A: See table below. Services are currently being furnished under a bridge award until the next contract is in place.

Q: Historically, how many FTEs have each position category had: Case Managers, Care Coordinators, and Credentialing Specialists A: Case Managers 4, Care Coordinators 9, and Credentialing Specialists 1
Q: Can the government provide Anniversary Dates for current contract employees for SCA Wage compliance?
A: The COR does not have anniversary data from the current contractor HR team.
Q: 52.212-1 Addendum doesn’t list a proposal volume. Please confirm only a past performance and price volume are required.
A: Correct.
Q: Can the government provide an estimated workload, preferably in annual hours or FTEs for each category of positions: Case Managers, Care Coordinators, and Credentialing Specialists A: All positions will require 2,080 of work per year.
Q: With the release of the PD (Position Description) for Case Managers, does the government intend to convert contract positions to civilian position in the near future?
A: Neither the ALARNG nor the Office of the State Surgeon have the available technician positions to apply towards this line of effort at this time. We anticipate completing the initial PoP and exercising future option years to meet this requirement.
Q: Can the government provide a breakdown of how many of each category of positions is located at each of the 3 facilities listed?
A: 3 case managers, 8 administrative care coordinators, and 1 credentialing coordinator in Birmingham. 1 case manager in Mobile. 1 administrative care coordinator in Huntsville.
Q: How much travel is estimated for each category of positions?
A: Case Managers- minimal, Care Coordinators- minimal, and Credentialing Specialists-minimal. Most travel would be a day trip in a government vehicle not requiring an overnight stay.
Q: Are there any current vacancies in contract positions?
A: One case manager, 2 administrative care coordinators, no current credential coordinator.
Q: According to PWS paragraphs 5.1.13, 5.2, and 5.3, the government requires the following functional labor categories: Care Coordinator, Provider Credentialing Coordinator. PWS 1.4.1 indicates the personnel performing services are in Birmingham, Alabama; Huntsville, Alabama; and Mobile, Alabama. The government has not provided staffing levels by functional labor category and by location, or workload by functional labor category and location.

Q: Since the government did not provide information to determine the staffing levels and thus price this opportunity, can the government please provide an extension to have a fair and competitive competition?
A: The Government is not considering an extension at this time.
Q: Will the government provide the SCA incumbent roster to the successful offer?
A: Yes.
Q: What are the pertinent equivalences for the Administrative Care Coordinators and the Credentialing Coordinators under FAR 52.222-42 Statement of Equivalent Rates for Federal Hires?
A: While the SCA wage determinations for the three locations do not currently provide that information, our market research indicates that care coordinator salaries in Alabama range from $53,333 to $75,491 and credential coordinator salaries range from $46,019 to $56,250.
Q: The travel CLINs (0002, 1002, 2002, 3002, and 4002) are shown as FFP. Are Offerors expected propose a price for travel?
A: The solicitation explains in Proposal Evaluation that offerors are not to price travel lines. The Government makes the decision on how much funding to apply to these line items and then coordinates with the awardee to ensure that travel approved by the COR does not exceed available funds.
Q: Can the Government please provide information on expected travel (number of trips, destinations, duration of stays, etc.) so offerors can accurately price the travel CLINs?
A: Most travel would be a day trip in a government vehicle not requiring an overnight stay.
Q: Is the staffing detailed in the RFI question responses (9 CMs, 4 Care Coordinators, and 1 Cred Coordinator) expected to remain the same for this effort?
A: Yes.
Q: Due to the interruptions that COVID-19 caused in contracts and contract performances, will the Government consider increasing the past performance recency window to 5 years?
A: Past performance recency will remain at three years.
Q: Paragraph 1.4.1.1 states that "The Government will permit the contractor to telework in support of this requirement." Paragraph 3.1, Property, states, "The Government will furnish the necessary workspace for the contractor to perform services outlined in this PWS to include desk space, telephones, computers, and other items necessary to maintain an office environment." Paragraph 3.3, Equipment, states, "None." Please confirm whether or not the Government will be providing laptops as GFE in support of teleworking.
A: Laptops will be provided.
Q: We can't find any information in the documents provided regarding the case counts or military population that will be supported with this contract, which makes it challenging to come up with a staffing model for the effort. Any information you can provide is extremely helpful.
A: The ALARNG has roughly 10,000 Soldiers. The case load fluctuates from 600-800 total cases the contractors will be required to provide services for.
