QUESTIONS & ANSWERS

W912JA‐16‐R‐0012

ROLE PLAYERS & STRUCTURAL COLLAPSE RESET SERVICES

1. How many role players are required?

a. Answer: 75 total, see table 7.3 in PWS (page 27).

2. Role Player parking?

a. Answer: The Government will not provide transportation for the Role Players. Access Pelham

Range via Highway 431 at the Gate 3 entrance. Gate 3 road is on your left traveling north on Highway 431 approximately 5 miles from the intersection of Highway 431 and Highway 21. The parking area is just inside the gate and is only a short walk away from the work site. An aerial photograph accompanies the solicitation.

b. Additional answer: In order for the Role Players to be granted access to Pelham range they will need to provide Full Name, Vehicle Insurance and Registration to the event coordinators (to be identified after award).

3. Item 2 of table 7.3 in the Role Player PWS says 75 Max Role Players each day. Does that mean that less may be required or that the contractor will be able to meet the required number of injury roles throughout the day with less RPs?

a. Answer: Based on training requirements, we believe 75 role players is optimal while considering that we will also be using the 25 manikins concurrently. We believe that having less than 75 role players on any given day will cause the unit to fall short of its throughput requirements.

4. Item 3 of table 7.3 in the Role Player PWS states the requirement for 3 PAX to support Moulage Artist/Sr Admin Assistant/EMS coordinator and county coroner role player. Some clarification needed. It seems like there are actually 4 positions mentioned here rather than 3. Also, FYI to support 75 Role Players with moulage with at least 3 rounds of utilization each (225 total injury roles), that would require at least 4 Moulage Artists to support rather than one (1) PAX if there is an expectation to support 40‐75 insertions per hour with any type of quality moulage.

a. Answer: The contractor will determine how many artists are needed to support the Government’s requirement. Disregard the number in the PWS.

5. What do the required hours in the last column refer to (table 7.3 of the Role Player PWS)?

a. Answer: This is only to let the contractor know how long those services may be needed each day. It is an estimate and not meant to communicate an additional requirement.

6. Is there a building or hard shelter cover available for the RP staging and preparation area?

a. Answer: Yes, but has limited electrical capabilities.

7. Are toilets and a source of electricity available at the RP staging area?

a. Answer: We will have a few toilets all over the footprint and a building that also has toilets. I would recommend the contractor bring a generator for electricity.

8. How many manikins?

a. Answer: We need 25 weighted manikins. We’ve updated table 7.3 in the role player PWS to reflect this. The information is also found in the table on page 30.

9. Would you consider making the Collapse Structure Reset PWS into its own award action?

a. Answer: No. We believe there are companies that can do both PWS’s as part of one award action.

10. Rather than asking for 75 RPs, you may consider changing the requirement to state the number of actual injury/casualty roles desired each day (ie, 150, 200, 225, more?) and then letting the contractor determine how many RPs it would take to generate and maintain that throughput.

a. Answer: No. Based on experience with other training exercises, we believe 75 is an optimum number of role players.

11. In Section 3.2 Facilities: The Contractor will be provided an area of land near existing SCVS to pre‐stage equipment for SCVS reset. What is the date if awarded can we start pre‐staging materials?

a. Answer: Sept 16th 2016

12. Utilities: The Contractor shall instruct employees in utilities conservation practices. The Contractor shall be responsible for operating under conditions that preclude the waste of utilities, which include turning off the water faucets or valves after using the required amount to accomplish cleaning vehicles and equipment. Contract employees may utilize water buffalos, latrines and hand washing stations in the area of performance if available. Is there any dig or work permits required to construct this rubble pile or to use heavy equipment?

a. Answer: No, slab reset only.

13. In section 4.4 under equipment it lists 23 lines of equipment. Is this what the AL team’s needs? All teams we have encountered so far have a complete equipment package from NGB. This list of equipment has not been necessary. Do you want us to include the BOM in our Quote?

a. Answer: Only equipment needed is forklift/ or equipment to reset breaching slabs.

14. In section 4.4 under lumber, it lists pressure treated lumber. This is not the norm in the rescue field.

Douglas Fir is the preferred choice of material.

a. Answer: No, we will have all lumber needed on site.

15. On page 29 the box listing description for Sunday Sept. 18th, it states to pour beaching slabs using Pre‐ existing molds. There are NO ready mix plants that will deliver on a Sunday.

a. Answer: We have enough slabs in stock. Will need to reset slab numbers after the event.

16. 5.3.1 Deliverable: The Contract Manager shall reset the SCVS to create a realistic and challenging training environment so the Search and Extraction(S&E) teams can gain valuable experience and expertise working in a simulated “real world” natural disaster or a domestic terrorism event. The contractor will ensure the SCVS is reset prior to the start of the exercise. This may require the contractor to perform a site visit to identify and plan for the necessary materials required for a complete SCVS reset. The contractor shall provide heavy equipment, labor and construction material required to reset the SCVS. (1)Will you give us an auto Cad blueprint of the desired Build? (2)Will this need to be certified by some OSHA or FEMA entity?

a. Answer: Blue print can be provided.

b. Answer: AL CERFP and range control will certify reset based on SCVS SOP.

17. 5.3.1.1.5 Reset venues to maximize exercise goals and maintain a safe work environment. When is this reset desired? Each day or after the op is complete and what is expected in reset?

a. Answer: Slabs reset each day based on need. Complete reset after EXEVAL is complete.

18. 5.3.1.1.6 Pile. Is the AL CERFP team planning on using the breaching slabs that were poured for the GA

HRF exeval? Are there sufficient slabs left from that exercise? Slabs poured the week of the AL exercise should not be used for this exercise. FEMA standards for breaching slabs requires the slabs to cure for 28 days prior to being used, this in keeping with standards for the concrete industry.

a. Answer: Al CERFP has poured sufficient slabs to meet needs for exeval. Contractor will be required to pour re‐supply of used slabs.

19. 5.3.1.1.7 Provide equipment packages needed by the S&E element outside of their organic equipment.

Provide the additional S&E Support Package and the Lumber Kit as specified in 4.4. Need clarification, is the BOM correct?

a. Answer: CERFP will only utilize organic equipment. Contractor will provide necessary BOM to facilitate reset requirements.

20. 5.2.2Minimum Acceptable Standard: All SCVS reset shall be setup not later than 1 hour prior to the scheduled start time for each venue. When are you expecting to reset after ops, day, a few times a day?

a. Answer: After each day as needed.

21. Do you have area pictures that we can use to determine the sizes and diameter for building purposes?

a. Answer: Yes, to be furnished with solicitation amendment.

22. There was a significant safety issue with the prop area used for High Angle (rope). The method for getting to the top of the can where rope operations were conducted consisted of standing on a steel drum placed on top of a worn kitchen table. This needs to be addressed prior to further use. We can make appropriate modifications if so requested.

a. Answer: Yes, this issue has been brought to the attention of Range Safety.
