a) Water Stages. Water levels in the project area are mainly affected by wind and semi-diurnal tidal fluctuations in the Atlantic Ocean. The project area is subject to tropical system storm surge from June through November. Surge from extratropical storms may affect the area any time of the year.

Elevations of tidal datums in the vicinity of the project area were gathered using the National Oceanic and Atmospheric Administration’s (NOAA) National Ocean Service (NOS) tide stations shown in Figure 1 and Tables 1 – 2. These data are referenced to Mean Lower-Low Water (MLLW) from the tidal epoch period of 1983 – 2001 and are based on a controlling tide station near Virginia Key, Biscayne Bay, Florida (NOAA Tide Station 8723214). Additional tidal data on stations in the vicinity of the subject project area can be found at the following website:

https://tidesandcurrents.noaa.gov/map/index.html?region=Florida.

The elevations in Table 1 are taken from NOAA’s Tide Station 8722588 (Port of West Palm Beach, FL).

These datums are based on a 2-year analysis from October 2008 – September 2010 from a gauge near Peanut Island which is within Lake Worth Lagoon. Table 2 provides datums taken from NOAA’s Tide Station 8722669 (Lake Worth ICW, FL). These elevations are based on a 2-year analysis from October 2008 – September 2010.

i. U.S. Coast Pilot Volume 4, Atlantic Coast: Cape Henry to Key West, U.S. Department of Commerce, National Oceanic and Atmospheric Administration, National Ocean Service is a publication that supplements the navigational information shown on NOAA’s NOS nautical charts and provides miscellaneous meteorological data. This publication is available through NOAA or on the following website: https://nauticalcharts.noaa.gov/publications/coast-pilot/index.html.

ii. U.S. Army Corps of Engineers’ Coastal & Hydraulics Laboratory, Wave Information Study (WIS) Database is a wave hindcast database for various stations located along the U.S. Atlantic, Gulf of Mexico, and Caribbean coastlines. WIS Station 63459 is in roughly 342 meters of water relative to the Mean Sea Level (MSL) datum (i.e., 1122 ft-MSL) at 26° 45.0' N, 79° 49.98' W. This station lies approximately 13.4 miles east of the Palm Beach Inlet. Available data includes a hindcast time series of wave height, wave spread, wave period, wave and wind direction, and wind speed at 1-hour intervals for the 41-year period of 1980 – 2021. The following website provides links to WIS summary tables and plots, as well as other sources of wave data: https://wisportal.erdc.dren.mil/.

iii. National Data Buoy Center (NDBC) Website provides a wide range of real-time and archived meteorological and oceanographic data collected at offshore and nearshore stations worldwide. Data provided on this website include wind speed, wind gusts, atmospheric pressure, air temperature, sea temperature, wave height, and wave period. Gauge readings are updated hourly, and archived data is available for most stations. Data relevant to Florida projects are found at the following website:https://www.ndbc.noaa.gov/.

c) Weather Conditions. The project area is subject to tropical systems June through November and to windy and rainy weather any time of the year. The climate of the area is essentially tropical, as temperatures below freezing are seldom. During the wet season (May through October), rainfall events are usually short and sporadic and closely associated with convective activity. Winter months generally constitute the dry season, where rainfall is typically associated with mid-latitude, or extratropical, systems and distributed in a more spatially uniform pattern. Daily rainfall events in the dry season are occasionally heavy when mid-latitude systems impact northeast Florida. Notably, hazardous thunderstorms can occur in this area at any time of the year.

iv. It is the contractor's responsibility to obtain information concerning weather conditions in the project area. The Climate Data Online website (https://www.ncdc.noaa.gov/cdo-web/) published by NOAA’s National Centers for Environmental Information (formerly the National Climatic Data Center) in Asheville, North Carolina contains climatological and meteorological data relevant to this region.

Available data include quality-controlled daily, monthly, seasonal, and yearly measurements of temperature, precipitation, wind, and degree days as well as radar data and 15- to 30-year climate normals.

NOAA’s Climate Data Online website includes Monthly Normals (average values) for temperature, precipitation, and other climatological information over three periods: 1981-2010, 1991-2020, and 2006- 2020. NOAA’s West Palm Beach International Airport, FL station (ID USW00012844) is closest to the project area and lies roughly 4.0 miles west of the project site at 26° 41.0' N, 80° 6.0' W. The most applicable period for data at this site is likely 1991-2020 and is found at the following website:

https://www.ncei.noaa.gov/maps/normals/.

Upon completion of the work, promptly remove the plant, including ranges, buoys, piles, and other marks placed under the Contract in navigable waters or on shore.

1.6 LAYOUT OF WORK

Read this paragraph in conjunction with the Clause LAYOUT OF WORK (FAR 52.236-17) of Section 00700 CONTRACT CLAUSES in Volume 1.

1.6.1 Established Project Control

The Government has established monuments along the work site(s). Each monument is represented in the contract drawings by a Designation and in most cases, an alphanumeric Permanent Identifier (PID). Information concerning the location and elevations can be found within the Survey Notes on the plan sheets. The Survey Notes for each included field survey will cite a particular survey number, and specify the control used to conduct that survey. Additional information is included in the Survey Notes that must be duplicated if an attempt to recreate the subject survey is desired.

For navigation channels, the Government has established tidal calibration sites for projects constructed and maintained to a tidal datum. Each tidal calibration site is represented in the plan sheet drawings by Station ID, and is cited in the Survey Notes. Calibrate all projects constructed and maintained to a tidal datum to the Station ID specified in the plan sheet drawings. Information regarding the location and associated benchmarks of the referenced Station ID is included in the Monument Description section of these specifications.

See Section 00 31 21 CONTROL MONUMENT DESCRIPTIONS.

1.6.2 Layout

From the monuments, control data and elevations established by the Government, complete the layout of the work and obtain all measurements that may be required for the execution of the work to the location and limit marks prescribed in the specifications or on the contract drawings, subject to such modifications as the Contracting Officer may require to meet changed conditions or as a result of necessary modifications to the contract work.

1.6.3 Survey

Provide equipment, tools, material, labor for laying out any part of the work from the monuments, control data, and elevations established by the Government. Maintain and preserve all monuments, stakes and other marks established by the Contracting Officer until authorized to remove them, and if such marks or monuments are destroyed by the Contractor or through negligence, prior to their authorized removal, they may be replaced by the Contracting Officer, at their discretion, and the expense of replacement will be deducted from any amounts due or to become due the Contractor.

The Contracting Officer may require that work be suspended at any time when location and limit marks established by the Contractor are not reasonably adequate to permit checking of the work.

W912EP23B0014 SECTION 01 11 00 Page 4

1.7 DAMAGE TO WORK

The responsibility for damage to any part of the permanent work will be as set forth in Clause PERMITS AND RESPONSIBILITIES of Section 00700 CONTRACT CLAUSES in Volume 1. However, if, in the judgment of the Contracting Officer, any part of the permanent work performed by the Contractor is damaged by flood, earthquake, hurricane, or tornado, which damage is not due to the failure of the Contractor to take reasonable precautions or to exercise sound engineering and construction practices in the conduct of the work, make the repairs as ordered by the Contracting Officer and full compensation for such repairs will be made at the applicable Contract unit or job prices as fixed and established in the Contract. If, in the opinion of the Contracting Officer, there are no contract unit or job prices applicable to any part of such work, an equitable adjustment pursuant to Clause CHANGES of Section 00700 CONTRACT CLAUSES in Volume 1 will be made as full compensation for the repairs of that part of the permanent work for which there are no applicable contract unit or job prices. Except as herein provided, repair damage to all work (including temporary construction), utilities, materials, equipment and plant to the satisfaction of the Contracting Officer at the Contractor's expense, regardless of the cause of such damage.

1.8 TIME EXTENSIONS FOR UNUSUALLY SEVERE WEATHER (31 OCT 1989)

This provision specifies the procedure for the determination of time extensions for unusually severe weather in accordance with the Clause DEFAULT (FIXED-PRICE CONSTRUCTION) of Section 00700 CONTRACT CLAUSES in Volume 1. In order for the Contracting Officer to award a time extension under this clause, the following conditions must be satisfied:

a. The weather experienced at the project site during the contract period must be found to be unusually severe; that is, more severe than the adverse weather anticipated for the project location during any given month.

b. The unusually severe weather must actually cause a delay to the completion of the project. The delay must be beyond the control and without the fault or negligence of the Contractor.

1.8.1 Schedule of Monthly Anticipated Adverse Weather Delays

The schedule of monthly anticipated adverse weather delays is based upon National Oceanic and Atmospheric Administration (NOAA) or similar data for the project location and will constitute the base line for monthly weather time evaluations. The Contractor's progress schedule must reflect these anticipated adverse weather delays in all weather dependent activities.

See Section 00 33 50 WEATHER, WATER STAGE AND TIDE DATA to obtain MONTHLY

ANTICIPATED ADVERSE WEATHER DELAY WORK DAYS BASED ON 5-DAY WORK WEEK. A

reasonable number of anticipated weather delay work days is obtained from the average number of days per month (rounded to the nearest whole number) with precipitation greater than that indicated in Section 00 33 50

WEATHER, WATER STAGE AND TIDE DATA.

1.8.2 Contractor Responsibility

Upon acknowledgment of the Notice to Proceed (NTP) and continuing throughout the Contract, record on the daily CQC report the occurrence of adverse weather and resultant impact to normally scheduled work. Actual adverse weather delay days must prevent work on critical activities for 50

W912EP23B0014 SECTION 01 11 00 Page 5 percent or more of the Contractor's scheduled work day. Include the number of actual adverse weather delay days impacted by actual adverse weather (even if adverse weather occurred in previous month), be calculated chronologically from the first to the last day of each month, and be recorded as full days. If the number of actual adverse weather delay days exceeds the number of days anticipated in Section 00 33 50 WEATHER, WATER STAGE AND TIDE DATA (rounded to the nearest whole number), the Contracting Officer will convert any qualifying delays to calendar days, giving full consideration for equivalent fair weather work days, and issue a modification in accordance with the Clause DEFAULT (FIXED PRICE CONSTRUCTION) of Section 00700 CONTRACT CLAUSES in Volume 1.

1.9 UNITS OF MEASURE

The standard U.S. system or the metric systems of measure may be utilized by the Contractor in the performance of work. Clearly denote which system of measure is being utilized, referenced or discussed on all survey records, official documentation, engineering data, and all correspondence, including any submittals and shop drawings. Any omission or inaccurate use of a unit of measure will not relieve the Contractor of their responsibilities under the Contract terms. The unit of measure used in this specification is the standard U.S. system. The contract drawings denote both standard U.S. system and metric system where appropriate. If no unit of measure is indicated on the drawing such as on ranges, stations, slope elevations, and distance numbers, then they are to be considered the standard U.S. system.

MEASUREMENT AND PAYMENT

PART 1 GENERAL

1.1 SUMMARY

This section describes how Line Items will be measured and paid for when making progress payments. Work to be measured is described in specification sections listed for each Line Item. Measurement procedures for payment, required quantity survey or procurement documentation and payment restrictions are described in applicable specification sections.

Allocate costs for work not specifically mentioned to the Line Item most closely associated with work involved. Unless there is a specific Line Item for administrative costs, such as Quality Control and Safety, allocate such costs proportionally across all Line Items.

1.2 RESIDENT MANAGEMENT SYSTEM (RMS)

1.2.1 Definition

The terms Contract Line Item Number (CLIN) and Line Item are interchangeable herein (e.g.: CLIN 0001 is Line Item 0001). The term CLIN is a contracting term used in the Resident Management System (RMS) payment data base.

1.2.2 Instructions

See Section 01 45 00 RESIDENT MANAGEMENT SYSTEM CONTRACTOR MODE (RMS CM) for more information on CLINs, schedule of values of pay activities and construction schedule, and payment procedures. The Contractor mode user manual with in-depth instructions can be downloaded from the RMS web site indicated in Section 01 45 00 RESIDENT MANAGEMENT SYSTEM CONTRACTOR MODE

(RMS CM).

1.4 JOB PAYMENT ITEMS

Payment items for the work of this contract for which contract lump sum payments will be made are listed in the LINE ITEMS AND PRICING SCHEDULE with the unit JOB and described below. All costs for items of work, which are not specifically mentioned to be included in a particular job or unit price payment item, will be included in the listed job item most closely associated with the work involved. The job price and payment made for each item listed will constitute full compensation for furnishing all plant, labor, materials, and equipment, and performing any associated Contractor quality control, environmental protection, meeting safety requirements, tests and reports, and for performing all work required for which separate payment is not otherwise provided.

Progress payments for job CLINs will be made in accordance with the Payments Under Fixed-Price Construction Contracts clause of Section 00700 CONTRACT CLAUSES in Volume 1. Submit Schedule of Values for Government approval with the baseline schedule submittal (see Section 01 32 01 PROJECT SCHEDULE). Include a list of pay activities to breakdown bid for each job CLIN as part of the RMS Schedule. Schedule of Values will become basis for CLIN and Pay Activity data in the RMS payment data base. An unbalanced Schedule of Values and Pay Activity Schedule will be returned for revision. If this contract contains either the Continuing Contracts clause or the Continuing Contracts (Alternate) clause, take into account the amount reserved for contract payments when preparing the construction schedule.

1.4.1 Mobilization and Demobilization (Line Item 0001)

Payment will be made for costs associated with and incidental to mobilization and demobilization and establishment of initial project management and coordination. See Clause PAYMENT FOR MOBILIZATION AND DEMOBILIZATION of Section 00700 CONTRACT CLAUSES in Volume 1.

1.4.2 Turbidity Monitoring (Line Item 0007)

Payment will be made for costs associated with and incidental to obtaining, analyzing, and reporting the results of monitoring for turbidity. See Section 01 57 25 TURBIDITY AND DISPOSAL MONITORING.

1.4.3 Vibration Control and Monitoring (Line Item 0008)

Payment will be made for costs associated with and incidental to the protection of existing structures from construction activities and monitoring. Vibration Control and Monitoring is not required at the placement site. See Section 02 22 13 VIBRATION MONITORING REQUIREMENTS FOR

EXISTING STRUCTURES.

1.4.4 Environmental Species Monitoring (Line Item 0014)

Payment will be made for costs associated with and incidental to environmental species monitoring. See Section 01 57 20 ENVIRONMENTAL

PROTECTION.

W912EP23B0014 SECTION 01 22 00 Page 4

1.5 UNIT PRICE PAYMENT ITEMS

Payment items for the work of this contract on which the contract unit price payments will be made are listed in the LINE ITEMS AND PRICING SCHEDULE and described below. The unit price and payment made for each item listed will constitute full compensation for furnishing all plant, labor, materials, and equipment, and performing any associated Contractor quality control, environmental protection, meeting safety requirements, tests and reports, and for performing all work required for each of the unit price items.

Each Unit Price CLIN may be a single pay activity item or may be broken down into pay activities with smaller quantities equal to CLIN total.

Contract unit price multiplied by agreed quantity is full compensation.

1.5.1 Bonefish Cove Fill (Line Item 0002)

1.5.1.1 Payment

Payment will be made for costs associated with or incidental to borrow, processing (removal of unsuitable fill), transportation, and placement of satisfactory materials; providing and maintaining access to the work site(s) and borrow area(s); noise control; and all other ancillary services associated with fill placement not specifically covered by other Line Items.

The Government will pay the Contractor progress payments for that volume of fill material delivered and placed within the fill site footprint and below the high tolerance at 50 percent of the CLIN unit-price. The remaining 50 percent payment will be made upon final in-place acceptance by the Contracting Officer as verified by Government Survey. Payment will not be made for material placed outside the design footprint or specified tolerances.

Unsuitable material excavated from the borrow area and removed from the project site will not be paid for under this line item.

Material excavated from the borrow area and placed as part of oyster reef structures, as described in 31 00 01 EARTHWORK DREDGE MATERIAL MANAGEMENT AREAS, will be paid for under this line item.

1.5.1.2 Measurement

The total amount of material placed, and to be paid for under this contract, will be measured by the volume excavated from the borrow area with quantities determined by digital terrain model (DTM) surface to surface computations. The Government will perform initial, progress, and final surveys in accordance with the clause QUANTITY SURVEYS of Section 00700 CONTRACT CLAUSES in Volume 1. The progress surveys will be performed based on amount of material transported from the borrow area to the fill site, as documented by the Contractor's Fill Material Transportation Log. When transported fill material totals meet 30,000 cubic yards, progress surveys will be performed by the Government. The initial and final DTM surfaces used for calculation of quantities will be determined from the original (initial surface) survey performed by the Government after clearing and grubbing by the Contractor, and the progress survey grade after excavation. Survey performed by the Government at the fill site will be used to approximately verify placed volume and to quantify deducted volume for material placed beyond the footprint or above

W912EP23B0014 SECTION 01 22 00 Page 5 the high tolerance.

1.5.2 Wavebreak Stone, R-1500 (Line Item 0003)

1.5.2.1 Payment

Payment will be based upon the per unit price subject to acceptance by the Contracting Officer on the basis of both suitable documentation provided and observation of the works installed and in-place. The per unit price includes payment for all prerequisite and incidental costs associated with in-place stone, including purchase, weighing, furnishing, storing, loading, unloading, transporting, stockpiling, placing, shaping, and condition surveys.

The Government will pay the Contractor progress payments for that tonnage of stone delivered to the storage/staging area at 50 percent of the CLIN unit-price. The remaining 50 percent payment will be made upon final in-place acceptance by the Contracting Officer as verified by Government survey. Payment will not be made for excess stone, stone placed beyond the specified tolerance, or unsuitable stone as defined in Section 35 31 19 STONE PROTECTION. Stone placed completely above or partially above the specified tolerance will be evaluated and determined by the Contracting Officer to either be reworked to be below the tolerance limits at no additional cost to the Government or deducted from payment. Deduction of payment can be for portions of stones that are above the tolerance. The weight of stone ineligible for payment will be computed as described in the following Measurement section. If the initial 50 percent payment was already made for excess stone, unsuitable material, or misplaced stone, this payment amount will be deducted from future progress payments or final payment.

1.5.2.2 Measurement

Provide certificates of calibration for weight scales used to weigh stone brought to the site for incorporation in this project by the Contractor.

The truck scales will be inspected and approved by the Contracting Officer prior to use. Weigh all stone for in place finished work dry in the stone's natural state by certified scale weight. Weigh trucks before and after loading or before and after unloading by a sworn weigher, and in a manner satisfactory to the Contracting Officer. Plainly mark each truck by a number or letter that is not changed or given to any other truck during the period of the contract. All costs incidental to weight determination are the responsibility of the Contractor.

Provide records for rock weight that has arrived to the work site and is used in the structure section being requested for payment. Provide original weight tickets signed by the stone supplier's representative to the Contracting Officer weekly and summarize as a weight ticket log that lists truck number, delivery date and weight of all armor stone material delivered to work site or removed from the work site. There are no exceptions to this requirement for payment. Weigh any unsuitable material, as defined in Section 35 31 19 STONE PROTECTION, that was part of the arriving stone again prior to removal from the site and deduct from the payment. Deduct stone placed in excess of the specified tolerances from payment by computing the weight of the stone (density of 140 pounds per

W912EP23B0014 SECTION 01 22 00 Page 6 cubic foot or as determined by the reporting requirements from the Contractor's selected quarry) in excess of the prescribed tolerance. Weigh any stone not utilized in the final acceptance of the structure and deduct from the final payment.

Government survey taken by laser scan will be used to ensure the structure is within specified tolerances. A surface to surface calculation between the survey surface and the design template upper tolerance will be used to determine excess volume to be deducted from payment. Stone measurement will be calculated by surface to surface using a Government survey which is taken by a laser scan.

The estimated amounts of stone shown in Section 00010A LINE ITEMS AND PRICING SCHEDULE is based upon stone weighing 140 pounds per cubic foot, placed to the neat lines and grades of the design (including stones covering geotextile) with estimated voids of 20 percent within the structure.
