Questions and Answers

Q1: Our company, "X" company, owns 93% of "Y" firm, which owns/operates a network in Denver, CO that we intend to utilize when submitting a bid on the project. Can we bid on the project using our firm's SAM information?

A1: X company may provide a proposal. Be advised that should X company be selected, all payments go to the accounting information listed in SAM.

Q2: The (Company name redacted) network is completely wireless. Will you allow the transport for the service to the base to be wireless? It is a high speed/capacity symmetrical service.

A2: No, sites must be delivered over fiber/copper (reference PWS 6.1.3) Q3: (Ref. PWS 6.0) Would the Government consider awarding to a reseller of services (i.e. a Competitive Local Exchange Carrier [CLEC])?

A3: No, we require direct interaction with the circuit carrier to resolve connectivity issues in a direct manner. Due to the critical nature of the network the provider must be a certified Telecommunications Company that owns the network for the services that they are providing.

Q4: (Ref PWS 6.0) Would the Government consider awarding to a vendor that uses other providers for last-mile circuits?

A4: No. Due to the critical nature of the network the provider must be a certified Telecommunications Company that owns the network for the services that they are providing.

Q5: (Ref PWS 6.0) Would the Government consider partial bids in response to this solicitation?

A5: No. (Reference Factor 7) Q6: (Ref PWS 6.5.2) Would the Government consider an emulated PRI (SIP with a PRI handoff to the PBX)?

A6: No, due to the in-depth complexity to our calling systems and the types of devices used in our environment and to prevent strenuous issues that would cause delays in transitioning and operating in a timely fashion, dedicated PRI’s are required. (Reference 6.5-2)

Q7: (Ref. PWS 6.4.2) Would the Government please clarify: are the additional circuits “ at the level of Fiber+” to be considered additional Dedicated Internet Access (DIA) circuits?

A7: Yes, these circuits are dedicated symmetrical links similar to the Century Link Fiber+, must be comparable to their offering in all aspects of the circuit.

Q8: May the operator, being a certified Telecommunications Company, procure the network over leased line and supply their own network equipment, operate and manage all aspects of the network?

A8: No this is a DODIN network and has designated staff and compliancy standards required to be implemented by Government personnel. The PWS does not specify a requirement for a company to manage all aspects of the network.

Q9: The network operator can meet the timeline of the requirement of planning the transition and move many portions of the network including the POTS lines, however, not all sites can be complete by May 31, 2020. May we the network operator work with COARNG on prioritization of the network transition based on the contract expirations?

A9: Transition plans are required to be included with Offeror’s proposal and will be evaluated in accordance with Factor 6. The COARNG will work with the selected firm on prioritization.
