Block 3 of the SF 1442 Solicitation, Offer, and Award is revised from 17-Jul-2009 to 21-Jul-2009.

SECTION 00010 - SOLICITATION CONTRACT FORM is changed as follows:
CLIN 7002
The CLIN extended description has changed from ARRA - Mobilization and Demobilization Complete to Deleted.
The pricing detail quantity has decreased by 1.00 from 1.00 to 0.00.
The unit of issue Lump Sum has been deleted.
SECTION 00700 - CONTRACT CLAUSES is changed as follows:
The following have been added by full text:
252.236-7001 CONTRACT DRAWINGS AND SPECIFICATIONS (AUG 2000)
(a) The Government will provide to the Contractor, without charge, one set of contract drawings and specifications, except publications incorporated into the technical provisions by reference, in electronic or paper media as chosen by the Contracting Officer.
(b) The Contractor shall--
(1) Check all drawings furnished immediately upon receipt;
(2) Compare all drawings and verify the figures before laying out the work;
(3) Promptly notify the Contracting Officer of any discrepancies;
(4) Be responsible for any errors that might have been avoided by complying with this paragraph (b); and
(5) Reproduce and print contract drawings and specifications as needed.
(c) In general--
(1) Large-scale drawings shall govern small-scale drawings; and
(2) The Contractor shall follow figures marked on drawings in preference to scale measurements.
(d) Omissions from the drawings or specifications or the misdescription of details of work that are manifestly necessary to carry out the intent of the drawings and specifications, or that are customarily performed, shall not

relieve the Contractor from performing such omitted or misdescribed details of the work. The Contractor shall perform such details as if fully and correctly set forth and described in the drawings and specifications.

1.2 COMMENCEMENT, PROSECUTION, AND COMPLETION OF WORK
(ALTERNATE B) (JUN 2000 SAS)
The Contractor will be required to commence work under this contract within 5 calendar days after the date of receipt by him of Notice to Proceed, to prosecute said work diligently and to complete the entire work ready for usenot later than 150 calendar days after the date of receipt by him of Notice to Proceed provided, the total quantity of material to be paid for actually removed under the contract exceed the limit established in the clause entitled VARIATIONS IN ESTIMATED QUANTITIES - SUBDIVIDED ITEMS, additional time will be allowed at the rate of 30 calendar days for each 350,000 cubic yards in excess of the established limit. The time stated for completion shall include final cleanup of the premises.

1.6.2 No Subsurface Explorations
No subsurface explorations were conducted specifically for preparation of these specifications. Descriptions of subsurface materials to be removed in this contract are based on the nature of previous shoaling and the results of dredging along the AIWW in the vicinity of the project site.
1.6.2.1 Material and Record Inspection
Bidders should examine the areas included in this contract and determine for themselves the character of materials.
1.6.2.2 Records of Previous Dredging
Records of previous dredging are available in the office of the U.S. Army Engineer District, Savannah, 100 West Oglethorpe Avenue, Savannah, Georgia 31401-3640. Access may be obtained through Mr. Lyle Maciejewski at (912) 652-5480 or Mr. Roger LaFond at (912) 652-5326.
1.7 DREDGING CONTROLS
(JAN 1980 SAS)
In high silt areas, controlled dredging shall be used to avoid excess agitation of fine grained silt materials. The cutter speed shall be limited to a maximum RPM to limit the peripheral speed to 2 feet per second. The swing of the dredge shall be limited to a maximum of 0.5 foot per second in horizontal movement of the cutter head. The dredged bank shall be cut in layers not to exceed 1.5 times the diameter of the cutter.

PART 3 EXECUTION
3.1 DISPOSAL AREA OPERATIONS
(MAY 1994 SAS)
3.1.1 Transport and Disposal of Dredged Material
The dredged material shall be transported to and deposited in disposal areas as shown on drawings described in the clause CONTRACT DRAWINGS AND SPECIFICATIONS (DFARS 52.236-7001) of Section 00700. The head section of the pipeline shall be placed at the location shown on the project drawings. Any deviation from the approximate head section location shown on the drawings must be approved by the Contracting Officer or his Authorized Representative prior to placement of the dredge pipe in the disposal area. The Contracting Officer's Representative reserves the right to direct placement of the Contractor's head section or add additional head sections in the disposal area. The Contractor shall coordinate the location of his pipe head section with the Contracting Officer or his Authorized Representative prior to placement of the pipe in disposal area.
The dredge pipeline shall be placed according to the routes designated on the drawings. During the placement or removal of the dredge pipeline on the designated disposal areas, all means necessary shall be used to lessen impacts to all marsh grass or vegetation. Any depressions or damage caused by the contractor to the marsh grass shall be repaired and/or replanted to the original condition by the contractor at no additional cost to the Government. Dredged material from each site or work area on the AIWW shall
