INSTRUCTIONS
INSTRUCTIONS, CONDITIONS & NOTICES TO BIDDERS
1.0 GENERAL INFORMATION
1.1 Intent: The intent of this solicitation is to award one construction contract for freight elevator modernization at Center Hill Powerplant in DeKalb County, Tennessee.
1.2 Disclosure of Magnitude of Construction Project: The estimated magnitude of this requirement is between $500,000 and $1,000,000.
Basis of Selection of Award: Award shall be made to the lowest priced bidder who is found to be responsive and responsible. See Federal Acquisition Regulation (FAR) clause 52.214-19, Contract Award—Sealed Bidding—Construction, for more information.
1.3 Type of Contract: The Government intends to award one firm-fixed price construction contract.
1.4 Who May Submit: The procurement is a small business set aside. Only small businesses may submit bids.
1.5 North American Industry Classification System (NAICS) Code and Small Business Size Standard: The NAICS code for this project is 238290 with a size standard of $15 Million.
1.6 SITE VISIT: Offerors are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of the contract performance (FAR 52.236-27 Alt I).
The Government has scheduled a Site Visit for Wednesday, August 10, 2016 at 10:00 a.m. CT.
All attendees shall meet at the Center Hill Powerplant, 270 Lancaster Road, Lancaster, TN 38569.
No other site visit will be scheduled or granted.
NOTE: All participants are required to have personal safety equipment, i.e. hard hat and safety toe shoes. Safety equipment will not be provided. This is mandatory. Contractors who do not have these items present at the Site Visit will not be able to participate in the visit.
REQUIREMENT TO REGISTER TO ATTEND SITE VISIT: Only registered persons will be permitted to attend the site visit. In addition to the below information, please also provide your name of firm, firm’s CAGE and/or DUNS number, and name and position title of primary point-of-contact and their telephone number and email address. Only two persons from each business entity will be permitted to attend.
U.S. Citizens: To register, U.S. citizens interested in attending the site visit must submit a Nashville District (LRN) Security Access Form to the Point of Contract (POC), Ray Kendrick, by email to Ray.Kendrick@usace.army.mil no later than five (5) days prior to the site visit. If submitting the form in less than three days, the person may not receive approval for participation. Notification of approval or denial will be provided prior to the date of the site visit. The form is available as a pdf attachment to this solicitation. The form title is Attachment A Pre-BidSiteVisitForm.pdf.
Foreign Nationals (FNs): FNs wishing to attend the site visit shall submit a completed LRN FN Security Form and legible color copies of two of the following documents: Passport (unexpired or expired), Certificate of U.S. Citizenship (INS Form N-560 04 N-561), Certificate of Naturalization (INS Form N-550 or N-570), unexpired foreign Passport with I-551 stamp or attached INS Form I-94 indicating unexpired employment authorization, an Alien Registration Receipt Card with photo (INS Form I-151 or I-551), unexpired Temporary Resident Card (INS Form I-688), unexpired Employment Authorization Card (INS Form I-688A), unexpired Reentry Permit (INS Form I-327), unexpired Refugee Travel Document (INS- Form I571), or unexpired Employment Authorization Documentation issued by the INS which contains a photograph (INS Form I-688B) to the LRN POC. These documents must be submitted two (2) weeks prior to the site visit. Exceptions will be considered on a case by case basis but will be limited. 1.7 Specifications and Drawings: Specifications and Drawings will be provided as separate files and will be available in FBO due to the size and pages associated with each. See the complete drawings and specifications package located at the following website: www.fbo.gov.
The Specifications and Drawings are part of the contract and shall be considered in that respect (see DFARS 252.236-7001, Contract Drawings and Specifications).
1.8 POC for Communication/Questions: Any communications regarding this procurement must be made in writing to the Nashville Contracting Branch, Attn: Ray Kendrick at email Ray.Kendrick@usace.army.mil or facsimile:
(615) 736-7124. Inquiries must identify the solicitation number, the requestor’s company name, address, email address, telephone and facsimile numbers to include area code.
Phone calls or requests to arrange meetings at the Nashville District during the solicitation period to discuss project requirements or company’s capabilities are highly discouraged and will not be scheduled.
QUESTIONS: Questions regarding the solicitation must be submitted to Ray Kendrick via email at Ray.Kendrick@usace.army.mil no later than 12:00 PM Central Time on 12-August-2016.
1.9 Bidders Qualifications: To establish its responsibility the bidder may be requested by the Government to submit a statement regarding previous experience in performing comparable work, business and technical organization, financial resources, and plant available to be used in performing the work. The requested statement submitted will have the following: a minimum of one (1) up-to-date banking reference for their firm and a minimum of three (3) past performance references for similar work.
a. The banking reference shall include the financial institution’s legal name, complete physical address, a point-of-contact (POC) at the financial institution, the POC’s telephone number, fax number, and email address.
b. The past performance references shall include firm’s name, the contract number, the contract period of performance and/or contract completion date, the contract’s aggregate value, a brief description of the project, a POC, the POC’s telephone number, fax number, and email address.
2.0 Amendments Prior to Date Set for Closing of IFB. The right is reserved as the interest of the Government may require, to revise or amend the specifications or drawings or both prior to the date set for submission of bid.
Such revisions and amendments, if any will be announced by an amendment or amendments to this IFB. If the revisions and amendments are of a nature which requires material changes in quantities or prices proposed or both, the date set for receipt of bids may be postponed by such number of days as in the opinion of the issuing officer will enable bidder to revise their bid. In such cases, the amendment will include an announcement of the new date for receipt of bid.
2.1 WHAT, HOW AND WHERE TO SUBMIT BID

2.3 PUBLIC OPENING OF BIDS: Bids will be publicly opened at the time set for opening in Block 13 of the SF1442 at the Estes Kefauver Federal Building, USACE Conference Room A-681, 110 9th Avenue South, Nashville, Tennessee, 37203. The content will be made public for the information of bidders and others interested, who may be present. Unbalanced bids may be rejected.
2.4 Bidders shall submit sealed IFB packages to the USACE address listed below. Receipt of delivery is highly recommended. The Government will accept sealed IFB packages prior to the due date. It is highly recommended that IFB packages be received at the address listed below at least one day prior to due date to avoid a possible late bid situation. The Government will accept hand delivered packages until the time of bid closing but will not accept bids submitted via email or fax. The Government must be in receipt of your IFB by the bid closing time set forth in Block 13 of the SF1442.

3.0 INSURANCE/BONDS:
BID BONDS (SF 24). All bidders are required to submit bid bonds with their proposal. In accordance with FAR 52.228-1, Bid Guarantee, the bid guarantee amount shall be at least 20 percent of the base bid price but shall not exceed $3,000,000.00.
INSURANCE. Contractor shall carry Liability and Insurance. See FAR clause 52.228-5, Insurance – Work on A Government Installation.
The bidder whose bid is accepted will be required to comply with the following for contract award.
a. PERFORMANCE BONDS (SF 25-A). Pursuant to FAR clause 52.228-15, Performance and Payment Bonds— Construction, the penal amount of the performance bond shall equal one hundred percent (100%) of the task order price. Bonds shall be received within ten (10) days after receipt of award.
b. PAYMENT BONDS (SF 25). Pursuant to FAR clause 52.228-15, Performance and Payment Bonds— Construction, the penal amount of the payment bond shall equal one hundred percent (100%) of the bid price.
Bonds shall be received within ten (10) days after receipt of award.

The Government shall not be responsible for items not described below. It is not required to be return with your bid.

SCOPE OF WORK
Center Hill Power Plant Elevator Modernization
Center Hill Dam Caney Fork River DeKalb County, TN
1 SCOPE
Provide materials, equipment, labor, hardware, miscellaneous items and services necessary for the complete and safe modernization of one (1) existing freight elevator at Center Hill Powerplant.
Any items not specified in details by the Contract/Specification but which are incidental to or necessary for the complete installation and proper operation of the work described herein or reasonably implied, shall be furnished as if called for in details by the Contract/Specification.
Bidders must report discrepancies or ambiguities occurring in the Contract/Specification prior to the submission of the bid proposal. Submission of the bid without clarification will reflect acceptance of the Contract/Specification as written.
Failure to verify the power supply, existing condition and equipment shall not relieve the contractor from responsibility for the satisfactory operation of the equipment.
Bidders will have to include the cost for any necessary electrical modifications for proper operation of their equipment.
New equipment shall be made of corrosion-resistant materials (galvanized, stainless steel) or painted for corrosion protection.
1.1 BASE CONTRACT ITEMS
1.1.1 Demolitions
Contractor shall remove existing freight elevator and all its accessories at Center Hill powerplant in accordance with specifications Section 02 41 00.
1.1.2 Asbestos Abatement work
Contractor shall removal and disposal of all Asbestos- Containing Materials (ACM) encountered during the execution of this contract for Center Hill freight elevator modernization in accordance with specifications Section 02 82 14. The mastic holding the tile down in the existing elevator car contains asbestos.
1.1.3 Conditioning Equipment
The selected equipment below shall be retained and reconditioned by the contractor to operate properly, safely and reliably, in accordance with the specifications, or if not specified herein, with original manufacturer specifications.
Reconditioning may include, but is not limited to, inspection, testing, cleaning, lubricating, repair, rebuilding, re-insulating, balancing, realignment, painting and/or adjusting.
Fastenings and hardware are to be checked, properly tightened, and replaced as required. Cost to recondition / modify the equipment is to be included in the base bid proposal.
Replacement of equipment and accessories in this reconditioning paragraph shall be included in the option contract. Prior to replacement of items specified to be reconditioned with new, Contractor shall submit item and provide reason(s) why replacement is required for contracting Officer's Representative (COR) approval, prior to replacement. The COR shall have 30 calendar days after the contractor submits a request to replace an item to determine if option will be awarded. Equipment to be conditioned shall include, but not limited to the follow:
a. Hoist machine: Retain existing. Equipment was installed in 2010.
b. AC hoist motor: Motor was installed in 2010.
c. Rope Gripper: Equipment was installed in 2010. Pads shall be replaced on the gripper.
d. Ropes: All ropes were installed in 2010.
e. Rails: steel (main and counterweight) rails were installed in the early 1940's. Main and counterweight rails shall be realigned and painted. Guide rails shall be realigned plumb and parallel with a maximum deviation of 1/16 inch.
f. Hall fixtures with fire service and hoistway access.
g. Bumper base support: recondition and modify (as need) the existing bumper base support to use with the new (spring) buffers for elevator car and counterweight.
h. Hoistway (freight) elevator doors.
Cost to recondition each item shall be provided per Section 02 41 00.
1.1.4 New Equipment
All other components of the elevator system that are not retained from the paragraph "Reconditioning Equipment" shall be installed new, whether or not specifically mentioned in the specifications, in order to provide one (1) complete elevator unit. New components shall include, but not be limited to the following:
a. Microprocessor controller
b. Door controller (Automatic Doors)
Note: Microprocessor controller and door controller shall be compatible so that they can communicate
c. Elevator Car and its accessories
d. Car Operating Panel with Integral Americans With Disabilities Act (ADA) Telephone
e. Governor and its accessories
f. Counterweight and its accessories
g. Emergency lighting system in the elevator
h. Safety Switch
i. Car and counterweight buffers: provide buffers for new elevator car and counterweight to work with the retaining equipment.
j. Ladder
k. Provide all necessary energy efficient lighting, GFI outlets, wiring, conduit, disconnects and other components required by Code for the operation of the elevator.
l. Hoistway door accessories / machinery such as motor, gears, etc. shall be replaced.
m. Provide other items and required accessories as needed or specified to complete the elevator modernization.
In all cases where a device or part of the equipment is herein referred to in the singular number, it is intended that such reference shall apply to as many such devices as are required to complete the installation. The Contractor shall have to include the cost for any necessary electrical wiring, conduit, accessories and modifications for proper operation of the new and retaining equipment.
All new work shall conform to the requirements of ASME A17.1/CSA B44. Provide new equipment to fit within existing spaces, structural conditions and building constraints. Provide new equipment compatible with retained equipment. Unless noted otherwise, retain existing functions and features.
1.2 OPTIONAL ITEMS
If the retained equipment from paragraph "Conditioning Equipment" do not operate properly, safely and reliably with the new equipment. They will be replaced with new items in accordance Section 14 21 13. Cost per new item below shall be submitted per Section 01 22 00.

If exercising the optional line items are in the best interest of the Government, these line items may be exercise at the time of award, after the contractor submits a request to provide new items, or within the period of performance of the contract.
Pricing for optional items shall be guaranteed for one hundred and eighty (180)days after issuance of the notice to proceed
(NTP).
2 DRAWINGS AND SPECIFICATIONS
Technical specifications and reference drawings are provided with this scope of work. The Government cannot guarantee that the information is up-to-date. It is the Contractor's responsibility to verify all information and dimensions as needed with a site inspection.
Contractor shall submit shop drawings and product data for approval as required in the contract specifications prior to purchasing new equipment.

4 INSPECTION
Unless otherwise noted, the Contracting Officer's Representative (COR) shall inspect the elevator car and other major equipment at the contractor shop or fabricator shop prior to delivery. Failure of any parts to pass the requirements specified will be cause for rejection. Contractor shall replace the rejected parts without additional cost to the Government.
Upon completion of the inspection, the Contractor shall furnish the COR with a written report of the results.
The fabricator's facilities shall be open, during normal business hours, to the COR for the purpose of inspection of work, completed and in progress, on this contract.
5 INSTALLATION
All installation shall be done by the contractor.

52.222-23 NOTICE OF REQUIREMENT FOR AFFIRMATIVE ACTION TO ENSURE EQUAL
EMPLOYMENT OPPORTUNITY FOR CONSTRUCTION (FEB 1999)
(a) The offeror's attention is called to the Equal Opportunity clause and the Affirmative Action Compliance Requirements for Construction clause of this solicitation.
