Force Protection Training
1. Will the Government consider staff experience in lieu of corporate past performance?
Answer: No, the vendor should have a documented history of successful past performance with U.S.
Army Special Operations units.
2. To conduct training at a high‐quality, integrated facility, will the Government consider locations within 130 miles of 21204?
Answer: Yes (based on previous PBAC decision to expand mileage radius)
3. What types of vehicles does the Government require for training?
Answer: Standard passenger vehicles ‐ 4 passenger sedans or SUV's.
4. Section 2.4 of the SOW requests that car shooting demonstration be included in the driving course. Is the intent of this training to be shooting from a moving vehicle, shooting at moving vehicles, or both?
Answer: The requirement is for both practical penetration studies through various car components, and also for shooting techniques from inside a stationary vehicle. The training should afford students the opportunity to observe the penetration studies and also participate in practice shooting from inside a stationary vehicle.
5. Will the Government be providing opposing force personnel? If so, how many OpFor personnel does the Government anticipate being able to provide?
Answer: No, the Government will not be providing OPFOR. Any OPFOR requirements for the training will have to be fulfilled by the vendor.
6. What are the expected hours during which training will be conducted?
Answer: 0800‐1700.
7. Are there any upper limits on the number of hours of training per day?
Answer: Training should not exceed 10 hours, with a goal of 8 hours within the previously stated times.
8. February weather can be volatile, which can affect the efficacy of driving training. Are there any weather limitations to consider in scheduling the training?
Answer: The training plan for driving should include the possibility of bad weather, and should have a planned contingency to shift training focus to equivalent training in adverse weather conditions, such as might be encountered in the current operating environment.
9. FAR clauses 52.237‐1, Site Visits, and 52.237‐2, Protection of Government Buildings, Equipment and Vegetation, apply to work performed on Government installations, yet the SOW requires the contractor to provide the training facilities. Will the Government please clarify?
Answer: These are standard provisions which do not apply to this RFQ.
10. Far clause 52.246‐16, Supplies, specifies that title to supplies provided under the contract will transfer to the Government. Will the Government please clarify which items are to be considered supplies (e.g. vehicles, weapons storage locker, ammunition, etc.)? May proposers assume that anything not specifically identified as a supply item is not a supply item (e.g. contractor‐provided specialty training equipment)?
Answer: There is no supplies to be transferred to the Government.
