SUMMARY OF CHANGES

(End of Summary of Changes)

Lorain Detached Breakwater Prebid Questions and Answers:

1) What are the water depths at the crack repair locations? Plans only show contours near the new sheet pile cell construction.

Answer: Survey data will be made available in xyz format that covers the complete perimeter of the lake bottom near the breakwall.

2) Is the special pile shown within the eastern side of the new cell required or could an alternate layout be utilized that doesn't require a special pile?

Answer: Alternative layouts would be considered by the Government, the special pile within the eastern sheet pile wall is not a requirement if an acceptable alternate layout is shown to not require that special pile.

3) When is award of the project anticipated?

Answer: Bids are to be opened on August 21st at 3:00PM as per the solicitation, award is anticipated for mid-September to late September.

4) What is the width of the gap between the existing piles and new piles?

Answer: The width of the gap will vary but the narrowest area is on the order of 12-24 inches.

5) A visual inspection is required. What is required in this visual inspection? Is the inspection above water only?

Answer: The visual inspection is intended to verify the crack locations shown in the contract and to capture the location of any other cracks not identified in the contract documents. Diving is not required for the visual inspection. The intent is for the inspection to be performed from a small craft when the lake conditions are flat, meaning there is minimal wave action.

6) Historical & forecasted lake levels show that the proposed C12x30 Double Channel waler will be installed below the waterline. Is the bidder to assume that the proposed waler is to be installed below the waterline?

Answer: Waler elevation may be below water at time of installation depending on actual Lake Erie water levels.

7) What are the requirements of bid item #3 Visual Survey? Is this an underwater survey of the cracks? I do not see a measurement and payment or specification section on this.

8) Bid item 9 Solar lanterns has a quantity of 36, the plan sheet C-501 lists 19 locations with 2 lights each, this totals 38.

Answer: Please bid the quantity shown in the contract line item.

9) Does the steel debris need to be removed from site?

Answer: Steel debris, if generated or found, would need to be removed and disposed/recycled.

10) The new double channel wale is at an elevation +4.0 from LWD, water levels are currently at nearly +5.0. Is the intent that the new wale and cross bracing be installed underwater?

Answer: Waler elevation may be below water at time of installation depending on actual Lake Erie water levels.

11) Have there been other questions asked by contractors? Will there be an addendum forthcoming?

Answer: All bidder questions received on or before 13 August 2019 are answered in an amendment.
