R068 Specs Section 13 34 19 - Metal Building Systems
Section 1.4 System Description: Provide a complete integrated set of metal building system manufacture’s standard mutually dependent components and assemblies…inclusive of metal roof panels and metal wall panels. These metal panels are furthered defined throughout this division as standard factory-assembled and tested assembly to ASTM standards. While the primary and secondary structure “could” be fabricated in Japan the metal panel assemblies as defined in this specification are not available. Therefore a complete Metal Building System from a single manufacture in Japan cannot be procured. Please advise if a MBS engineered and fabricated can be obtained from outside of Japan.
Refer to specification section 13 34 19. Yes, a complete MBS may be obtained from either inside and outside of Japan.
R069 Specs Section 13 34 19 - Metal Building Systems
If the building MBS can be procured outside of Japan, then please provide a variation to 1.6.3 Manufacture’s Qualifications that would allow for a 3rd party verification of a licensed engineer in the geographical area for local codes.
Refer to specification 13 34 19 paragraph 1.6.3. MBS outside of Japan must be certified by a licensed engineer in the geographical area where construction will take place. Spec does not disallow for 3rd party verification.
R070 Specs Section 13 34 19 - Metal Building Systems
If the MBS can be procured outside of Japan, then please revise Div 01 33 29 1.3 Description to allow for a less than LEED Silver rating. The bulk of the LEED points for this solicitation are based on the MBS systems being of products extracted, harvested, or recovered, as well as manufactured within a 805 K radius. The goal of LEED silver is unobtainable if the MBS is procured outside of Japan
Refer to specification 01 33 29. The total LEED credits potentially earned is 54 points. When referring to 805 k radius, this is referencing 2 credits for MRc5. With the total points currently at 54, if the regional priority credit cannot be achieved it will reduce the credits down to 52 and still be above 50 points (min. LEED Silver).
R071 Specs Section 13 34 19 - Metal Building Systems
If the MBS is to be manufactured in Japan, then please provide specification revisions that would allow for a standard market product for the insulated panel systems with equivalent testing to be allowed. Please also define what the equivalent panel system testing requirements under JIS would be for following: 1.2.5 Thermal Performance, 1.2.6 Air Infiltration for Metal Panels, 1.2.7 Air Infiltration for Metal Wall Panels, 1.2.8 Water Penetration for Metal Roof Panels, 1.2.9 Water Penetration for Metal Wall Panels, 1.4.8 Exterior Wall System,
2.5.2 Foam-Insulated Core Wall Panel and roof panel sub sections (A, B, C, D, & F), 3.4 Metal Wall Panel Installation, and 3.5 Roof Panel Installation.
Acceptable JIS alternatives are included in specification 01 11 00.20 33- A. The offeror may submit Japanese alternative standards not currently in the solicitation as a variance request to the Contracting Officer after Contract award. The government has the discretion to accept or reject any variance requests.
R072 Specs Section 13 34 19 - Metal Building Systems
If the MBS is to be manufactured in Japan, then please provide an equivalent JIS specification for 2.2.9 High- Strength Bolts, Nuts, and Washers. Japan MBS fabricators design analysis software does not support ASTM
Acceptable JIS alternatives are included in specification 01 11 00.20 33- A. The offeror may submit Japanese alternative standards not currently in the solicitation as a variance request to the Contracting Officer after Contract award. The government has the discretion to accept or reject any variance requests.
R073 Specs Section 13 34 19 - Metal Building Systems
If the MBS is to be manufactured in Japan, then please provide an equivalent JIS specification for 2.2.11 b.
Nuts and c. Washers likewise please also provide a JIS under 2.2.12 a. Nuts and b. washers.
Acceptable JIS alternatives are included in specification 01 11 00.20 33- A. The offeror may submit Japanese alternative standards not currently in the solicitation as a variance request to the Contracting Officer after Contract award. The government has the discretion to accept or reject any variance requests.
R074 Specs Section 13 34 19 - Metal Building Systems
If the MBS is to be manufactured in Japan, then please allow a variation to specifications to allow for the JSCE Standard Specification for Steel and Composite Construction “latest Edition” to be substituted in lieu of (MBMA MBSM); ASCE 7-10, NRCA 0405 and ASTM E 1592. Japan MBS manufactures design analysis software does not requirements that are not based in JIS specifications.
Acceptable JIS alternatives are included in specification 01 11 00.20 33- A. The offeror may submit Japanese alternative standards not currently in the solicitation as a variance request to the Contracting Officer after Contract award. The government has the discretion to accept or reject any variance requests.
R075 Specs Section 13 34 19 - Metal Building Systems
The maximum standard insulated panel system in Japan uses 600 mm o.c. spacing. If the MBS is manufactured using Japan standard market designs, will the Govt. allow for a pricing adjustment to the increased girts and secondary structure supports that would be required?
Conduct work in accordance with drawings and specifications. Pricing adjustments are not allowed for fixed price contracts.
R076 Please allow for a 3 week extension once the above questions are answered to allow for our MBS manufactures to analyze and re-bid the structure.
Extension was issued in Amendment 001. No additional extension shall be granted at this time.

This project requires a superintendent who is a licensed architect (kenchiku-shi). Would USACE accept a first class sekko kanrigishi in lieu of this requirement as it is more appropriate. A licensed architect (kenchiku-shi) is for design work. Sekko kanrigishi is for construction work. Since this project has already been designed there should be no need for design.
See amended specification section 01 11 00.20 33, paragraph 1.2(b).
Revised site supervisor (superintendent) requirements to have a 1st Class Kenchiku Sekou Kanrigishi certification and have at least a minimum of five years of experience as a superintendent on construction projects similar in size and scope of this contract.
