Technical Proposal included
Past Performance included
Original and three copies
Failure to furnish a complete proposal may result in elimination from consideration

“After Closing” a proposal compliance review will be conducted to look at key proposal requirements (M2).

If your answer is no to any of the bullets, your proposal could be found non-compliant and may not evaluated.

Pages in excess will be removed from the proposal before the evaluation.

EVALUATION OF TECHNICAL

3 Sub-factors, all of equal value
Ratings
“Acceptable” or “Unacceptable”
Technical proposals evaluated as acceptable if proposal:
Provides a technical approach which clearly indicates an adequate understanding of the minimum technical and performance requirements.

Three technical Sub-factors Section M, para 3.2 (Capability & Experience; Employee Recruitment, Supervision & Management Plan and Compensation Plan, Employee Retention).

Technical Evaluation will be accomplished first, only technical proposals evaluated to be “Acceptable” will be eligible for further consideration. Section M 2.2.1

Technical evaluation ratings and descriptions will be used in the evaluation and assessment of merit and risk for each Technical Sub-factor and the overall Technical rating of the Technical Proposal.

Proposal risk assesses the risk associated with the Offeror’s proposed approach as it relates to accomplishing the requirements of this Solicitation. Offers may be determined unacceptable, even though the minimum requirements are met, if the proposed approach poses too great a risk.

In order to be determined “Acceptable” an Offeror shall, in the determination of evaluators, be rated “Acceptable” in ALL criteria stated in Paragraph M 3.2 Technical.

EVALUATION OF TECHNICAL

Technical proposals determined to be “unacceptable” shall be rejected, and not considered for further evaluation
Provides a technical approach or solution that clearly does not meet the minimum technical and performance requirements and is unawardable .
Do not simply state that services will be in accordance with the PWS
Pages in excess of 35 will not be evaluated

No notification will be issued to the affected Offerors until the completion of the evaluation process (M2.2.1). The opportunity for Post-Award debriefings will be given to affected Offerors after evaluations are completed.

Questionnaires must be received from references not later than solicitation closing
Government may obtain past performance information from other sources
Pages in excess of 40 will not be evaluated

Recent and relevant, Section M3.3.3 Information and Consent Section L 6.4.3 and Attachment 2 Questionnaires, Section L 6.4.7 and Attachment 3

Note: Gov’t may contact provided your references, PPIRS, or any other source. (L 6.4.8)

EVALUATION OF PRICE

Price will be reviewed for compliance before evaluations
Total Evaluated Price (TEP) for evaluation only
Basic and options evaluated
Basic and option pricing cannot be unbalanced

Price may be reviewed for compliance before the evaluation of technical and past performance. Offers that fail to meet compliance requirements may be eliminated from the competition. See Section M 3.4.1

Is Basic and options evaluated pricing balanced? Un-balanced pricing exists when (despite an acceptable TEP) the price of one or more Schedule items is significantly overstated or understated, as indicated by application of analysis techniques. See Section M 3.4.5.4

TEP CALCULATION

(For Evaluation Purposes Only)

6 classifications are randomly chosen
will be chosen from all tiers and all years
Group A Rates
multiplied by 12 months for the base year and each option year
Group B Rates
SCA wage rate x coefficient + H&W x 1920 for the base year and each option year
Total Group A + Group B = TEP

TEP - The CO will randomly choose a total of 6 classifications from the schedule, mixed between Groups A & B (Group A will be pulled from all tiers). Group B SCA rates will be the wage rates in applicable SCA wage determination in effect at time of closing for DETROIT Michigan (Selfridge ANG Base, MI.) (FOR PROPOSAL PURPOSES ONLY) found at attachment 5 of Section J. The Group A rates will be multiplied by 12 for the base year and each option year. The Group B rates will be multiplied by 1920 hours for the base year and each option year. The total will be used to evaluate price (TEP) to determine the “low price”. (See Section M 3.4.5).

SAMPLE TRAVEL HANDLING RATE TEP CALCULATION

TEP = $425,000.00

Travel Handling Rate = 4% $425,000.00 x 5% = $21,250 x 4% = $850.00 Total TEP = $425,850.00

Travel handling rate = fee to cover company’s administrative costs to make travel arrangements for Government requested travel, in performance of employee’s official duties.

Shown as % and NO Profit or G&A paid in addition; if $0.00 state $0.00 on price schedule.

(if proposed) It will be included in the evaluation of price. 5% of TEP x travel handling rate + TEP = Total TEP

WHO WILL RECEIVE THE AWARD?

THE CONTRACTOR WHOSE PROPOSAL PROVIDES BEST VALUE TO THE GOVERNMENT, PRICE AND OTHER FACTORS CONSIDERED, WILL BE AWARDED THE CONTRACT

BEST VALUE AWARD DECISION

BEST VALUE IS DEFINED AS AN AWARD BASED ON THE GREATEST OVERALL BENEFIT IN RESPONSE TO THE REQUIREMENT. AWARD IS BASED ON PRICE AND OTHER NON-COST RELATED FACTORS.

Technical & PP (which are of equal value) when combined are significantly more important than price
