QUESTIONS AND ANSWERS

SENECA BLUFFS ‐ W912P4‐16‐B‐0002

SOLICITATION AMENDMENT

RESPONSES TO QUESTIONS RECEIVED AND NOTIFICATION OF CHANGE TO SPECIFICATION.

Question 1. "Section 01 32 16, Page 1046, 3.1.1 – Time Lapse Photography – Can you provide additional information on the requirements for this section. It states that photographs need to be collected every

30 seconds. Can the number of locations be provided? At the site walk it was stated that photographs would be submitted monthly, the spec says by the next day at 9 am, can this be clarified? Will separate cameras be needed at the various reaches outlined in 3.1.1.1 as well as the invasive species treatment areas?"

Answer:

‐ Provide Time Lapse Photography at three locations that captures an overview of the shoreline/bank work for Reach 1, 2 and 3. Three cameras will be needed and will be set in areas as specified in 3.1.1.1.

USACE will determine exact location of camera placement as part of the preconstruction documentation. Photographs should be taken every 30 seconds as is standard for readily available time lapse cameras. Photographs should be submitted monthly or whenever the memory card is full. This time lapse photography is intended to capture the progress of habitat recovery and will be used in the creation of project videos; not to show a "real time" snapshot of current work. If the photographs are not showing a good representation of the work the contractor may be required to move the camera location.

‐ Time Lapse Photography is NOT necessary for invasive species treatment areas. This is better documented with other means (i.e. photographs taken every few weeks). "Section 01 32 16 ‐ 3.1.1.2

Invasive Treatment Areas" will be removed from the specifications. (NOTE: a page change to the specification is provided as part of this amendment.)

Question 2. " Section 01 32 16 – Photographs – There are a lot of requirements for photographs and the documentation of the work, is this level of effort accurate as described in specifications?"

Answer:

‐ Yes, photographs and documentation of the work is accurate as described with the exception of video documentation. The goal for photograph documentation of the work is to get a good representation in the daily QC reports for work that was done that day. Contractor should take as many pictures necessary to give an understanding of the work that was done that day to someone who was not on site. If in the COR's opinion the photographs aren't representative the COR may request more photographs be taken to provide appropriate documentation of work.

‐ Video documentation will be at the discretion of the COR on site. If there is some installation process that is unique or the COR feels is imperative to document the COR will direct the contractor to video record it. Otherwise video documentation is not necessary day to day.

Question 3. "Section 01 35 26 – Are full time HSO and CQC required for the entire project, including invasive species treatments for each season?"

Answer:

‐ Yes

Question 4. "Spec 01 45 00 state that the CQC Manager cannot serve as the Superintendent and

Spec 01 35 26 states the CQC Manager cannot serve as the SSHO unless formally approved by the

Contracting Officer. What are the requirements to have an individual approved to serve as both the CQC

Manager and SSHO?"

Answer:

‐ As long as the individual meets the personnel qualifications for both CQC manager (Sec. 01 45 00.00 10

‐ 3.4.2) and SSHO (Sec. 01 35 26 ‐ 1.6.1.1) then documentation of the background/experience would be submitted to COR for approval of the individual.

Question 5. "Seeing this contract has a multiyear duration what are the contractors responsibilities for maintenance and repair after initial completion of earthwork, rock, and anchor logs? Specifically who is responsible for rework if flood or ice damage occurs after the civil construction component is completed?"

Answer:

‐ After "Final Acceptance Inspection" (as per Sec. 01 45 00.00 10 ‐ 3.7) for each respective reach is complete the warranty period starts for that component or reach. Until then the contractor is responsible for maintaining the completed work. The "Warranty of Construction Clause 52.246‐21" was mistakenly omitted from the contract and an amendment will be sent out with this clause reinserted that states the contractor will warranty their work for 365 days past final acceptance of work.

Question 6. "Please clarify the requirements for time lapse photographs. Specifically Spec 01 32 16 states “During the calendar 2016, time lapse photographs are required for the following areas and must be obtained until 5 minutes are completion of all work for the area, including seed and/or planting, all clean‐up has been completed, and all Contractor equipment has been moved far enough away to not be seen in any photograph."

Answer:

‐ This sentence should read "…. Are required for the following areas and must be obtained until 5 minutes OF completion of all work…". The intent is that the time lapse video in 2016 captures all work completed and remain in place to capture the growing seasons of 2017 and 2018 as specified in "Sec. 01

32 16 ‐ 3.1.1.1".

Question 7.

"Please confirm the following requirement for time lapse photographs “These photographs must be obtained at 30‐second intervals”."

Answer:

‐ See response to question #1.

Question 8. "We are trying to quantify the number of locations/cameras and durations required to achieve the requirement for Spec 01 32 16. Are time lapse photographs only required in one location in all 3 areas (Reach1, Reach 2, Reach 3) for the following periods:

August 30, 2016 to November 15, 2016 & May 15, 2017 to October 15, 2017 & May 15, 2018 to October

15, 2018"

Answer:

‐ See response to question #1 for locations. Yes. 3 time lapse cameras will be needed. One will be placed in representative areas of each of the 3 reaches. Time frame should be anytime any shoreline construction activities are taking place on Reach 1, 2 or 3. However, the cameras should be left in place in 2016 until all construction work is completed.

Question 9.

"Also how many location need to be photographed for the invasive species treatment areas? Is it just one location per reach? Are these the only periods time lapse photographs are required for invasive species treatment?

August 30, 2016 to November 15 ,2016 & June 1 ,2017 to October 1, 2017"

Answer:

‐ Time Lapse Photography is NOT necessary for invasive species treatment areas. This is better documented with other means (i.e. photographs taken every few weeks of representative areas)
