1. We understand that the VTARNG Purchasing & Contract Office, intends to award a firm fixed-price contract and the Vendor is to determine appropriate labor mix, number of hours and number of personnel to support the requirements, however, since work load data was not provided, please provide the current staffing of Case Managers and Care Coordinators.

Workload varies greatly in complexity from intensive-acute case management to chronic illness case management. It also varies in volume with the current and anticipated open cases totaling approximately 450. Anticipated volume of cases is expected to remain at this level for the base year and two follow on option years. The average case load lasts for less than 180 days but 10% can exceed 365 days.

2. Is a Wage Determination applicable to this effort? If so, please incorporate the applicable WD.

3. Please provide the seniority date for the incumbent staff.

The Government is not privy to this information - see question 8

4. In light of the fact that the FAR Clause 52.222-17 Nondisplacement of Qualified Workers MAY 2014, has been incorporated into the Solicitation, Vendors will have to offer the first right of refusal for a position to the incumbent staff. Based on this requirement, we are requesting that the requirement to provide Resumes and Letters of Intent, be deleted from the Solicitation.

5. Please explain what type of documents are required to provide the verification of SAM registration.

6. Per 2.1.4, the Technical proposal shall include several documents and the questions regarding that section are as follows:

a. Resume of Contract Manager and Alternate Contract Manager – What are the education and experience requirements of the Contract Manager and his or her Alternate?

Highly desired Bachelor’s Degree or demonstrated practical experience in the area(s) of expertise required by the technical specifications, as well as demonstrated capability in program / project coordination applications with five years’ experience. Other combinations of experience and education that meet the minimum qualifications may be substituted. Minimum of two years of experience related to management of contracts related to the medical field.

b. Organizational Chart – Should the chart include only the on-site staff or does it have to include off-site/headquarters staff?

On site staff and off-site/headquarters staff as it would relate to the VTARNG Non Clinical Case Management effort

c. On-site Staffing Plan by shift – On the current contract, is there a first, second or third shift? Is overtime currently approved on the contract? What percentage of the yearly hours are overtime? Are Vendors required to bid overtime rates and hours?

There is no second or third shift. No overtime. No requirement for vendor to bid overtime rates and hours.

d. Letters of Intent for key personnel – We are requesting the removal of the requirement.

e. Phase-In Plan – What is the anticipated period for the phase-in? Is it 30, 60 or 90 days? Does the government intend to add a CLIN for the Phase-In Plan?

The government has no anticipated period for the phase in plan. The government does not intent to add a separate CLIN for the phase-in.

7. The solicitation indicates that Case Managers are identified as Key Personnel. How many Case Managers are currently performing on the contract?

Case Manager Key personnel requirement removed; Government does not track current incumbent’s management approach.

8. Please provide the name of the incumbent contractor and the contract number associated with the current effort.

9. The Solicitation states in Receipt of offers. Offers are due no later than 18 August 2017 at 1000 Eastern Standard Time to the USPFO-VT Purchasing & Contracting Office and FBO states that “This opportunity allows for electronic responses” Please confirm that electronic responses submitted via FBO are acceptable and hard copy submission are not required.
