Project Title and No: DFAS Carpet Tile Replacement
The purpose of this amendment is:
1. Address Requests for Information (RFI’s) received as a result of the pre‐bid conference/site visit and contractor reviews of the plans and specifications. This is a running document and the final document will be incorporated by amendment prior to bid opening.
All other terms and conditions remain unchanged by this amendment.
Q1: Please provide the floor plan showing different pattern/color for all area.
A1: The same color and pattern will be installed throughout. No deviations from color or pattern will be implemented.
Q2: SOW calls for completing at least 50% of work by July 22, 2017. Are contractor allowed to work in multiple areas?
A2: Contractors will be allowed to work in multiple areas, in coordination with the Contractor
Officer Representative (COR) Approval. See question 3 for revised work schedule.
Q3: No work will occur during the months of August, September and October 2017 due to FY17 closeout activities. If work is not completed by July 31, 2017, when will be contractor allowed to finish the remaining work.
A3: After careful consideration of the hours of work established in the SOW for our carpet installation contract, we have decided that we can allow some limited flexibility in order to support our mission and the completion of the installation.
Limited in that we will allow carpet installation during the period of 22 July through the end of October with the caveat that all available work hours during this period (July 22, 2017 through October 31, 2017) shall be coordinated through the COR on an as is and available basis according to DFAS Limestone employee working hours and will be published on a day to day basis to ensure completion the mission. At no time do we commit these hours of carpet install, nor guarantee the number of hours available during this period in lieu of our mission, but will make every effort to allow the contractor access to areas of work so as to not impede progress.
Q4: Are there any hazardous material present in mastic or any other area where work is to be performed?
A4: No known areas have mastic or any other environmental concerns, however, in accordance with FAR 52.237‐1 – Site Visit, Offerors or quoters were urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award. Official site visit was conducted on 23 May 2017.
Q5: What will be the procedure if, during the removal process, other types of flooring (i.e. Vinyl
Tile) are discovered under the existing carpet tile?
A5: Coordinate with Contracting Officer’s Representative (COR) to determine if carpet can be installed per industry standards. If the presence of unknown existing flooring prohibits installation of carpet tile in accordance with industry standards and needs to be removed at an additional cost, the Contracting Officer shall be notified and approve all cost related changes.
Proceeding without approval of the Contracting Officer
Q6: Is it possible to have DFAS disconnect/remove the computers in the supervisor workstations?
A6: DFAS will be responsible for disconnecting and handling all computer workstations in supervisor workstations. Any supervisor workstations that haven’t had computers removed shall be brought to the Contracting Officer’s Representative (COR) or the on‐site point of contact.
Q7: Who will be responsible for moving the weight lifting station in the fitness room?
A7: The contractor shall be responsible for moving the weight lifting station. It is recommended, nor required, that the contractor contact a qualified fitness equipment contractor to assist in moving equipment as all equipment needs to remain in operational condition.
Q8: Who will be responsible for removing and reinstalling chairs in the Video Teleconference room?
A8: Movie theater seating will be removed and replaced per industry standards by the contractor to accommodate installation of carpet tiles.
Q9: Is it acceptable to leave existing vinyl cove base in place under the heat registers?
A9: Existing cove base under heat registers can be left in‐place and doesn’t need to be removed.

Q10: Where can a dumpster be located?
A10: Dumpster can be placed at the third loading dock.
Q11: Are there any known floor boxes?
A11: There are no known electrical floor boxes, only drain covers.
Q12: Does all adhesive need to be removed prior to laying carpet tile?
A12: Adhesive only needs to be removed in accordance with industry standards so as to not void any warranties.
Q13: Will all existing cove base be replaced throughout the building?
A13: All existing cove base will be replaced throughout the building, even in areas not receiving new carpet tile. The only exceptions are that the existing cove under heating registers and the PC Prep room will remain in place.
Q14: What if after removal of existing carpet, vinyl tile is discovered, how should the contractor proceed?
A14: The contractor shall contact the onsite COR to identify the condition. If the COR agrees, the contractor shall be allowed to place carpet tile over the existing vinyl tile in accordance with industry standards so as to not void any warranties.
