FBO questions-answers
1. The PWS says 54 different locations but the spreadsheet of addresses has 55. Please clarify. Does this change the number of panels?
5.0 Requirements: The contractor shall supply ballistic panels to the Louisiana Army National Guard (LAARNG). The LAARNG requires 123 Solid Ballistic Panels and 87 Full Glass Ballistic Panels delivered to 54 different locations in Louisiana.
THE PWS SHOULD READ 55.
| 2. 1) | May castors be 5” vs. 4” (there is no impact to ballistic coverage) YES EITHER SIZE IS ACCEPTABLE. |
| 2) | May castors be pre-installed at the factory? PRE-INSTALLED AT THE FACTORY |
| 3) | May frame be steel vs. aluminum? FRAME CAN BE STEEL OR ALUMINUM |
| 4) | In total, how many strips are required for fastening panels together? NO REQUIRED NUMBERS OF STRIPS AS LONG AS SMOOTH FINISHED WALL IS ACCOMPLISHED. |
3. 5.2. Ballistic shield minimum specifications: A) A maximum of48” X 72” (4’ wide X 6’ height) with final height on casters of approx. 75”; B) Bullet Resistant Panel in solid, and Ballistic glass in the entire opening. C) Upholstered in grey acoustic fabric with a tackable surface; D) Aluminum framed; E) All material must meet Underwriters Laboratories (UL) 752 Level5 standard for Bullet-Resisting Equipment or National Institute of Justice (NIJ) Standard 0101.01 Level 3, Ballistic Resistant Protective Materials; F) Must be in compliance with the Buy American Act; G) Minimum Level 5 UL Protection:7.62mm Rifle Lead Core Full Metal Copper Jacket, Military Ball (.308 Caliber), 150 grains, 9.7 weight, 2750 in fps; H)Approximate weight: 550 pounds, palletized and crated with delivery to site. Legs attached to panels shall be attached perpendicular to panel, these will hold the casters. Glass panels are aluminum framed and they have casters. Clear glass uses a heavy duty steel frame, painted to match the fabric – is that acceptable? The aluminum is not strong enough on its own. The solid cloth covered panel use the anodized aluminum.
5.2 Steel frame is acceptable.
4. 5.3. Caster Specifications: Heavy duty four (4) inch steal lockable casters (four each per shield) to enable mobility and support for weight of the shield. Casters to be shipped separately, meaning not attached to panels. I do not understand why they want this when we generally attach them and ship with them on. Are they wanting some to be non-mobile? If so we need to supply the welded bases that are used when the panel is stationary. It has to be stable.
I would also have concerns about tipping them to attach the casters when they are finished product as they are very heavy and unwieldy to be trying to attach casters once upright and finished. We use fork trucks to handle them.
5.3 Casters shall come pre-mounted
5. 5.4. Additional hardware: Accessory hardware or strips consistent with UL and NIJ Levels provided for the ability to fasten multiple ballistic panels together. The fasteners are generally used with the cloth covered panels with aluminum framing, do they want the steel framed clear glass to fasten also?
5.4 Yes, fastener’s should come so that each panel can be attached together to form a straight wall by the customer. No requirement on how many fasteners should come, but enough to secure each panel together.
