0830: The COR (Bonanno) provided a quick introduction and purpose of the site visit. As introductions were being made a sign in sheet was handed out which was filed out by each member of the site visit. A copy was scanned and emailed to CT on 11 Aug 23.

Following introductions, the COR relayed the following:

1. Safety o Stay together as a group.

o Watch your foot placement.

o Keep vehicles parked in an organized manner.

o The site has truck hauling operations beginning on or around 0830. Stay in a group and beware of truck traffic. The Corps and County ensured everyone had PPE and the trucking company said they would stop operations during the site visit.

2. Brief project description was provided and the COR relayed that the bidders should review the “Instructions for technical inquiries and questions” (see attached). Submit any questions per the

ITB.

3. An aerial view of the project is provided (see attached maps). Note the start location for this site visit is the North Land Based staging area.

A question was asked if this is the only spot where land based access can be achieved. What are the limits of access? The County could not answer and the COR requested the prospective bidding Contractor submit their question in accordance with the Instructions for Technical Inquiries (ITI) provided in the bid documents as well as the agenda provided at the site visit.

Another question was asked regarding site restoration. The COR requested that this be submitted as a question per the instructions provided in the ITI.

A bidder asked if there are work restrictions. The COR answered that there are, and an amendment will be sent out in the near future. This question could also be submitted per the

ITI.

A prospective bidder asked how long is the current contract that the County is administering at the Staging Area off Ellison Wilson. The County answered this contract is over on 18 Sep 23.

At 0845 the group departed the Land Based Staging Area for Jim Barry Park.

0945 hours the COR arrived and the group of bidders were ready to board the County’s vessels. At 1000 the group split up between two vessels and the County piloted each group to Peanut Island.

Peanut Island arrival was 1010.

1015: County Engineer Dave Swigler provided a brief overview of Peanut Island and how each side is divided into two DMMA (one FIND and one Port of Palm Beach). He continued by providing an outline of what we will tour and be able to see during this segment.

1025: viewed the SW corner of the island’s unloading platform.

A bidder asked if the sand around the SW bulkhead could be dredged. COR asked if they could submit that question per the ITI.

Another bidder asked if security would be provided to control the public. The COR mentioned to refer to the contract which requires the Contractor to provide security in section 01 50 02 Temporary Construction Facilities. This specification section was reviewed with the prospective bidders after the Peanut Island segment. The COR encouraged them to submit per the ITI.

1030: the group walked to the top of the DMMA.

A contractor commented that there was a Gumbo Limbo tree onsite. The COR stated there is an environmental protection specification they should refer to regarding existing vegetation and if any clarification is required to submit a question via the ITI and that we can consult with the County regarding any permit protected tree species.

Another prospective bidder asked where would the Government like the office trailer to be placed? The COR answered to refer to the specifications and submit via the ITI if additional clarification is required.

Following the Peanut island visit the group looked at the contract specification section regarding Temporary Construction Facilities.

1100: the groups departed Peanut Island for the landside docks. A representative from Earth Balance (C. Boyce) showed up and said he went to the wrong location and missed the Peanut Island boat trip.

1120: the groups split up and were informed that the prebid site visit would resume at South Bryant Park at 1400 hours.

1400 hours: the parties resumed the prebid site visit at South Bryant park and were able to view the location for the island construction from the west side of the IWW. The COR made mention that Earth Balance was not present at the Peanut Island segment of the trip and Earth Balance made mention that they are planting company. Another contractor if they could be listed on the sign in sheet. Earth Balance said they were able to sign in.
