RESPONSE TO BIDDERS

QUESTIONS AND UPDATED

SPECIFICATIONS

02 JUNE 2015

The following pages contain these items:

1. Questions received from bidders and Government responses to those questions.

2. Replacement pages for Section 32 11 00.02 PILOT STUDY: ACTIVATED CARBON FOR DREDGED MATERIAL. Changes have been made in the following paragraphs:

a. 2.11 Granular Activated Carbon

b. 2.12 Powdered Activated Carbon

c. 3.4 Sediment Treatment

FY15 ASHTABULA HARBOR DREDGING PROJECT

ASHTABULA, OHIO

June 1, 2015

Responses to questions from potential bidders:

1.) Section 32 11 00.02 paragraph 2.1 Specifies number of super sacks required. Paragraph 3.4 specifies volume. What will govern, number of bags specified or volume?

Response: Paragraphs 2.1.1b and 2.1.2b are revised to clarify that the required amount of activated carbon (both granular and powdered) will be based on weight (granular = 30,000 lb to 33,000 lb, and powdered = 25,000 lb to 27,500 lb).

2.) Could the USACE provide their conversion formula for weight of carbon to cubic yards?

Response: The volume of a Super Sack is about 40 cubic feet (1.5 cubic yards). Dry apparent density of granular activated carbon is about 28 pounds per cubic feet (750 pounds per cubic yard). Dry apparent density of powdered activated carbon is about 23 pounds per cubic foot (600 pounds per cubic yard).

3.) Please confirm that regenerated carbon means reactivated carbon and virgin carbon is not required.

Response: Yes, regenerated or reactivated carbon is required and virgin carbon may not be used.

FY15 ASH HARBOR DREDGING A

FY15ASHDREDGE W912P4-15-B-0005

a. Schedule of work (required in section 01 35 13).

b. The quantity of scows and their capacity. If any scows used have more than one pocket, the capacity of each pocket must be provided.

c. The size of all buckets to be used for this work and how/when they will be used.

c. Any information concerning all required carbon; delivery dates, on-site storage, and handling, etc.

d. How the last 1,500 cubic yards of dredged sediment will be mixed with the carbon as required later in this section. This includes the prevention of overflow of any material during the mixing. Enough detail must be provided so the Government may make a determination as to the adequacy of the plan.

e. Estimated time per cycle of hauling, placing, and return to dredging location.

f. A method of recording the specific coordinates (latitude/longitude and State Plane) for the center point of the dump scows at the time of discharge.

g. Any items not specifically stated here, but will be added/used during the performace of work required in this section.

1.4 DELIVERY, STORAGE, AND HANDLING

All activated carbon must be stored and handled in accordance with the manufacturors instructions.

1.5 SEQUENCING AND SCHEDULING

a. In the submittal 'SCHEDULE OF WORK' required in section 01 35 13, the contractor must indicate the specific dates in which the work under this section will be performed.

b. The work schedule must be closely communicated with the Government to facilitate the Government's intent to have on-site monitors in place during the work.

c. Once initiated, the work under this section must be completed without interruption.

PART 2 PRODUCTS

2.1 MATERIALS

2.1.1 Granular Activated Carbon

a. Regenerated 6 X 16 mesh granulated activated carbon must be used.

b. Quantity:

SECTION 32 11 00.02 Page 1079 /15 h5cosklm Highlight h5cosklm Highlight

2.1.2 Powdered Activated Carbon

a. Regenerated powdered activated carbon must be used.

b. Quantity:

2.1.3 GPS

Capable of determining a horizontal location, while on-site, with an accuracy of +/- 5 feet, without the requirement to be post-processed.

Submit documentation indicating what equipment will be used. Include documentation from manufacturor indicating that equipment will provide the required accuarcy. This may require more advanced equipment and/or the use of differential GPS (DGPS).

PART 3 EXECUTION

3.1 SAMPLING

The Government will obtain random samples from each scow before it leaves the site of dredging. The exact timing of obtaining the samples will be determined in the field by the COR. This may require the contractor to cease filling a scow (when directed by the COR) while Governemnt personnel obtain samples, and then resume filling the scow after sampling has been completed.

3.2 PLACEMENT LOCATION

a. The Contractor must place a buoy at the designated placement location with an appropriate offset to both mark the specified placement location and allow the scows to be centered on the specified coordinates during discharge. The bouy will be used by operators and monitors to verify proper placement location of dredged sediment in conjunction with the GPS system.

b. The Contractor must record the bouy location and ensure that the bouy remains in the designated location throughout the work. The location must be established and maintained using the GPS equipment/accuracy required in this section.

3.3 SEDIMENT PLACEMENT

a. All scow-loads of sediment must be placed as closely as possible to the specific coordinates shown on the Contract drawings with a maximum variation between the specified coordinates and the scow center point at discharge of 50 feet.

b. The Contractor first must place 6,000 cubic yards of untreated dredged sediment at the placement location.

c. The contractor must place the final 1,500 cubic yards of activated carbor-treated sediment atop the previously placed sediment at the designated placement coordinates.

d. Sediment must be placed in a controlled manner using minimum scow speeds with orientation directed into the water current.

SECTION 32 11 00.02 Page 1080 /15

e. The Contractor must record and report both the specific coordinates of each scow discharge point and the estimated quantity of sediment in each scow. Discharge locations must be referenced to the scow center point and established using the GPS equipment/accuracy required in this section.

3.4 SEDIMENT TREATMENT

The final 1,500 cubic yards of dredged sediment must be treated (mixed) with activated carbon as indicated below. Variations to account for bucket or scow sizes can be made with the approval of the Government prior to the work. The mixing proportions must be as follows:

PARTS

MATERIAL

15 Dredged Sediment

1 Granular Activated Carbon

1 Powder Activated Carbon

6 Water

Using the proportions shown above, mix the materials until free water and all carbon are mixed into the sediment. All mixing must be done in layers to prevent pockets of unmixed materials using the general sequence and procedure provided below:

1. Place 15 of sediment into the scow.

2. Distribute one of granular activated carbon across the surface of the placed sediment.

3. Distribute one of powdered activated carbon across the surface of the placed sediment.

4. Add of water.

5. Mix carbon with dredged material and water with dredge bucket in the scow until free water and all carbon are mixed into the sediment.

6. Repeat steps 1 through 5 until the barge is nominally full and all of the powdered activated carbon is used.

7. Disperse the remaining granular activated carbon across the surface of the load and add sufficient buckets of water to thoroughly wet the surface granular activated carbon layer.

3.5 CLOSEOUT SUBMITTAL

After the locations off all scows (where that sediment was placed) has been recorded, submit a final plot showing all locations for all scows, with all locations labeled by scow number (#1 - #{final scow count}). Include a table indicating the estimated quantity of material placed from each scow.
