QUESTIONS & ANSWERS
Questions & Answers
NOTE: Please keep in mind this is a Statement of Objectives, NOT a Statement of Work. The main goal is to allow the vendor to decide the most efficient cost effective solution to meeting the Joint Operation Centers’ final objective.
Question 1) Do you require all the Video switching and routing hardware and cables to be 4K capable, 3840x2160 resolution?
Answer 1) No.
Question 2) How many video outputs (streams) are required from the computer(s) as inputs to the video wall system?
Answer 2) One per available TV screen – so 17 possible streams to be displayed on the TV Wall. There could be a 18th with the Interactive Touch Screen.
Question 3) I could not find any Teleconference devices on the approved equipment list. What can be done to find what equipment is acceptable?
Answer 3) There is no approved equipment list. We currently have a cisco unified communication management system, any teleconference equipment will need to be compatible with this current phone system.
Question 4) How many video inputs are required beyond the computer streams? TV, Aux, Camera, Video player etc.
Answer 4) Cable TV Decoders Quantity: 4 (HDMI) Aux HDMI Connection Aux VGA Connection Aux Display Port Connection
Question 5) Are there any plans or line drawings available of the existing system?
Answer 5) No.
Question 6) is the VTC portable video conference system entirely stand alone? (if it needs no connection to the new JOC system).
Answer 6) The portable VTC (Secure) is a stand‐alone system and does not in any way connect to the AV system in the JOC.
Question 7) Are any recorders, audio or video, required in the system?
Answer 7) No.
Question 8) how soon do you anticipate when options are to be exercised?
Answer 8) Based on available funding at time of award a determination will be made to whether what options will be exercised. Reference clause 52.217-9 regarding extended service (The solicitation will be amended to include warranty/support in CLIN 0001 and extend delivery date out to 1-year. Installation will still be required to be performed 30 days after date of award.)
Question 9) Will the control display be in the open area?
Answer 9) Yes

Answer 10) No

Answer 11) No, the Gov’t will conduct the imaging
Question 12) Is the VTC connected to this system?
Answer 12) No, VTC is not tied to the system
Question 13) Is vendor required to program phones?
Answer13) No, Gov’t will program them
Question 14) How many video wall layouts?
Answer 14) Video walls would ideally have four layouts.

Question 16) Do the Mics/Speakers work?
Answer 16) We believe they are operational but not functional with current AV system set-up. The awardee will determine after award if speakers are operational or need to be replaced.
Question 17) Is a green/red light needed to show that the mics are off?
Answer 17) Some form of identifying method is needed to show that they are on/off. A green/red light is one acceptable method to show if mics are off/on.
Question 18) Are speakers to be replaced?
Answer 18) Not at this time we believe they are operable with the appropriate equipment.
Question 19) Do you want to have all the wiring/HDMI cables replaced?
Answer 19) This will be determined by the vendor expertise if there is any benefit in replacing the cables due to cable length and connects. Vendors have the option to provide multiple bids with varying solutions (see FAR Clause 52.212-1(e)). A separate option CLIN will be added to the solicitation.
Question 20) Do you want to replace or keep current computers?
Answer 20) replacement of the three (3) computers is necessary. It would be ideal to reduce the number of computers to two (2) computers if possible but is a solution the vendor shall propose.
Question 21) Are the end users locked into those specific wall layouts or can we work with them for other suitable option?
Answer 21) No, we can work together to find a suitable option, if we could have 4-5 standard layouts would be the max needed.
Question 22) We understand 20 destinations are required (14 for video wall 2 for side displays) what and where are the other 4?
Answer 22) See answer on question number 4.
Question 23) Where in regards to the rack are the 2 PCs located? Distance?
Answer 23) They can be located anywhere in the rack, we do not know the distance from the rack and the main monitor on the counter.
