QUESTIONS: Center Hill Dam – Freight Elevator Modernization 18‐Aug‐2016

Please provide answers to the following questions:

1. Who is the fire alarm incumbent? Please indicate exactly what is required for fire alarm devices.

A: Elevator Operation and Maintenance is performed by plant personnel. Service and Inspections are done through competitive bid. Fire Alarm device requirements are listed in the Technical Specifications.

Please reference Appendix I for the existing Fire Alarm Control System. Submit shop drawings of fire alarm system in accordance with Section 14 21 14 for approval.

2. Are the elevators currently on a generator?

A: No.

3. Do you require HVAC in the machine room?

A: No. This is not within the scope of work.

4. Do you require a new step to be built to be code compliant to step up on machine platform area?

A: No. This is not within the scope of work.

5. Do you require a handrail to be installed around the machine platform area?

A: No. This is not within the scope of work.

6. Do you require the machine room to be boxed out and nothing in the room but elevator equipment?

A: No. This is not within the scope of work.

7. Do you require Barricades and if so, how high with a lockable door?

A: No. This is not within the scope of work.

8. Please indicate which equipment you would like to be galvanized per Spec 1. Scope page 21

A: Ladder is the only equipment that is required to be galvanized. Carbon steel with painting in accordance with contract specifications may be acceptable for ladder. Other galvanized equipment may be acceptable. Submit product data / shop drawings of all equipment for approval.

9. Do you require a new counterweight guard? Do you require entirely new counterweights and sling?

A: The entirely new counterweights that include, but not limit to, sling, guard and other accessories shall be provided by the contractor. See Section 14 21 13, Par. 1.2.2 New Equipment. Provide shop drawings and product data of the entire counterweights for approval.

10. Do you require a car top railing?

A: Provide top‐of‐car guard rail and top‐of‐car inspection operation in accordance with Section 14 21 13, Par. 2.7.3.4 Top‐of‐Car Inspection Operations and Appendix G. Provide switches and lights on top and bottom and bottom of car frame in accordance with Section 14 21 13, Par. 2.6.2 Service Control and Appendix G.

11. Do you require new lighting outside each landing entrance, to give you the proper foot candles as required by code?

A: Yes, please provide all necessary energy efficient lighting, GFI outlets, wiring, conduit, disconnects and other components required by Code for the operation of the elevator.

12. Is the pit considered a confined space, and if so – what are the man power staffing requirements when in the pit?

A: It is not labeled as such. It is the bidder’s responsibility to reference the latest edition of the USACE EM 385‐1‐1 Safety & Health Requirements Manual to determine what is required when performing the work.

13. Do you require maintenance to be done after the install or will your staff be handling the maintenance of the unit after turn over?

A: No. Maintenance shall be handled by plant personnel.

14. Section 14 21 13 page 17, 2.2.2 Smoke Detectors – talks about providing a smoke detector at the top of the hoistway. Please provide confirmation if this is required.

A: Smoke Detectors requirements are listed in the Technical Specifications. See Section 14 21 13, par.

2.2.2 – Smoke Detectors.

15. Do you require a communication phone to be installed between the machine room and the elevator cab?

A: No. This is not within the scope of work.

16. Do you require any beveling of ledges in the shaft?

A: Provide beveled shields set at an angle of not than 60 degrees with the floor level.

17. Please confirm the existing Power Freight Door controls are being replaced.

A: Existing power freight door controls are to be replaced.

18. Do you require a new pit ladder?

A: Provide pit ladder in accordance with Section 14 21 13, Par. 2.7.3.2 – Ladder. In addition, lighting, switches and GFCI duplex receptacle shall also be provided in the pit area in accordance with technical specifications. Provide these items on shop drawings for approval.

19. Is this project tax exempt?

A: Yes.

20. Are we responsible for Code compliant construction of the existing shaft and machine room specifically outside the equipment we are installing or reconditioning?

(e.g. functioning of the machine room air conditioner or the presence of non‐elevator related equipment in the machine room)

A: Contractor shall not be responsible for Code compliant construction of the existing shaft and machine room. However, new equipment shall need to be compatible with the existing structural.

20. What training, special training, and on‐site specific training will be required?

A: Training requirements are listed in the Technical Specifications. See Section 14 21 13, Par. 1.4 Non‐ proprietary equipment, Par. 2.4.3.1 Microprocessor Controller and Par. 3.4 – Operation and Maintenance Training. Submit training plan for approval. Government personnel may request additional training based on the installed equipment. Three days (8 hours per day) of training shall only be required per Section 14 21 13, Par. 3.4 – Operation and Maintenance Training.

21. What are the NEMA requirements for this project?

A: NEMA 3R or other NEMA’s as required by contract specifications and ASME A17.1 – Safety Code for Elevators and Escalators. Submit product data of all equipment for approval.

22. Per Section 1.1.4 New Equipment under Scope of Work: Elevator car and its accessories is listed for replacement with New. Does that refer to the elevator cab enclosure only or complete assembly including frame, platform, and safeties?

A: Elevator cab enclosure, frame, platform, safeties and other accessories are included.

(Following questions based on the spec section 14‐21‐13 page 8 reference to the 2013 elevator code and 2011 ASME 17.3)

23. Will a rated enclosure be required around the elevator equipment to establish a separate elevator room? If so what would be the required rating? Does it need to be configured such that personnel do not have to pass thru the elevator room to access the existing air handler that is located in the existing space?

A: NEMA 3R or other NEMA’s as required by contract specifications and ASME A17.1 – Safety Code for

Elevators and Escalators. It is not required to configure such that personnel do not have to pass thru the elevator room to access the existing air handler that is located in the existing space.

24. Is there a sprinkler head and smoke detector in the top of the shaft? If not will it be required? If required will the sprinkler head be connected to piping in the existing equipment room?

A: There is no sprinkler system in the power plant. Contractor shall not be required to install the sprinkler head. Smoke detector is required per Section 14 21 13, par. 2.2.2 – Smoke Detectors.

25. Is there a smoke detector in the pit?

A: Not presently.

26. Is there an exhaust fan in the top of the shaft? If not will it be required? How would it be vented to the exterior?

A: Exhaust fan shall not be required.

27. The scope of work includes asbestos and hazardous material abatement. Has there been a study and a report issued documenting the findings for the required scope of work?

A: See Appendix J of the Technical Specifications.

28. Is there a sump in the existing pit? If not will it be required? If required how will the drain be installed for discharge?

A: There is not a sump in the existing pit. No sump or drain shall be required.

29. If we have to run conduit for new fire alarm and electrical, what would the route be? Down the stairwell?

A: There is an existing conduit routing that should be followed. Unless otherwise approved, all conduit shall be run in Rigid Metal Conduit (RMC).

30. Is there a shunt trip on the elevator machine electrical feed? If not will it be required?

A: No. No; it comes‐off the U‐Board and there is a 480‐V disconnect.

31. Will a new disconnect be required for service to the elevator machine that is lockable and fusible?

A: A new disconnect, lockable and fusible, is required.

32. Are we to remove the microwave cabling that is in the elevator shaft?

A: No.

33. Is the existing Edwards Fire Alarm Panel addressable?

A: Reference Appendix I. The existing panel provides local annunciation to the plant’s SCADA equipment.

34. Is it possible to get an extension in period of performance? Currently the fabrication time is 16 to

18 weeks. We anticipate the shop drawing process to take twenty weeks to develop the drawings to meet the required level of detail per spec section 14‐21‐13 page 9 section 1.09 as required plus and an additional four weeks for approval. If there are any comments or changes required this will increase the overall project schedule. We recommend a period of performance of sixty weeks from date of notice to proceed.

A: The Government would entertain an extension only if there are no responsive bidders with the present period of performance.
