FY15 ASHTABULA HARBOR DREDGING PROJECT
ASHTABULA, OHIO
June 17, 2015
Responses to questions from potential bidders:
Question: “Clarification on Amendment 2 Section 32 11 00.02
Paragraph 3.4 states:
Place 15 inches of sediment into the scow Distribute one inch of granular activated carbon across surface of placed sediment
Distribute one inch of powered activated carbon across surface of placed sediment
Add equivalent of six inches of water
What will be the tolerances for placement thickness of sediment?
What will be the tolerances for placement thickness of activated carbon?
How will the thickness be measured to ensure tolerances are met?
Is it the intent to have the contractor place dredge sediment into scow, then grade material in scow for required thickness? Or will contractor be required to place 15 inches of sediment to a uniform grade?
During the stages of material placement the doors of the scows will be under the waterline, this will cause the pockets to be partially flooded with water. Will the material scows have to be water free during the placement of material? Is the intent to use water tight material barges and then re‐ handle material into bottom dump barges for placement?
Material scows do not have uniform cross sectional shape. Please confirm the intent of placing material in specified thicknesses instead of volume?”
This appears to be a very restrictive requirement.
Response: It is the intent of the specification to provide specific proportions of sediment, activated carbon, and water which is to be uniformly distributed in the final treated product.
Treatment must consist of thin-layer (approximately 15 inches) mixing to ensure a thorough, uniform mix is provided. The specification has been modified to emphasize that the specific treatment (mixing) details pertaining to the Contractor’s means and methods for achieving this objective will be provided by the Contractor in the Pilot Study Plan.

e. The Contractor must record and report both the specific coordinates of each scow discharge point and the estimated quantity of sediment in each scow. Discharge locations must be referenced to the scow center point and established using the GPS equipment/accuracy required in this section.
3.4 SEDIMENT TREATMENT
The final 1,500 cubic yards of dredged sediment must be treated (mixed) with activated carbon as indicated below. The Contractor must submit a Pilot Study Plan which details how the sediment will be treated (mixed) to provide a thorough and uniform mixture of sediment, activated carbon, and water. The mixing proportions must be as follows:
PARTS BY
VOLUME
MATERIAL
15 Dredged Sediment
1 Granular Activated Carbon
1 Powder Activated Carbon
6 Water
Using the proportions shown above, mix the materials until free water and all carbon are mixed into the sediment. All mixing must be done in layers to prevent pockets of unmixed materials. The Contractors Pilot Study Plan must propose mixing methods using the general sequence and procedure provided below:
1. Place 15 inches of sediment into the scow.
2. Distribute one inch of granular activated carbon across the surface of the placed sediment.
3. Distribute one inch of powdered activated carbon across the surface of the placed sediment.
4. Add the equivalent of six inches of water.
5. Mix carbon with dredged material and water with dredge bucket in the scow until free water and all carbon are mixed into the sediment.
6. Repeat steps 1 through 5 until the barge is nominally full and all of the powdered activated carbon is used.
7. Disperse the remaining granular activated carbon across the surface of the load and add sufficient buckets of water to thoroughly wet the surface granular activated carbon layer.
3.5 CLOSEOUT SUBMITTAL
After the locations off all scows (where that sediment was placed) has been recorded, submit a final plot showing all locations for all scows, with all locations labeled by scow number (#1 - #{final scow count}). Include a table indicating the estimated quantity of material placed from each scow.
