden on the training unit.

Drawing, storing, use and cleanup of blank ammunition significantly detracts from training.

Additionally, the use of the system must complement training, not detract from training.

Units have a set STRAC blank ammunition allotment and using this allotment for combat marksmanship training eliminates that allotment for other training.

6. Question: What is the scale and nature of simultaneous event support, i.e., "surge" periods ?

- See the PWS. Maximum throughput is system determined.

6. Answer: The System capabilities must be able to support a maximum of 20 individuals per training session (morning and afternoon sessions). Soldier through put on any specific training day will vary. The system will be capable of supporting that number of Soldiers for every training event, even if fewer Soldiers are present for training.

7. Question: Other than the 5 train-the-trainer sessions and 4 deployments, what is the expected OPTEMPO of the two sites at Graf and Vicenza?

- Utilization of the two suites is over 95% of available time. Very high use.

7. Answer: The Graf and Vicenza suite must provide an overall 80% availability rate and 100% availability during scheduled training.
