System will be designed to prevent pipes from freezing if exposed to Mississippi river conditions at -20 degrees Fahrenheit. Contractor will be responsible for powering the heat trace, 110V AC and 480V AC power is located on the string out.

1.3 Insulation

The insulation will be closed cell foam, when exposed to the elements it will not absorb water.

Insulation will have a minimum service temperature range of -40oF to 250oF. Insulation Tensile Strength will exceed 4,000 PSI with a minimum Shore D Hardness of 57. Insulations average thermal resistance

(R) shale be 12.53 (hr*ft2*oF)/Btu or greater. An example of such insulation would be dragon jacket.

1.4 Close Out

The contractor shall submit to the government a “close out packet” that contains contractor workmanship warranty, final design specs, material lists, material manufacture warranties, and suggested operation and maintenance.

2.1 EPA Designated (CPG): Under the Comprehensive Procurement Guidelines (CPG) program, the

The vault will be large enough for a worker to preform inspections and replacements in comfortably with a minimum 2 ft. working space. Vault must contain a system to prevent it from retaining water under normal conditions. Existing vault is located on a levee. All excavations must be at least 15’ away from the river wall. All excavated areas excluding the inside of the vault and pipes must be backfilled using flowable fill per I Dot specifications. Shoring will be provided by through the use of H-Pile or sheet piling on the east side of the vault nearest the river.

Water meter accuracy shall be such that at a water temperature less than 80ºF (27ºC):

1. Normal flow limits. At any rate of flow within the normal test-flow limits of meter design, the meter shall register not less than 98.5 percent and not more than 101.5 percent of the water that actually passes through it.

2. Minimum flow rate. At the minimum test-flow rate to the lowest normal test-flow rate of meter design, the meter shall register not less than 95 percent and not more than 101 percent of the water that actually passes through it.

Inspection All materials and workmanship shall be subject to inspection at all times by an inspector or inspectors appointed by the contracting Officer to ensure strict compliance with the terms of the contract in accordance with Contract The presence or absence of the inspector shall not relieve the Contractor or his responsible agent of the responsibility for the proper execution of the contract.
