1. Is this a new or existing Contract?

2. If existing, will the government provide the name of the current incumbent and contract number?

3. If it’s a follow-on contract, will the government provide historical data of number of employees and job type?
Vendor to determine labor mix and number to support the requirement
4. Will the government provide historical Non-Clinical case management services case load data?
Workload varies greatly in complexity from intensive-acute case management to chronic illness case management. It also varies in volume with the current and anticipated open cases totaling approximately 450.
Anticipated volume of cases is expected to remain at this level for the base year and two follow on option years.
The average case load lasts for less than 180 days but 10% can exceed 365 days.
5. In what volume should the Reps and Certs be included
Not included in a volume; submit as separate item.
6. Clarification request: Page 4, section 1.6.1 (Page limitation) states: Each page shall be counted except the following: cover page, table of contents, tabs, glossaries, past performance, and information sheets. But Volume 3 indicates past performance page limit as 25. Will the government clarify this?
Remove the reference to past performance and information sheets
7. Will the government confirm that employee names and /or other documentation (such as letters of commitment for key personnel) to support the rates proposed as requested in section 1.6.3 c (page 4) should be included in Volume 2. If not, in what volume should this be included?
Requirement for employee names and letters of commitment is removed
8. Will the government confirm that in a SBA approved Mentor-Protégé Joint Venture, the Joint Venture (JV) itself is the prime and the past performance of JV members is the past performance of the Joint Venture?
Only the SBA can certify / approve Mentor-Protégé Joint Ventures, to include the prime of the arrangement. Submission of past performance of the SBA approved MPJV members is permissible.
9. In a SBA approve Mentor Protégé, doe the government require letter of consent of the JV members for this effort?
Provide the evidence of the SBA approved joint venture
10. Section 1.6.4 e - Will the government confirm that submission of 4 past performance carries the same weight as submission of 5 or 6 past performance for evaluation purposes?

11. Will the government decrease the number of Past Performance references is to be submitted by the offerors to three (3)?

12. Section 2.1.4 states: The Technical proposal shall include the following documents: a. Resume of Contract
Manager and Alternate Contract Manager b. Organizational Chart c. On-site Staffing Plan by shift d. Letters of

Requirement for case manager resumes is removed
17. Will the Government provide contact information to incumbent case managers?
Incumbent employees are not government employees. The Government is not in a position to direct contact between contractors and their employees.
18. What is the current contractor hierarchy at Camp Johnson on current effort?
The government does not track the management approach of the current contractor
19. What mix of contractor/GS/Active Duty exists on the current effort at the Camp Johnson site?
This solicitation is for a contracted requirement. Please clarify this question
20. Will all work be performed at the Camp Johnson site or would the Government consider telework?
Requirement is for on-site services. No consideration for telework
21. What case management software is used currently?
