1.Previous projects have required a concrete pad, labeled UFAS Units, for selected trailer locations. Please clarify if these are required for this project. If so, provide detail and count of how many required.

UFAS concrete pads as installed on previous sites are not required as part of this contract.

2. Will you provide the wastewater treatment plant drawings so we can price the install?

See revised plans and specifications. WWTP will be furnished and installed by government.

3.Site Supervision – I do not see specification 01-45-00.00-10 Quality Control or specification 01-35-26 Governmental Safety Requirements in the SOW. These specifications typically outline the need for full time SSHO, QCM and Site Superintendents.

Are we required to supply all (3) full time managers or is site management at our discretion?

APPENDIX A: GFE MATERIALS

SECTION 01000

GENERAL

1.1 GENERAL

The general description of the work is to furnish all materials, equipment, labor, layouts of work features, and supervision needed to construct a temporary community housing site consisting of approximately 80 MHU site pads. The site shall be developed to operational status so that manufactured homes may be placed on site pads. Work shall include constructing gravel roads, manufactured home gravel pads, gravel parking pads, positive storm water drainage, potable water and sewer lines, on site wastewater treatment plant, electric power service, site lighting, fencing, and other miscellaneous site amenities. Each residential lot will have one MHU pad constructed on that site.

This work does not include the haul and install of Housing Units, which will be performed by the FEMA LOGHouse contractor. However, the Contractor should anticipate installation of housing units on completed portions of the site prior to completion of the entire site. As such, the contractor should plan their work to complete portions of the site while remaining areas are still under construction.

1.2 SECURITY AND EMPLOYEE SCREENING

All contractor and all associated sub-contractors employees shall comply with applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative). The contractor shall also provide all information required for background checks to meet installation/facility access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or Security Office. Contractor workforce must comply with all personal identity verification requirements (FAR clause 52.204-9, Personal Identity Verification of Contractor Personnel) as directed by DOD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any installation or facility change, the Government may require changes in contractor security matters or processes.

The Contractor must pre-screen Candidates using the E-verify Program (http://www.uscis.gov/e-verify) website to meet the established employment eligibility requirements. The Vendor must ensure that the Candidate has two valid forms of Government issued identification prior to enrollment to ensure the correct information is entered into the E-verify system. An initial list of verified/eligible Candidates must be provided to the COR no later than 3 business days after the initial contract award.

1.3 STANDARDS

All work performed in these specifications shall be subject to Federal, State and local codes and regulations. The COR shall be informed of any drawings or specifications found to conflict with codes or regulations. Requests for exceptions or substitutions must be approved by the COR.

The Contractor shall obtain all required permits and pay all fees required.

1.4 FIELD LAYOUT

Location of existing utilities on the drawings are approximate. The contractor shall locate the closest utility connections (i.e. water, sewer and electrical) to each MHU or RV pad and install connections to those pads. All utility risers are to be located under the footprint of MHU’s; all utility connections are to be located close but outside of the RV footprints. The COR shall be informed of all field layout adjustments.

1.5 COORDINATION

The Contractor shall initiate and host coordination meetings no less than once per week which shall include the COR or a COR representative, a prime contractor representative and primary members of the following trades: water, sewer, electrical and lastly, representatives of utilities i.e.

power co., water co. The purpose of the meetings is to ensure site installation is constructed without interference/overlap.

1.6 SUBMITTALS

1.6.1 PROJECT AS-BUILTS

Contractor shall provide five sets (electronic and hard copies) of project as-builts or redline markups on PDFs 30 days after completion of work.

1.6.2 SCHEDULE

Within two working days of Notice To Proceed, the Contractor shall provide to the COR a schedule of work based on working 7 days a week and 12 hours a day. Contractor to provide lighting for night work per EM 385 1-1. The schedule shall include dates for:

1) Date that the site will be ready for the delivery of the first housing unit. Note that this may and should be prior to overall site completion.

2) For larger sites, provide dates various portions of the site will be ready.

3) Date that the entire site will be completed and turned over to FEMA.

4) Timeline for completion of the project to include definable features such as water line, sewer line, electricity, pad construction, parking pad construction. Include anticipated time for each permit in schedule.

5) Time schedule is to clearly show the critical path and be submitted both hard copy and electronic. Electronic version must be compatible with Microsoft Project.

1.6.3 UTILITIES DESIGN

The contractor shall locate all utility connection points and determine the underground route necessary to run the utility services to each pad. The contractor shall submit drawings to the COR for review showing those routes, slopes and trench depth where such differ from what is shown on the plans. Contractor is responsible for ensuring all buried utilities meet local and state ordinances and codes.

1.6.4 MATERIALS

Refer to individual specification sections for materials that must be submitted for Government approval. Other materials not specifically listed as required submittals may, at the Contractor’s option, be submitted. Allow 3 business days for Government review.

1.7 WARRANTY

The Contractor warrants and guarantees to the Government that all work will be in accordance with the Contract Documents and will not be defective for a period of one (1) calendar year from the date of substantial completion. Within the One (1) year warranty period, if any work is found to be defective the Contractor shall immediately repair such deficiencies to a condition as described within the contract documents unless otherwise mutually agreed upon with the Government.

PART 2 PRODUCTS

2.1 MATERIAL

2.1.1 GENERAL

Unless otherwise indicated, all materials shall be provided and installed by the Contractor.

2.1.2 GOVERNMENT FURNISHED EQUIPMENT / MATERIAL (GFE/M)

The Contractor shall use the Government Furnished Materials (GFM) detailed in Appendix A for the water, sewer and electrical system. Appendix A is the complete list of Government furnished materials available for use on this contract. However, it may not be a complete offering of the materials required to provide a complete and usable system for the bid items containing GFM. Any additional materials, either required for a complete and usable system or incidental to work must be provided by the contractor and included in his costs for the work.

Contractor must provide 72 hours notice to the Government prior to obtaining GFM. All coordination for obtaining GFM must be through the site representative assigned by the Contracting Officer. GFM shall be obtained at the facility below, between 0800 – 1600 hours, Monday through Friday, unless otherwise specified in the contract documents.

The Contractor must verify the quantity and condition of the GFM with a Government representative for patent defects prior to leaving the GFE Stockpile location and acknowledge receipt, in writing, to the Contracting Officer. The contractor shall be responsible for loading and the pickup site, transporting, unloading and properly staging/storing GFM at the project site. The Contractor shall report, in writing, to the Contracting Officer, within twenty-four (24) hours of discovery any latent damage to or shortage of the GFM. Any GFM lost or damaged as a result of Contractor’s actions shall be promptly replaced in kind at no additional cost to the Government.

2.1.3 SPECIFICATIONS & STANDARDS

All materials shall be suited for use as their intended purpose depicted on the plans.

Where products or materials are not specified herein, provide such meeting published DOTD, Utility, or Parish standards. Otherwise provide products and materials suited for their intended use as described in manufacturer’s published documentation.

PART 3 EXECUTION

3.1 SURVEYS

3.1.1 Design Information

Electronic files containing overall site design information are available and will be provided upon request. Files will be provided in AutoCAD format, NAD 83, Louisiana South Zone state coordinates, US Survey Feet.

3.1.2 Field Layout

Layout data not shown on the drawings must be pulled from the Government provided AutoCAD file and performed by qualified personnel.

The Contractor shall lay out the work for each feature of work, field staking shall define area limits such that the COR can easily determine underground utility runs and location of gravel pads. Contractor shall be responsible for placement and maintenance of the survey points. The contractor shall also stake the location of the MHU or RV and stub-up points on each pad.

Unless otherwise shown on the drawings, MHU’s are 14’ wide and may vary in length. Standard lots are 40’ wide; UFAS lots are 55’ wide. UFAS sites are graphically shown with the longer trailer symbol. The first 55’ of the entire site is covered with stone. A 25’ wide stone strip should extend the length of the site along one side, where the MHU is shown.

The utility underground lateral runs are to be marked by using spray paint in the following colors:

Pink: Temporary Survey Markings Red: Electric Power Lines Blue: Potable Water Green: Sewers and Drain Lines Orange: Communications (typically not required unless specifically shown on plans)

3.1.3 As-Built Layout

Upon completion of the site, or prior to MHU installations on completed portions of the site, paint locations of buried utilities, including services from mains to stub-ups, that are present on-site pads or along pad lines.

3.2 GOVERNMENT FURNISHED MATERIAL (GFM)

Individual specification sections contained herein may not specifically be noted as GFM. However, all PART 3 provision of technical specifications included herein also apply to GFM.

3.3 TESTING

Refer to Individual specification sections for testing requirements. Submit all test data and results immediately after testing is performed. TESTING, EQUIPMENT STARTUP, AND SUBMISSION OF

SUCH RECORDS ARE PART OF THE CONTRACT AND MUST BE COMPLETED.

SECTION 01100

PERMITS & COORDINATION

PART 1 GENERAL

1.1 GENERAL

The Contractor is required to obtain all permits for construction from various Authorities Having Jurisdiction (AHJ). Similarly, the Contractor should anticipate engaging various public agencies or service providers that may not specifically issue permits, but are necessary for long term occupation of the site. Nothing contained herein will supersede permit requirements contained else where in the contract documents. The intent is to supplement requirements with site specific information.

The scope is intended to cover site work only. Specific unit installation permits will be obtained by the Government’s haul and install contractor. However, the Contractor should anticipate and make reasonable accommodations for delivery of MHU’s to completed portions of the site prior to overall site completion.

1.2 KNOWN PERMITS

The following information is provided for the Contractor’s convenience, IS FOR INFORMATION ONLY, and not expected to be all inclusive of necessary permits. Contact the Government at the time of award for additional permits submitted by the Government prior to award, for the convenience of the Contractor

A. LA DEQ: LPDES Construction Stormwater Discharge General Permit Registration The Notice of Intent form for registration for the applicable general permit, based on area of disturbance, is available on the DEQ website.

B. LA DEQ: LPDES Treated Sanitary Discharge General Permit Registration.

This permit is required for construction and/or installation of a wastewater treatment system.

The Notice of Intent form for registration for the applicable general permit is available on the DEQ website.

The Government has submitted an application for this permit. A copy will be provided to the Contractor prior to startup of the wastewater treatment plant.

C. Louisiana Department of Health: Engineering Services Permit Application.

This permit is required for construction of the entire sanitary sewer system.

The government has submitted an application for this permit. The permit is expected to be provided to the Contractor prior to Notice to Proceed. No sanitary sewer construction may take place without this permit.

D. Louisiana Department of Transportation and Development (LA DOTD): Driveway Permit Where an existing driveway is to be upgraded, or a new driveway constructed along a DOTD highway, secure necessary permits. The Preliminary Access Connection Request Form (for commercial sites) is available on the DOTD website.

E. Louisiana Department of Transportation and Development (LA DOTD): Utility Permits.

Required where utilities, buried or overhead, are shown to be installed within LA DOTD right of ways. The Utility Permit application form is available on the DOTD website.

No work within DOTD R/W is anticipated.

F. Local Parish or Municipalities: Trades (plumbing, electrical, etc.) and general building permits.

1.3 AGENCY & SERVICE PROVIDER COORDINATION

The following information is provided for the Contractor’s convenience, IS FOR INFORMATION ONLY, and not expected to be all inclusive of necessary local entity coordination required.

A. Water Provider: A utility service application and associated fee may be required. Work between master meters and existing mains may have to be performed in the presence of water provider staff. Alternately, the water provider may elect or require work between the master meter and existing main to be self-performed.

B. Sewer Provider: A utility service application and associated fee may be required. Work between property lines and existing mains may have to be performed in the presence of sewer provider staff. Alternately, the sewer provider may elect or require work between the property line or cleanout and existing main to be self-performed. (Not Applicable)

C. Electric Provider: A utility service application and associated fee may be required. Refer to drawings and technical specifications for limits of Contractor’s work.

D. Addressing: Contact the local addressing entity to obtain overall site access as well as individual pad addresses. Notify the COR of signage or lettering requirements required to be placed on individual units (by others).

E. US Postal Service: Notify the local postmaster of intended mailbox types and locations. Notify the COR of any requests from the postmaster.

F. Local Fire Marshall / Fire Chief: Notify the local fire chief of proposed work. Contact the COR for information regarding MHU self-contained fire suppression systems to provide to the fire officials at initial contact. Notify the COR of any requests from the fire official.

1.4 SCHEDULE

The Contractor shall initiate contact with all applicable agencies immediately upon notice to proceed. Notify the COR immediately if agency schedules conflict with construction schedules.

1.5 SUBMITTALS

Provide the COR one copy (electronic or hard copy) of all permits submitted, for information only.

Provide the COR one copy of all permits obtained.

PART 2 PRODUCTS

NONE

PART 3 EXECUTION

3.1 Contact all regulatory and permitting AHJ to determine permitting requirements. Complete necessary permit applications, including preparation and assembly of attachments as required.

Provide the Government a copy of all submitted permits.

3.2 Contact all agencies and service providers necessary for efficient, safe, and sanitary operation of a completed site. Provide agencies copies of plans and specifications as requested. Notify the Government when each agency has been contacted and summarize all communications.

3.3 Provide the Government written permit and agency coordination updates, not less than weekly.

3.4 All permit fees shall be paid by the Contractor.

3.5 Provide insurance, bonds, or other securities where required by AHJ’s.

3.6 All permits should be obtained in the name of the Contractor.

3.7 Comply with all permit conditions throughout duration of the project. This includes regular monitoring, maintenance, and reporting.

3.8 Where required, procure professional services for preparation of supplemental design documents, such as site-specific erosion and sediment control and/or stormwater management plans.

3.9 Notify the COR immediately of any agency requirements that differ from conditions shown on the plans. Do NOT deviate from approved plans without prior approval from the COR.

3.10 Allow AHJ’s access to the site as required for inspections or monitoring. Provide necessary safety training and PPE as required to comply with EM 385.

3.11 Maintain copies of all applicable permits on site.

3.12 Where required by permits that are still applicable AFTER construction of the site, coordinate with the COR and prepare necessary documents to transfer responsibility to the appropriate parties.

3.13 Upon completion of construction, prepare and submit completion notices where required by specific permits, including permits obtained by the Government.

SECTION 01200

PRICE AND PAYMENT

PART 1 GENERAL

1.1 COMPENSATION

The payment provided for in the contract shall constitute full compensation for furnishing all materials and for performing all work under the contract in a complete and acceptable manner.

The contract work shall include providing plant, equipment, tools, supplies, labor, supervision, incidental materials, quality control, environmental protection, and meeting safety requirements, and for performing all work required for which separate payment is not otherwise provided.

Compensation for all work shown, specified, or essential to completion of the project (whether or not the specific material or operation is indicated) shall be included in the contract price. The payment provided for in the contract includes compensation for all risk, loss, damage, and expense arising out of the nature of the work or its prosecution, subject to conditions of the contract.

The payment provided for in the contract shall constitute full compensation for furnishing all materials and for performing all work under the contract in a complete and acceptable manner. The contract work shall include providing plant, equipment, tools, supplies, labor, supervision, incidental materials, quality control, environmental protection, and meeting safety requirements, and for performing all work required for which separate payment is not otherwise provided. Compensation shall also include providing sand acceptable superintendent in accordance with contract clause 52.236-6 SUPERINTENDENCE BY THE CONTRACTOR (APR 1984), and an acceptable safety program in accordance and compliant with contract clause 52.236-13 ACCIDENT PREVENTION (NOV 1991) – ALTERNATE I (NOV 1991), and an acceptable contractor quality program in accordance with contract clause 52.246-12 INSPECTION OF CONSTRUCTION (AUG 1996) and as further define below.

1.2 JOB PRICE PAY ITEMS

1.2.1. CLIN 0001, JOB - Bonds - Payment will be made for the amount of premiums paid for performance and payment bonds (including coinsurance and reinsurance agreements, when applicable) after the Contractor has furnished evidence of full payment to the surety..

1.2.2. CLIN 0002, JOB – Mobilization and Demobilization - Payment will be made for costs associated with or incidental to the mobilization, demobilization, and establishment of initial project management and coordination. Reference contract clause 252.236-7004 PAYMENT

FOR MOBILIZATION AND DEMOBILIZATION (DEC 1991).

1.2.3 CLIN 0003, JOB - Sanitary Sewer System Installation (GFM) - Payment will be made for all costs associated with and incidental to installing Government Furnished Material (GFM) listed in Appendix A for sewer service and contractor provided clean outs, waste water pump station, and incidental materials, equipment and testing necessary to provide a functional sanitary sewer system detailed in the contract documents cost include but are not limited to obtaining, transporting and installing GFM, incidental material and equipment required to provide a complete and usable system, permit/connection fees, equipment for installation, and permits, and coordination with the authority having jurisdiction (AHJ).

1.2.5 CLIN 0005, JOB- Electrical Service System (GFM) - Payment will be made for all cost associated with and incidental to installing Government Furnished Material listed in Appendix A foe Electrical Service and contractor provided utility poles, MHU service disconnects, and incidental materials, equipment and testing necessary to provide a complete and functional electrical power system detailed in the contract documents cost include but are not limited to obtaining, transporting and installing GFM, incidental material and equipment required to provide a complete and usable system, permits/connection fees, equipment for installation, permits, determining system layout based on available materials, connection to sewer treatment plants and lift stations, permits, and coordination with the authority having jurisdiction (AHJ).

1.2.6 CLIN 0006, JOB, Site Work/improvements - Payment will be made for all cost associated with and incidental to constructing the site improvements detailed in the contract documents that are not included in other contract line items to provide a complete and usable facility, cost include but are not limited to site grading and drainage, aggregate roadway and MHU pads, dumpster pad and enclosure, mailbox assembly/facility, bus stops, connection to existing roadways, pet waste stations site fencing and gate, permit/connection fees, equipment for installation, and permits, and coordination with the authority having jurisdiction

(AHJ).

1.3 CONTRACTOR QUALITY CONTROL PROGRAM

Contractor shall develop a program to ensure all work is performed and completed within the quality standard of the contract. The program must be administered by a CQC System Manager. The CQC System Manager an individual within the onsite work organization who is responsible for overall management of CQC and have the authority to act in all CQC matters for the Contractor. The CQC System Manager must have experience similar to this contract.

This CQC System Manager must be on the site at all times during construction. The CQC System Manager shall have quality control as his/her primary responsibility, but may also act as project superintendent as long as doing so does not interfere with his primary duty. The Contractor Quality control program shall be documented in a Contractor Quality Control Plan that is prepared by the CQC System Manager and submitted the Contracting Officer for acceptance within fifteen (15) days of contract award.

SECTION 01500

TEMPORARY CONSTRUCTION FACILITIES

PART 1 GENERAL

1.1 TEMPORARY ELECTRICAL FACILITIES

The Contractor shall be responsible for coordination and costs for electrical power required for the Contractor's operations, including all costs for utility company hookup, installation/dismantling of transformers and distribution lines.

1.2 SANITATION

The Contractor shall provide and maintain within the construction area field-type sanitary facilities in accordance with EM 385-1-1. These facilities shall include toilet, washing, and drinking water facilities.

PART 3 EXECUTION

3.1 CLEANUP

Construction debris, waste materials, packaging material and the like shall be removed from the work site. Contractor shall provide dumpster for construction debris. Contractor shall fix any ruts or damage on site caused by equipment and place hydroseed on all areas with no stone before demobilizing in order to produce turf.

3.2 SECURITY

The Contractor shall provide security sufficient to protect materials and equipment on site.

SECTION 02300

GRADING, EARTHWORK, & GENERAL SITE WORK

PART 1 GENERAL

1.1 GENERAL

Ground elevations have generally been established for proper site drainage.

PART 2 PRODUCTS

2.1 DEFINITIONS - SATISFACTORY MATERIALS

Satisfactory materials shall be of a character and quality satisfactory for the purpose intended and meets the applicable material specifications.

2.2 CONSTRUCTION EQUIPMENT

The loaded dump truck required for proof rolling shall be loaded to a minimum gross weight of 20 tons. The truck should be a tandem-axle (or tri-axle with 3rd axle raised) rear dump type.

Anticipated root raking equipment includes dozer mounted rakes or rotary powered implements. Dozer or other equipment mounted, static rakes should include fine spaced tines suitable for sugar cane crop residue removal.

2.3 GEOTEXTILE

Geotextile layers consist of both separation fabric and geogrid. Separation fabric should be permeable, non-woven. Geogrid shall be integrally formed polypropylene biaxial grid.

Specific products should be manufactured for the use intended as shown on the drawings and or described herein. Provide manufacture’s specific product data showing suitability of products provided.

2.4 CONCRETE

Unless otherwise shown on the drawings, concrete shall be 5,000 psi, un-reinforced.

Provide standard DOTD mix design.

2.5 AGGREGATE

Size and type as shown on the drawings and conforming to DOTD standards for the size(s) noted. Stone shall be dense graded, crusher run, or similar.

2.6 CULVERTS AND DRAINAGE PIPE

Size as shown on the drawings. Pipe may be double wall HDPE, galvanized corrugated metal pipe, or pre-cast concrete. At a minimum all pipe must conform to DOTD standards and utilize soil tight joints or better.

PART 3 EXECUTION

3.1 PROOF ROLLING

All road, MHU or RV pads, parking pads, areas below structures (i.e. treatment plants, bus stop shelters, etc.) will be proof rolled with a loaded dump truck in the presence of the Government’s on site QA representative.

Proof rolling shall consist of 1 pass in each traffic lane, or 1 pass for each 12’ width of road way (10’ road = 1 pass, 14’ road = 2 passes, 25’ road = 3 passes, etc.). One continuous pass, parallel to the road and perpendicular to lots, will suffice for MHU or RV pads and parking pads where road subgrade did not require repair or replacement.

Where failing deflection is observed within the footprint of an MHU/RV pad and associated parking pads during single pass perpendicular proof rolling, additional passes covering the entire footprint may be required at discretion of the Government’s on site QA representative.

Observed deflections, both recoverable (pumping) or non-recoverable, exceeding the following shall constitute a subgrade failure which necessitates repairs.

Road Subgrade: 2”

Parking Pads: 2”

MHU/RV Pad: 3”

Below miscellaneous structures: 2”

3.2 COMPACTION

Unless otherwise specified on the drawings or noted herein, compact soils as required to meet minimum proof roll testing. In areas where proof rolling is not required, compact soils to provide a surface suitable for the intended use.

At a minimum, track in all fills in lifts not to exceed 12” thick. Additional compactive effort, such as drum rolling or vibratory plate type equipment may be required in order to stabilize fill areas in order to exceed minimum compaction/deflection testing limits.

Where compaction efforts are required, prepare and compact a test area in the presence of the on-site QA. Vary speed and vibratory frequency to achieve effective compaction in a single pass. Where wet soil conditions are present, begin test with no vibratory efforts. Maintain speed and vibratory settings while soil conditions remain constant. Where a change in soil conditions are observed, repeat test procedure and continue with new speed and vibratory settings.

Exercise caution to avoid over-working / vibrating soils, particularly in wet conditions.

Refer to LDOTD requirements for compaction testing methods, densities, and frequency for all encroachments into public R/W, such as driveway or utility connections.

3.3 ROAD SUBGRADE

Refer to plan notes for subgrade preparation. Where additional repairs or stabilization to subgrade is required, refer to methods in LDOTD standard specification section 305- Subgrade layer.

3.4 MOBILE HOME / RV SITES

3.4.1 MOBILE HOME / RV PAD

Unless otherwise shown on the Plans, each mobile home pad shall be comprised of 6” compacted dense graded aggregate (DGA) over a geosynthetic fabric. All pads shall be sloped with a 1% crown in both directions so that water does not pond under the MHU.

Pads shall be constructed so that they do not hinder the natural drainage of the site. As such, anticipate minor pad-by-pad grade adjustments to prevent puddling of water.

Refer to drawings for pad stone dimensions and limits. MHUs are to be installed as shown on the Plans, generally in the middle of the pad by others. Four stakes shall be installed showing the footprint of the MHU.

3.4.2 HOME SITE PARKING PAD

Unless otherwise shown on the Plans, each mobile home pad shall include 6” of compacted DGA from the road on either side of the MHU to form parking pad. Two parking pads are to be installed per site. Refer to drawings for pad stone dimensions and limits.

3.5 SUBGRADE AND EMBANKMENT PROTECTION

The contractor shall be responsible for protection of subgrade, embankments, and stockpiles. Maintain positive drainage throughout construction. Utilize temporary ditches, covers, dewatering pumping equipment, including well pointing where apported, as required to protect subgrade. Any saturated or otherwise damaged prepared subgrade or previously suitable materials will be removed and replaced with no additional cost to the government.

All work shall implement best management practices for erosion control and in accordance with applicable permits, state, and local requirements.

3.6 EROSION & SEDIMENT CONTROL

The Contractor shall be responsible for sediment and erosion control, including payment of any fines leveed by state or local authorities. The contractor shall procure all necessary sediment and erosion control permits. Any erosion and sediment control measures shown on the Plans are for the contractor’s convivence in obtaining required permits and are not intended to be representative of the extent of requirements to comply with permits or regulatory authority requirements.

3.7 UNIMPROVED AREAS

Areas not shown to receive stone, concrete, or other specifically identified surfaces to be fine graded and vegetative cover established. Finish grade should not pond water and should be mowable with handheld equipment.

3.8 CONCRETE PADS

Unless specifically noted otherwise or shown on the drawings, miscellaneous concrete pads to be 4” thick un-reinforced, with light broom finish, over compact aggregate base.

Form or cut control joints to control crack locations. All pads should have straight, formed edges.

EXCAVATION, TRENCHING, AND BACKFILLING FOR UTILITY SYSTEMS

1.2 DEFINITIONS

Reference to pipes shall include conduits, cables, or other utility systems. Appurtenant structures include manholes, catch basins, inlets, outlets, energy dissipaters, or similar structures.

2.1 PIPE BEDDING & BACKFILL

Unless otherwise shown on the drawings, refer to adjacent water and sewer municipality for suitable bedding, haunching, and backfill.

In no case shall bedding or haunching materials exceed 1 inch.

No rounded aggregate will be permitted.

Unless otherwise shown on the drawings, suitable dry on-site material may be utilized above pipe spring-lines, with a 1” max particle size to 1’ over the pipe crown and a 4” max particle size to grade.

PART 3 EXECUTION

3.1 EXCAVATION

Unless otherwise indicated, trench excavation shall be by open cut except that short sections may be jacked or bored if the utility can be safely and properly installed and ground loss can be properly controlled. All excavation shall be constructed in accordance with the Safety and Health Requirements Manual (EM 385-1-1) and OSHA Standards (29 CFR 1926). Allowable trench widths, depths, side slopes, sheet and bracing requirements, and other considerations are given in the OSHA Standard; and an abbreviated version is given in the Safety and Health Requirements Manual. During excavation, material satisfactory for backfilling shall be stockpiled in a neat and orderly manner at a sufficient distance from the banks of the trench to avoid overloading and to prevent slides or caving.

Topsoil shall be stockpiled separately from suitable backfill material. Grading shall be done as may be necessary to prevent surface water from flowing into the excavation, and any water accumulating therein shall be removed to maintain the stability of the bottom and sides of the excavation.

3.2 BOTTOM PREPARATION

The bottoms of trenches shall be accurately graded to provide uniform bearing and support for the entire length of pipe. Remove all rocks and other materials which may cause pressure points.

Hand excavate for bell ends. Pipe shall not bear on bell ends.

3.3 BACKFILLING AND COMPACTION

For trenches backfill, common backfill above the bedding shall be placed in 6" lifts and compacted with special purpose compaction equipment. Compaction equipment shall be selected to avoid damage to the pipe.

3.4 BURIAL DEPTH

Unless otherwise shown on the plans, trenches shall be of a depth listed by the local government to provide the minimum specified cover from indicated finished grade to the top of the pipe, cable or conduit. In the absence of plan notations or local guidance minimum burial depth of specific utilities is given below:

Water lines: 18 inches Sanitary Sewer: 18 inches Electrical wiring in conduit: 18 inches or as required by other governing authority

Effects (Sections 1-9)

Pipe, fittings, valves and components of potable water systems which come in contact with the potable water shall meet requirements of NSF 61. Plastic piping system components intended for transportation of potable water shall comply with NSF 14 and be legibly marked with their symbol.

All materials shall be capable of withstanding not less than 150 psi working pressure.

Due to recent material availability issues, unless specifically noted, the Contractor may utilize any materials listed herein. The contractor will be responsible for ensuring compatibility of individual items furnished. To the extent possible, maintain uniformity of materials throughout the site.

Should various materials be proposed for the same item, coordinate with the COR to “group” all materials of matching chrematistics.

2.1 PIPING

2.1.1 SERVICE LINES

Unless otherwise noted on the plans, piping for water service lines serving two units shall have a nominal size of 1" diameter. Pipe serving single units shall be ¾”diameter.

Unless specifically noted on the drawings, service lines may, at the Contractor’s option, be any of the following:

Copper tubing: ASTM B 88, Type K, annealed.

HDPE: ASTM D 2239, ASTM D 3035, ASTM D 2737, or AWWA C901

PEX: ASTM F 1281 or ASTM F 2262

PVC: ASTM D 1785 or ASTM D 2241

Acceptable joints include compression, flare, or solvent weld in accordance with ASTM D 2672, where applicable.

All fittings to be PVC solvent weld or metallic: no-lead brass (as defined by the SWDA), stainless steel, or coated steel.

2.1.2 SUPPLY AND DISTRIBUTION LINES

Unless specifically noted on the drawings, supply and distribution lines may, at the Contractor’s option, be any of the following:

Piping 4” nominal diameter or greater:

DIP: AWWA C515 or AWWA C115, with cement mortar interior lining. Provide factory applied asphalt external coating. Joints to be rubber gasket, bell and spigot or mechanical joint couplings.

HDPE: AWWA C901, AWWA C906, ASTM D 3035, OR ASTM F714. Note due to wall thicknesses, contact the Government with proposed size and location for HDPE use for specific approval. To maintain system capacity a nominal diameter increase may be required for HDPE use. Joints to be heat fused HDPE or metallic compression or mechanical utilizing fused MH adapters and DI retainer gland.

PVC: AWWA C900, AWWA C905, ASTM D 2241. Joints to be rubber gasket, bell and spigot or mechanical joint couplings.

Piping 4” nominal diameter or less:

HDPE: AWWA C901, AWWA C906, ASTM D 3035, OR ASTM F714. Joints to be heat fused HDPE or metallic compression or mechanical utilizing fused MH adapters and DI retainer gland. To maintain system capacity a nominal diameter increase may be required for HDPE use.

PVC: Schedule 40 solid wall in accordance with ASTM D 1785 or “SDR” pipe in accordance with ASTM D 2241 (SDR 21 or heavier wall). Joints to be rubber gasket, bell and spigot, mechanical joint couplings, or solvent weld in accordance with ASTM D 2672. A gasketed, long body mechanical joint coupling is required each 500’ of straight solvent weld joint pipe.

Unless specifically noted on the drawings, allowable fittings for supply and distribution lines may, at the Contractor’s option, be any of the following:

For all pipe 3" and larger shall be ductile iron compact AWWA C153/A21.53 or full body AWWA C110/A21.10, with AWWA C104/A21.4 cement mortar interior lining. Buried fittings shall be provided with not less than 1 mil asphaltic exterior coating, utilize mechanical joints, and AWWA C111/A21.11 rubber gaskets.

Fittings for HDPE pipe may be HDPE of same pressure rating as pipe with heat fused joints.

Fittings for all pipe less than 3" shall be no-lead brass, coated steel, or stainless steel, compression type, with stainless steel inserts. Schedule 40, solvent weld fittings are acceptable for schedule 40 PVC pipe.

To the extent possible, maintain uniformity of materials throughout the site. Should various materials be proposed for the same item, coordinate with the COR to “group” all materials of matching chrematistics.

2.1.3 SOLVENT WELD JOINT PRIMER & CEMENT

All solvent weld joints must use PURPLE primer. No exceptions.

Primer shall be NSF 61 & NSF 14 approved, meeting requirements of ASTM F 656, and PURPLE.

Solvent cement shall be NSF 61 & NSF 14 approved, meeting requirements of ASTM D 2564.

2.2 VALVES

2.2.1 GATE VALVES

Gate valves shall be domestic brand and conform to the latest revision of the AWWA resilient seated gate valve standard AWWA C509 or AWWA C515 and approved for working pressures of 150 psi. Provide cast iron valve box with word “water” cast into lid.

Gate valves shall have mechanical joint ends with square nut operators, except valves 2” or less may be threaded for use with MIP x Comp. adapters.

2.2.2 CURB VALVES

Curb valves shall be no-lead brass or stainless steel and approved for working pressures of 150 psi. Provide cast iron valve box & lid.

2.3 HARDWARE AND MISCALLENOUS MATERIALS

2.3.1 DETECTABLE WARNING TAPE

Underground marking tape shall be a 3 inch minimum width detectable marking tape, with a minimum 5.0 mil overall thickness. Tape shall be manufactured using a 0.8 mil clear virgin polypropylene film, reverse printed and laminated to a 0.35 mil solid aluminum foil core, and then laminated to a 3.75 mil clear virgin polyethylene film. Tape shall be printed using a striped design for maximum visibility and meet the APWA Color-Code standard for identification of buried utilities. Install tape approximately 18" below grade, directly above the water main.

2.3.2 TAPS & SERVICE HARDWARE

All non-metallic pipe taps must be made with saddles. No direct tapping will be permitted.

Saddles & corp stops shall be from the same manufacturer, with matching threads.

Service hardware to be constructed of coated ductile iron, stainless steel, or no-lead brass.

2.3.3 FIRE HYDRANTS

Dry barrel conforming to AWWA C502, 5-1/4” barrel, epoxy coated. Two hose nozzles, one pumper nozzle, with replaceable threads. Left open, 250 psi working pressure.

2.3.4 JOINT RESTRAINTS

Where indicated on the drawings or otherwise required, provide mechanical joint restraint devices with gripper wedges incorporated into a follower gland and specifically designed for the pipe material and meeting the requirements of AWWA C110/A21.10. Gland body, wedges and wedge actuating components shall be cast or ductile iron material in accordance with ASTM A536.

Where fittings, valves, etc. are within 4', duct lugs and not less than two stainless steel rods may be used to restrain between each other, in lieu of gripper wedge style glands.

2.4 DISINFECTION

All chemicals used shall be NSF 60 approved. Chlorinating materials shall conform to the following:

Chlorine, Liquid: AWWA B301.

Hypochlorite, Calcium and Sodium: AWWA B300.

3.1 PLACING AND LAYING

Refer to “excavation, trenching, and backfilling for utility systems” specification.

PVC pipe shall be installed and backfilled in accordance with AWWA C605. Install a gasketed long body mechanical joint coupling each 500’ of straight, solvent weld pipe.

DIP pipe shall be installed and backfilled in accordance with AWWA C600.

HDPE and PEX pipe shall be installed and backfilled in accordance with AWWA M55, ASTM D2774, and Plastics Pipe Institute (PPI) Handbook of PE Pipe.

Pipe materials shall not be dropped or dumped into the trench. Except where necessary in making connections with other lines, pipe shall be laid with the bells facing in the direction of laying. The full length of each section of pipe shall rest solidly upon the pipe bedding. Pipe shall not be laid in water or when trench conditions are unsuitable for the work. Water shall be kept out of the trench until joints are complete. When work is not in progress, open ends of pipe, fittings, and valves shall be securely closed so that no trench water, earth, or other substance will enter the pipes or fittings.

Pipe ends left for future connections shall be valved, plugged, or capped, and anchored.

MHU Service lines, regardless of material, shall transition to ¾” schedule 40 PVC and turn vertical under the footprint of the MHU, at locations generally as shown on the details.
