QUESTIONS AND ANSWERS

The following section has been revised in the purchase description to read:

i. Quality Control: The Contractor shall establish and maintain quality control for the rock fill material and its operations to assure compliance with contract requirements and maintain records of its quality control for all operations including but not limited to the following: loading and delivery of barges, rock fill material, daily delivery totals.

Questions and Answers

1. Will the contractor have communication access to the USACE personnel “loading and delivery of barges” to tally the total number of barges loaded each day? Yes, USACE personnel will be at the job site.

2. Confirm that the work is not subject to the Davis Bacon Act? No, this requirement is considered a supply as the contractor is just providing Stone Fill.

3. Does this project require a bid bond or bid guarantee? NO

4. Is this project sales tax exempt? YES, if needed a tax exempt letter can be provided

5. Will GC or subcontractors need badging to get into loading areas? NO

6. Where will the designated parking area be for workers accessing the construction site?

YES, John Hay boat launch parking, however this is not a construction project.

7. Will the government accept the use of the industry leading Procore Project Management software as the primary submittal and data tracking tool for this project? NO, Submittals shall be done via email to the government POC.

8. Is there a budget or range on this project? The budget is based on an estimated figure per ton for the base amount of the contract. This is is NOT a construction project.

9. How will proposals be submitted? E-mail to government contact specialist with cover page information

10. Please confirm that total base duration is 9 weeks from NTP? NTP will be the date the contract is signed. Delivery shall be available no later than 2 weeks after NTP (contract award) and base quantity shall be delivered no later than 9 work weeks after the first delivery. See purchase description section g.

11. Are there any Liquidated Damages on this project? NO.

12. What permits will be needed for this project? Depending on where the rock is sourced and the weight of each truck permits may be required from state or local townships.

13. Will the area be closed off for visitor traffic? Yes, the site will be closed during the duration of this project except for the evening of the 4th of July when the park will be open for the viewing of fireworks.

14. Will the contractor be able to close the area to visitor traffic? Yes.

15. Will the full area of John Hay Recreation be available for use by the contractor? Yes.

16. Do both of the hard point pieces of equipment need to be a dozer or could one be a track hoe? No, an equivalent weighted unit would be acceptable.

17. Will the rock be able to be stockpiled and loaded off of the gravel parking lot or will is a barrier required between the parking lot and rock? For example steel or rock boxes? As long as the rock can be efficiently loaded onto the barges without lifting the existing gravel from the parking lot no additional equipment is required.

18. What is the extent (boundary) of the government owned property? Does it extend from the boat ramp to the railroad tracks? The contractor will only have access to the already cleared gravel parking area of John Hay boat launch as well as the corresponding river bank along the gravel lot.

19. Will the boat ramp be closed to the public during the delivery and loading of the stone on to the barges? Yes, except for the evening of 4th of July for the viewing of fireworks to the public.

20. Is procurement from an approved Illinois DOT quarry required? Is stone quarried from the Central Stone Quarry located in Huntington, Missouri an acceptable alternative?

Illinois approved Quarries will meet Missouri standards, therefore the Central Stone Quarry is acceptable.

21. Provide the Rock Island District list of rock fill material sources.

http://www.mvr.usace.army.mil/About/Offices/Engineering-and- Construction/Geotechnical-Branch/

22. The Shinn Kellogg method of securing and loading of the barges includes driving sheet piling to stabilize the riverbank and to dock the barges. Is there an existing SWPPP or NPDES for the boat ramp property? If not, is the contractor required to attain such permit before beginning the work? This work can be performed without the need of sheet piling the bank which would require a permit.. In previous years, a riprap embankment was built to stabilize the bank and create a working platform for loading. This is NOT a construction project

23. Heavy equipment may be required to be used to both anchor the barges and to adjust the position of the barges, are there anchor points in the riverfront working area for the barges. No, there for the heavy equipment must be used as anchor points.

24. The RFQ indicates that USACE can provide a spud barge to assist in the loading. If deemed necessary, will the spud barge(s) be available during the loading of the barges?

Yes, a spud barge will be used at the loading site to stabilize rock barges.

25. Re-commissioning repairing damaging areas to the boat ramp and repairs are required.

How much of 340th Street between the boat ramp and Illinois Highway 106 does the ACE own and/or maintain? The gate to John Hay recreational area marks the USACE property line. This is a supply contract and not a construction project. Re-commissioning of boat ramp and armor stone barrier, repairs to damaged areas is not required. This section has been amended.

26. Are there currently any weight restrictions on Illinois Highway 106 or 340th Street?

Contact Pike County for current information.

27. What county on Illinois is the project located? John Hay is located in Pike County, IL.

28. It appears that 340th Street is a county owned road? Does the county require permits/agreements to utilize the road and is there a cost to use the road to deliver the stone? Contact Pike County for information on required permits. No there are no current agreements.

29. Is erosion control such as silt fence required in the area of the barge docking and stone storage areas? No.

30. Is a security fence required around the site or is a locked gate across 340th Street sufficient? Does the USACE require the site to be manned 24 hours per day and 7 days per week? No fence will be required. The gate will be lock at the end of each working day. Any security beyond that is at the contractor’s discretion.
