STATEMENT OF WORK

VGLZ 172038
REPAIR FIRE SUPPRESSION – H35, H36, B154
Selfridge Air National Guard Base, Michigan
The contractor shall provide all personnel, equipment, tools, materials, supervision, transportation, and other items and services necessary to complete the work as described in this Statement of Work. The contractor shall provide the listed repairs to existing fire suppression systems in three facilities (H35, H36, B154). The Contractor is responsible for all remaining work effort in order to provide an acceptable final product that meets the requirements of this Statement of Work (SOW) and drawings. All work performed under this SOW shall be conducted in accordance with all applicable state and federal laws, regulations, and codes, ANG policies and regulations, Specifications, and the SOW as outlined below. Table 1 provides work required in each facility.
1. The tasks of this SOW are broken down in Table 1. Detailed descriptions of work follow the table:

i. Install new water tight ¾” conduit and junction boxes from the releasing stations to a height of 15 feet above the finished floor or until the conduit intersects a horizontal run. Route the conduit into the bottom of the manual foam releasing stations. Provide the low point of this conduit with a drain (See figure 1). Where the conduit is in a hazardously classified area, provide breathers in isolated portions of the conduit (e.g. sealed off from the remaining conduit system). Rate drains and breathers for the electrical (hazard) classification in which they are installed, but not be less than NEMA 4. Flexible conduit is not permitted. Conduit is to be red.
ii. Install new NEMA 4 manual foam releasing stations and signage. The releasing stations shall be distinctively different from the manual fire alarm pull stations.
Provide tamper cover with colored portions in yellow and lettering on the cover reading "FOAM"; the words "FIRE", "ALARM", or "AGENT" are prohibited to appear on the cover or station. Provide locking type manual foam releasing stations that when activated require a key to be reset. Provide conventional manual foam releasing stations. Provide a clear plastic tamper cover over the manual foam releasing station that when lifted emits an audible alarm. Exception:
Audible alarm is not required where a manual foam releasing station is installed in a hazardous (classified) location.
iii. Install manual foam releasing stations in the facility so they are unobstructed and readily accessible. Maintain a minimum separation distance of 5 ft. (1.5 m) between general fire alarm pull stations (if provided) and the manual foam releasing stations. If possible locate the releasing station and sign so that a future stop station and sign may be installed.
iv. Provide the sign for the manual foam releasing station with a yellow or lime-yellow background with "START FOAM SYSTEM" in red lettering not less than 3 inches (76 millimeters) high. The sign shall be a minimum of 24 inches (610 mm) high by 20 inches (508 mm) wide. Locate the manual foam releasing station with tamper cover on the lower portion of the sign. Provide the word "START" in minimum 1 inch (25.4 mm) high green lettering placed directly above the manual foam releasing station.
v. Test the system in accordance with the procedures outlined in NFPA 72. The tests shall be witnessed by the Owner's Representative and test results recorded. The required tests for the releasing station circuits are as follows:
1. Loop Resistance Tests: Measure and record the resistance of each circuit with each pair of conductors in the circuit, short-circuited at the farthest point from the circuit origin.
2. Verify the absence of unwanted voltages between circuit conductors and ground.
3. Visually inspect wiring.
4. Test each release station and circuit for proper operation and response at the control unit and tested in accordance with manufacturer's recommended calibrated test method.
b. Install a surge protection device (also referred to as TVSS or SPD) on the releasing panel.
SPD shall have both a UL 1449 and UL 1283 listing and shall be located in an adjacent hinged terminal box unless the SPD is listed and installed in the control panel by the factory (e.g. Installing SPDs not listed with the panel is prohibited). A typical installation is shown in figure 2. Provide and install SPDs in accordance with UFC 3-520-01 Section 3- 4, NFPA 780-28 Section 4.20., and NFPA 70 National Electric Code.
c. Install conduit to enclose all fire alarm/suppression wiring. Conduit is to be red.
d. Install new Potter VSR-FE2 or approved equal flow switches in the sprinkler risers at H35 and H36.
e. Install heat detection devices that are non-addressable rate-compensated type as manufactured by Fenwal or an approved equal. Substation of other types of heat detectors, such as linear system, rate of rise, fixed temperature, or combination thereof shall not be acceptable. Rate compensated heat detectors (UL or FM listed) shall have a temperature rating between 160ºF (71ºC) and 170ºF (76ºC). Heat detectors shall be Class A supervised heat detection configuration. Any required monitor modules must not be installed in the Hangar bay. Install heat detectors in accordance with NFPA 72, except, space heat detectors in accordance with their listed spacing without reduction in spacing due to ceiling height. The cross-zoned heat detection shall be spaced at 25 ft x 25 ft spacing (625 sq ft) with no one side measurement to exceed 25 ft. All other requirements of NFPA 72 shall be strictly enforced. e.g. detectors will be located within 3 feet laterally of the roof peak and within 1 foot of the underside of the roof deck/ceiling.
Detectors shall be wired in a checker-board pattern with adjacent detectors on opposite zones. All wiring shall be in minimum 3/4 inch EMT or rigid conduit, depending on NEC requirement. Heat detectors equipped with factory pigtail wire connections shall have their wiring and system wiring terminated direct to terminal strips.
f. At H35 reprogram the foam releasing panel to release foam in the following conditions:
i. Activation of one IIIR detector is alarm only.
ii. Activation of one heat detector is alarm only.
iii. Wet pipe flow switch activation plus activation of one heat detector zone.
iv. Activation of two heat detector zones.
v. Activation of Manual foam releasing station.
g. At H36 reprogram the foam releasing panel to release foam in the following conditions:
i. Activation of one heat detector is alarm only.
ii. Wet pipe flow switch activation plus activation of one heat detector zone.
iii. Activation of two heat detector zones.
iv. Activation of Manual foam releasing station.
h. At B154 reprogram the foam releasing panel to release foam in the following conditions:
i. Activation of one UVIR detector is alarm only.
ii. Activation of one heat detector is alarm only.
iii. Wet pipe flow switch activation plus activation of one heat detector zone.
iv. Activation of two heat detector zones.
v. Activation of Manual foam releasing station.
i. Test that the activation of a wet pipe flow switch or an individual heat detector will not activate the foam system. Test that the combined activation of a heat detector and a flow switch or two cross zoned heat detectors will activate the foam system. System shall be tested without actual discharge of water or foam.

2. General Repair guidelines include, but are not limited to the following specifications and regulations:
a. APPLICABLE STANDARDS: Latest published versions shall be used.
b. Mechanical systems – ASHRAE and SMACNA Standards, Including ASHRAE 90.1.
c. UFC-3-600-01 Fire Protection Engineering for Facilities
d. UFC-4-211-01 Aircraft Maintenance Hangars
e. National Electric Code, NFPA No. 70
f. National Electric Safety Code (ANSI C2).
g. National Fire Protection Association (NFPA 101) Life Safety Code.
h. International Building Code (IBC).
i. Uniform Federal Accessibility Standard (UFAS)
j. International Mechanical Code (IMS).
k. International Plumbing Code (IPC).
l. Applicable State, City and County codes and regulations.
m. Occupational Safety and Health Administration standards
n. Michigan Occupational Safety and Health Administration standards
3. Hardware and equipment shall be comprised of new products the manufacturer is currently manufacturing, have spare parts available for at least five years after completion of contract.
4. Operation and Maintenance Manuals shall be provided, to include (but not limited to) spare parts list, operator’s manual, and contractors’ contact information. Include 3 binders to contain all the information/ warranties and one electronic copy.
5. Warranty: Contractor shall provide a one year warranty on workmanship of the entire project in addition to any manufacturer’s warranty on materials installed. The contractor will provide any commercial warranty on materials or equipment included in the construction that exceeds this one-year, all-inclusive warranty. The commercial warranty will be issued to the Government.
6. Submittals: Material submittals shall be submitted, reviewed, and approved prior to installation.
The Government will review the submittals and provide comments/approval within 10 days. All comments shall be addressed prior to beginning work. Also, any shop drawings that are required shall be submitted for Government review. The shop drawings review will be returned to the contractor within 10 days. Refer to AF Form 66 for any additional submittals.
7. There will be a site visit, prior to award to allow for site investigation. Any site visits post award shall be coordinated with the Government.
8. Record drawings may be provided to the contractor as a courtesy at the discretion of the Government, but their accuracy is not guaranteed. The contractor shall do his own field investigations of the utilities and other items in the area and base his work accordingly. The Government assumes no responsibility for any conclusions or interpretations made by the Contractor based on the information made available by the Government. Nor does the Government assume responsibility for any understanding reached or representation made concerning conditions which can affect the work by any of its officers or agents before the execution of this contract, unless that understanding or representation is expressly stated in this contract. These record drawings bear no such representation or understanding.
9. Contractor shall conduct an intensive field survey of all existing conditions. The contractor should survey existing conditions and correlate their work requirements accordingly. Contractor shall verify all dimensions, calculations and code requirements for all elements of work. The contractor is ultimately responsible for constructability and providing a complete and usable product at the completion of the project.
10. The disturbance of Asbestos-Containing Building Material (ACBM) is not anticipated during this project. However, prior to work, if any suspected ACBM is discovered, the contractor shall sample and test for the presence of asbestos. Once samples are returned the CO will consult with base personnel and then direct further action to be taken. Work should proceed uninterrupted in unaffected areas of the project.
11. The presence of lead on painted surfaces is not expected.
12. Period of Performance shall be 90 calendar days from notice to proceed.
13. The contractor shall submit to the Contracting Officer a coordinated schedule indicating the sequence of operations for review prior to commencement of the work. Currently base is open from Monday thru Friday 0700-1700 only. Any work outside these hours and on Federal Holidays must be requested at least 72 business hours in advance and then approved by the contracting officer. The federal holidays are listed below:
a. January 1st – New Year’s Day
b. Third Monday in January – Martin Luther King Jr. Day
c. Third Monday in February – Washington’s Birthday
d. Last Monday in May – Memorial Day
e. July 4th – Independence Day
f. First Monday In September – Labor Day
g. Second Monday in October – Columbus Day
h. November 11th – Veterans Day
i. Last Thursday in November – Thanksgiving Day
j. December 25th – Christmas Day
14. The facility will be occupied during this project. The Contractor shall fully cooperate with the other contractors and with Government employees and shall carefully adapt scheduling and performing the work under this contract to accommodate the additional work (of others), heeding any direction that may be provided by the Contracting Officer. The Contractor shall not commit or permit any act that will interfere with the performance of work by any other contractor or by Government employees. These facilities are aircraft hangars and have high operational tempo.
The contractor shall coordinate all work to be able to work around aircraft maintenance scheduling. B154 shall only have one hangar bay worked in at a time.
15. Temporary utilities (power, HVAC, lighting, etc) will not be required to support building use and functions during this project.
16. Egress: Do not close or obstruct walkways, corridors, or other occupied facilities without written permission from the contracting officer.
17. Life Safety
a. When demolition occurs in or near an occupied space, measures must be taken to protect the indoor air quality, reduce noise, limit vibration from cutting or chopping, reduce odors emanating from demolition debris, and mitigate dust infiltration from airborne particles and foot traffic.
b. Use water mist, temporary enclosures, and other suitable methods to limit dust and dirt rising and scattering in the air. Do not use water when it may damage existing construction or create hazardous or objectionable conditions such as ice, flooding, and pollution. Remove decayed, vermin-infested, or otherwise dangerous or unsuitable materials, and promptly dispose of them off-site. Maintain adequate ventilation when using cutting torches.
c. Avoid unsightly conditions by cleaning adjacent structures and architectural finishes.
Eliminate tractable dirt by wet-mopping floors and wiping down walls and doors of the demolition enclosure. Provide walk-off mats from the area of work to prevent dust from being tracked onto adjacent floor finishes. Do not use public corridors, lobbies, or hallways as staging areas. Damage to adjacent construction during demolition must be repaired and restored within 48 hours by the contractor.
18. Locate, identify, disconnect, and seal or cap off any utilities as necessitated by the project. Do not interrupt existing utilities serving occupied or operating facilities unless authorized in writing by the contracting officer. Arrange to shut off indicated utilities with respective providers. Provide at least 72 hours’ notice to the government if a shutdown of service is required during the changeover. Maintain services to remain and protect them against damage during the project.
19. At the conclusion of the project the Contractor will be responsible to compile and furnish to the Government, DD Form 1354, "TRANSFER AND ACCEPTANCE OF MILITARY REAL PROPERTY”, indicating all costs and quantity data of materials and systems furnished and installed. A draft DD1354 showing a list of items for which the costs and quantity data is required will be furnished to the Contractor.
