Questions and Answers

MDARNG – Annual Training Catered Meals

W912K6Q240030

Q. Is this a reoccurring contract? And if so, who was the previous awardee and what was the award amount?

A. This is a new requirement.

Q. In the SOW price schedule, CLIN line item 002 is listed as lunch. However, the delivery schedule specifies only breakfast and dinner. Can you clarify if it's lunch or dinner?

A. This is an error. The correct CLIN should be labeled ‘Dinner”. (Not Lunch)

Q. Regardless of whether we win or not, can we receive a debrief to discuss our offer and ways to improve so that we can better serve the Army?

A. Yes. However, the information of the award will be posted on SAM.GOV once the award is made.

Q. We would like to clarify if the above solicitation requires that the food be packaged individually or stored in trays to be served buffet style?

"1.5.1 The contractor shall have all food in adequate containers to maintain proper temperatures for delivery"

A. As long as the food arrives at temperatures safe for consumption, the food can be packaged individually or served buffet style. Refer to SOW for details.

Q. Seeking clarification on two points regarding the catering services contract for the Maryland Army National Guard:

1. Dessert Requirements: The contract documentation does not specify any particular requirements for desserts. Could you please confirm if the selection of desserts is at the discretion of the contractor, or if there are specific guidelines we need to follow?

2. Garden Salad Option: Additionally, we would like to confirm if individually packaged garden salads are acceptable as a substitute for a salad bar. This option could potentially enhance convenience and hygiene.

A. According to the SOW (below) and full_index.pdf (menlosecurity.com) (Link - Sections K and M)

1.7.4 Salad. No deviations will be considered.

1.7.6 Dessert. A deviation of a dessert of a different type may be considered. For example carrot cake or white cake may be proposed as a substitute for chocolate cake. However, fruit, cookies, Jell-O™, or cinnamon rolls may not be proposed as a substitute for cake.

*Note - Individually packaged salads would be fine.

Q. In the Deviation Allowances section (1.7) of the SOW, I noticed the following language for the salad, dessert, and beverage:

1.7.4 Salad. No deviations will be considered.

1.7.6 Dessert. A deviation of a dessert of a different type may be considered. For example carrot cake or white cake may be proposed as a substitute for chocolate cake. However, fruit, cookies, Jell-O™, or cinnamon rolls may not be proposed as a substitute for cake.

1.7.7 Beverage. No deviations will be considered.

However, in the Daily Headcount and Menu section of the SOW, the serving information or preference for salad, dessert, or drink type was blank for each day.

Can you confirm if salad, dessert, and drinks should be included? If so, can you provide any specifications regarding the serving size and preference for your request.

A. Yes, salad, desserts and beverages should be included. Specification regarding serving size and preference are listed in the links below which can also be found in section 1.10.

APPLICABLE GUIDELINES/REGULATIONS of the SOW.

Q. What level of set-up (if any) will be required? Will the caterer only provide individual containers

(e.g. packaged boxed lunches and dinner) for each guest? Or should they package the food to be served in bulk (e.g. buffet dining, family style, etc.)

A. As long as the food arrives at temperatures safe for consumption, the food can be packaged individually or served buffet style. Refer to SOW for details.

Q. For the dry cereal, are you seeking bowls to be provided with the cereal as well as different milk options (whole, 2 %, etc.)?
