REPLACE FIRE HYDRANT, VALVE & PVI ASSEMBLY
STATEMENT OF WORK
PROJECT NUMBER: PJMS 152013
MARYLAND AIR NATIONAL GUARD
MARTIN STATE AIRPORT
NATIONAL GUARD BASE
BALTIMORE, MARYLAND 21220
10th JULY 2015
1. General Project Information:
1.1. Project Location and Background: This project is to remove a defective fire hydrant with associated tapping sleeves, valve and sectional vault and install new Baltimore Standard Fire Hydrant with approved 6 inches tapping sleeve, valve and 3 ft diameter precast vault, at Martin State Airport, Maryland Air National Guard, Baltimore, MD 21220.
1.2. Use of Premises:
1.2.1. Contractor shall assume full responsibility for protection and security of materials and equipment stored on site.
1.2.2. Contractor shall move any stored products, under their control, which interfere with operations of the Government.
1.3. Government Equipment: Contractor use of Government owned or leased equipment such as: hoists, forklifts, compressors, welding machines, cutting rigs, etc. shall not be permitted on either a reimbursable or non-reimbursable basis. Cost for all equipment required to accomplish the work shall be included in the Contractor’s final bid price.
1.4. Permits and Inspections:
1.5.1. Normally no permits or inspections by local building officials are required. Daily inspections will be performed by COR.
1.6. Contractor Passes: Contractor’s Passes are only issued to personnel who have properly submitted a locally generated 175th Wing Installation Access Application (available from the Contracting Office or from the COR) and have been cleared through an approved background investigation by the 175th Security Forces Squadron. The Installation Access Application contains required information necessary to conduct a National Criminal Information Center (NCIC) background check or a Defense Biometric Identification System (DBIDS) check.
1.4.1. Contractor Passes are only issued to contractors who will be required to work more than 14-days on the installation in the performance of their contract. For contractors requiring less than 14 days of access, an AF FM 75, Visitors Pass, will be issued upon a favorable background investigation.
The Defense Forces Commander (DFC) maintains the right to deny contractors access to the installation based on unfavorable information obtained through NCIC or DBIDS.
1.4.2. The COR will determine the equipment, material and other staging locations or work areas available under this contract.
1.5. Hours of Operations: The hours of operations at Martin State Airport for the Air National Guard are 10 hours per day (0700 – 1700) Tuesday – Friday. Coordinate access to premises with COR, for execution of work. Emergency situations, military operations, or other contingencies, may cause suspension of work or restrictions on access to the construction site.
1.6. Off-Hours Work: Except as otherwise specified, all work shall be performed during regular work hours (indicated above). If the Contractor desires or is required to work on Mondays, Saturdays, Sundays, Holidays or other hours outside normal work schedule, the Contractor shall be required to seek written approval from the BCE. The Contractor is not entitled to premium time if the request is approved.
1.6.1. Digging permits are obtained from the Work Control Office (Facility 2100) at (410) 918-6300. The Contractor is responsible for contacting ‘Miss Utility’ to mark the gas and electrical lines. The Contractor is responsible for hiring a private underground utility locating company to mark the, sanitary sewer, storm sewer, broadband cable, and communication lines within areas of work site.
1.7. Clean up: The work site is an active civilian and military airport. Site cleanliness and Foreign Object Debris (FOD) control is essential. The Contractor will clean up all construction debris and refuse and will remove it from the work site and the Base daily at their own expense.
1.8. Safety: The Contractor is responsible for performing all work In Accordance With (IAW) State and Federal OSHA requirements as well as compliance with the most current USACE EM 385-1-1. This is available at http://140.194.76.129/publications/eng-manuals/em385-1-1/2008_English/toc.html.
1.9. Environmental Protection and Waste Disposal: The Contractor shall, at their own expense, remove all sludge, dusts and debris from the property of the Martin State Airport Air National Guard Base which have resulted from specific work described in Paragraph 2 of these specifications. The disposal of all such materials, which may include hazardous or toxic liquids that are used to perform the work, shall conform to all Federal, State, and Local environmental regulations with regards to both transportation and ultimate disposal. This project must comply with all Federal, State, and Local environmental regulations. All dumpster service and waste management shall be provided at no additional cost to the Government. All recyclable metal shall be placed into Martin State Airport scrap metal recycling containers. Please contact the Base Environmental Engineer Lt Col Peter Loebach at (410) 918-6486 for detailed information.
1.10. Drawings: Drawings furnished by the government to the Contractor may be used for general information only and shall not be relied upon or used as the basis for preparation of contract drawings required by this contract without complete on-site verification by the Contractor.
2. Specific Project Information:
2.1. References and Standards: DPW W-3A Standard Installation of Fire Hydrants – Air National Guard Design Policy, Objectives and Procedures – UFC 3-270-04 Concrete Repair.
2.2. Site Visit: A site visit can be coordinated by contacting the COR.
2.3. Cost Proposal: Provide a detailed cost proposal indicating costs and breakdown for:
2.3.1. Field verifying this nonstandard fire hydrant to determine specific conditions related to furnishing the Government with a complete and usable product per Baltimore City Codes. Break out the cost of the fire hydrant and assemblies, including all site work due to these repairs as separate line items.
2.3. Description of Work: The Contractor shall describe in his or her proposal how they will manage the project. The Contractor shall identify key staff and their abilities to manage projects of this magnitude, including scheduling methods, reporting and execution.
2.4. Construction Performance Period: The Contractor shall identify the proposed construction performance period. The proposed performance period will be included in the Cost Proposal.
2.5. Meetings: A Preconstruction Meeting will be required post award and prior to construction.
2.6. Sundry Elements: Any material, devices or services not specifically mentioned or indicated in this specification that are reasonably required for a complete, finished and first class operating installation, shall be provided by the Contractor at no additional cost to the owner. The work shall be installed in accordance with this specification and best industry practices.
2.7. Install standard fire hydrant as per Baltimore County Department of Public Works, Standard Water Details Standard Installation of Fire Hydrants Plate W-3A with tapping sleeve valve and approved 3ft diameter precast vault with 6” valve size, depth 2 ft.
2.7.1. Provide 6” PVC Couplings 10 ft on centers socket joint, three for FP20.
2.7.2. Provide ASHO M43 No1 stone at five feet minimum buried depth around 90° bend of fire hydrant as per Baltimore Standard Installation Fire Hydrant W-3A.
2.8. If fire hydrant is located outside sidewalk areas provide 2ft x 2ft x 6 inches thick mix #2 concrete slabs centered on hydrant riser as per Baltimore Standard Installation Fire Hydrant W-3A.
2.8.1. New fire hydrant will have two 65 MM (2½ inch) hose nozzles with NFPA 1963 standard threads and one 115 MM (4½ inch) pumper nozzle with Baltimore City threads (50395 x 4) as per Fire Hydrant Steamer Nozzle Thread Detail W-3B. The steamer connection will face the roadway or paved area for fire department apparatus access.
2.8.2. Contractor will install two concrete filled bollards to protect the new fire hydrant from vehicular impact where if located outside sidewalk areas. The bollards will be positioned so as not to interfere with the steamer connection. Size and finish to match Base Standard bollard.
2.8.3. The newly installed fire hydrant with new 6” sleeve assembly and valve will be subjected to a flow test in accordance with NFPA 24,25,291 and Standards UFC 3-600-01 by an approved third party. All operational deficiency of the system shall be made good for a complete and usable product.
2.1.1. After installation and repairs to the potable water system, the contractor will stabilize all disturbed areas and make post construction grades and elevations the same as the original grades and elevations in the impacted areas.
2.1.2. The existing Post Indicator Valve (PVI) at the front of Facility 2050 is obsolete, parts are not available. The contractor shall remove and replace the Clow Style 2925 PVI with an American IP-71 Indicator Post (Adjustable Type) or equal for the fire sprinkler service line.
2.1.3. Contractor must test pit to determine the nominal trench depth of service line to ensure compliance to order length.
2.1.4. The new PVI must be installed as per manufacturer’s specification in trench depth matching the existing 10” fire suppression service line.
2.1.5. Standard Warranty: Provide manufacturer’s standard 1 year warranty against defective materials and workmanship after Date of Substantial Completion.
2.1. Cutting and Patching Proposal: Submit a proposal describing procedures at least 7 days before the time cutting and patching will be performed, requesting approval to proceed.
2.1.1. Cut in-place construction to provide for installation of other components or performance of other construction, and subsequently patch as required to restore surfaces to their original condition.
2.1.2. Use materials identical to in-place materials. For exposed surfaces, use materials that visually match in-place adjacent surfaces to the fullest extent possible.
2.2. Quality Control: The Contractor shall establish and maintain quality control to assure compliance with contract requirements and shall maintain records of his quality control for all construction operations required under this section. A copy of these records, as well as the records of corrective action taken, shall be furnished to the Government.
2.3. Existing Utility Interruptions: Do not interrupt utilities serving facilities occupied by Owner or others unless permitted under the following conditions:
2.3.1. Notify the COR prior to arranging with Base Civil Engineering Office to shut off and turn on water utilities. Notify the COR not less than 7 days in advance of proposed utility interruptions.
2.3.2. Do not proceed with utility interruptions without the COR’s written permission.
2.3.3. The Contractor shall be fully aware of, and include in the Work Plan, safety measures to assure that its workers are not put at risk at any time while completing the work.

2.3.5. The Contractor shall post any and all required safety or caution flags/signs to protect workers and Base personnel.
2.3.6. Administrative Tasks:
3. “The Office of the Assistant Secretary of the Army (Manpower & Reserve Affairs) operates and maintains a secure Army data collection site where the contractor will report ALL contractor manpower (including subcontractor manpower) required for performance of this contract. The contractor is required to completely fill in all the information in the format using the following web address “https://contractormanpower.army.pentagon.mil.
4. The required information includes:
5. (1) Contracting Office, Contracting Officer, Contracting Officer’s Technical Representative;
6. (2) Contract number, including task and delivery order number;
7. (3) Beginning and ending dates covered by reporting period;
8. (4) Contractor name, address, phone number, e-mails address, identity of contractor employee entering data;
9. (5) Estimated direct labor hours (including sub-contractor);
10. (6) Estimated direct labor dollars paid this reporting period (including sub-contractor);
11. (7) Total payments (including subcontractor);
12. (8) Predominant Federal Service Code (FSC) reflecting services provided by contractor (and separate predominant FSC for each sub-contractor if different);
13. (9) Organizational title associated with the Unit Identification Code (UIC) for the Army Requiring Activity (the Army Requiring Activity is responsible for providing the contractor with its UIC for the purposes of reporting this information);
14. (10) Locations where contractor and sub-contractors perform the work (specified by zip code in the United States and nearest City, Country, when in an overseas location, using standardized nomenclature provided on website);
15. (11) Presence of deployment or contingency contract language, and;
16. (13) Number of contractor and sub-contractor employees deployed in theater this reporting period (by country).
17. As part of its submission, the contractor will also provide the estimated total cost (if any) incurred to comply with this reporting requirement. Reporting period will be the period of performance not to exceed 12 months ending September 30 of each government fiscal year and must be reported by 31 October of each calendar year.”

2.3.7 Submittals:
2.3.8 Shop Drawings: Provide drawings required to show the systems involved and clearly show the extent, type and detailed requirements of the work for approval by the COR prior to construction. Submit 4 sets of all drawings; 1 set for BCE, 1 set for Contracting, and 2 sets will be returned to the Contractor. Drawings shall include but not be limited to:
2.3.9 Potable Water Supply Plan showing the existing fire hydrants, above ground valves, underground valves and isolation valves indicate their approximate locations with regard to existing roadways and grade changes.
2.4 Product Information: Provide all material submittals utilizing AF IMT 3000, Material Approval Submittal available at http://www.usmilitarycontracting.com/uploads/Attach_6.pdf for approval by the COR prior to construction. Submit 4 sets of all AF IMT 3000 with attachments; 1 set for BCE, 1 set for Contracting, and 2 sets will be returned to the Contractor. Provide the following product information for approval by the COR prior to construction:
2.4.1 Manufacturer’s literature (including specifications) for all components, Fire Hydrants, Tapping Sleeve and Valves, Couplings, Flanges and PVI.
