· Number of Containers and Sizes Must meet mission of lane requirements (See Photos in PWS)
· Max and Min height requirements for containers None (See Photos in PWS)
· Define training lanes (size and length) Search & Extraction (S&E) re-settable lanes in the SCVS:
a. Lifting and Hauling prop with a minimum footprint of 40ft by 75ft with tactical rock or firm.
b. Shoring prop with a minimum footprint of wall surface 12ft tall by 45ft long.
c. Confined Space prop with a minimum footprint of 3.5 ft tall (inside) by 40ft long. Site must have firm footing for maneuvering and spot shoring.
d. Rope prop with a minimum footprint of 25ft tall. Site must have tactical rock or firm gravel to land on and belay from.
e. Breaching and Breaking prop with heavy debris to break precisely. Site must have tactical rock or firm gravel and must have good drainage.
f. Creation of unlevel floors) in at least three container sections.
g. Incorporate provided simulated “shoot house” containers into SCVS.
h. RCP/DMH staging shall include 8 each 36” precast reinforced concrete pipes and 1 each drain manhole with minimum 36” diameter opening.
· Hours of work allowed on site per day Duty hours are from 0730 hours to 1600 hours daily, excluding federally recognized holidays
· Tunnel sizes Should vary in size based on the lane
· What is the Period of Performance 26 September 2016 -13 January 2017
· Requirements for openings Openings made in Conex’s for doors should be free of jagged edges
· During the recommended site visit on Thursday 11AUG16 the site identified within the specified fenced area measured 200’ X 220’ = 4,000 square ft. surface area. Is this the official footprint for the SCVS ?
Attached
· It was stated that the fence separating the SCVS site and area identified as Lot A (area to be used for staging and water line installation) would be removed by the Army. Is this correct and will the contractor be responsible for reinstalling it upon completion?
Yes the Army will remove and No the contractor is not responsible for reinstalling.
· 5.5.1-c States that the contracting agency will supply the CONEX containers, but the discussions by Army staff at the site indicated that the contractor was responsible. Is the contractor to provide these, or will the Army provide them?
Contractor is to provide the CONEX containers
· The DPW engineer on location during the site visit indicated his preference for a drain drop inlet and piping under the fence to the existing drainage ditch to accommodate site drainage. Will this requirement be stipulated in the final RFP?
5.4.g. Drain drop inlet and piping under the fence to the existing drainage ditch to accommodate site drainage is required
· 5.4-f Water line installation and working fire hydrant within 200 meters of the SCVS. The field discussion identified the requirement changing to bringing the line under the road, across Lot A and coming to the SCVS site with the installation of a total of 4 fire hydrants. Will the new RFP require this?
5.4.f Determine ability to install a total of 4 working fire hydrant water source within 200 meters of the SCVS and at a location found suitable by the contracting agency.
· According to field measurements taken after the site visit the water line plan indicated by the Major will require approximately 780 feet of 6” water line. Will the RFP reflect this?
5.4.h Must jack and bore across the road to install 6’ water line of approx. 780 ft. with a minimum burial depth of 5’.
· What are the specifications for Water line materials required by the base DPW?
Ductile-Iron Piping preferred for water mains
· What are the specifications and Hydrant Manufacturers type required by the base DPW?
Hydrant Manufacturer and type referenced in specification, Para 2.1.2.2. The existing water main size along Ricker Avenue is 6". Note the Environmental Requirement for Hydrant Security Check Valve (Para 2.1.2.6).
· Will the base DPW require a wet tap, with no service disruption, or can the main line be isolated and cut for installation?
Wet tapping should be performed at the connection to the existing water main, with an isolation valve installed adjacent to the point of connection, for isolation of the new line for any future maintenance. Water main installation within the 13400 motor pool should be looped to avoid dead-ending of the distribution system.
· To jack and bore the roads crossing depth requirement needs to be stated. Also what is the minimum burial depth required for water line installation across the open areas to SCVS site?
Since this is a motor pool area and subject to wheeled as well as track vehicles, the minimum burial depth required for water line installation across the open areas to SCVS site is 5’.
· What are the pipe bedding requirements for water line installation on the base as determined by local code or base DPW?
All pipe and fittings shall be placed on a layer of bedding material consisting of compacted screened gravel or granular fill. The depth of the bedding should be 6 inch minimum or equal to one half the diameter of the pipe, whichever is greater.
· And what is the minimum and maximum size range for these lanes?
· Can the contractor obtain a SCVS site soil profile and area water table information from base utilities?
Unknown if site soil profile and water table information exist for this area. Normally construction requiring bearing would perform several test borings (by a testing laboratory) at or near the areas where bearing is a concern, which would provide soil profile and water table information. Recommend two test boring sites be required by the contractor prior to design foundation development.
· If the SCVS site installation is required to duplicate the one at Camp Blanding, then can access to that site be authorized to all potential bidders, or at the minimum a set of blueprints for that configuration be provided?
Site visits must be coordinated by contractor and Camp Blanding Address: 5629 State Road 16 West, Starke, FL 32091
· What, if any, are the permitting, inspection, and insurance requirements of Ft Stewart?
GGTC would like to be contacted for all outages 5 days prior to desired dates as well to inspect anything (installed work) that will be covered. There are no special permitting requirements (aside from those stated within the contract package) required by Fort Stewart. State of Georgia requirements (regarding subs and contractors) should be contained within the contracting package. Testing of the water line after chlorination will need to be coordinated with Fort Stewart's Preventative Medicine folks, who will also conduct their own test, prior to the water line being activated into the system.
· Is there a site plan/sketch with specification on the hydrant requirements?
Site plan of the area (to scale) attached along with specifications that address hydrant requirements.
· What, if any, are the permitting and inspection requirements of the county/counties where the SCVS will be located?
There are no special permitting requirements required by the county/counties.
