Attachment A (Map of USACE recommended rock fill delivery site).
3. Specifications: A total of 80,000 tons of rock fill, in accordance with paragraph k, is to be delivered according to the Scope of Work. The Contractor shall ensure the rock fill is delivered as follows:
a. Minimum Rate of delivery – 1,500 tons per 10 hour workday (7:00 a.m. to 5:30 p.m.);
6 days per week (Monday thru Saturday). Applicable to Base and all options.
Base: 80,000 tons of rock fill (stone) to be delivered onto Government barges located on the Upper Mississippi River, in pool 22, between river mile markers 302 and 313.
See delivery information contained in f-h below.

b. Load Site: The government loading site is located at John Hay boat ramp, Highway 106, East Hannibal, IL (see Attachment A). All costs incurred with the deliveries are at the CONTRACTORS EXPENSE. NOTE – at no time shall the loading site selected by the Contractor impede or otherwise interfere with the normal navigation of commercial barge traffic.
It is highly recommended that all offerors coordinate all required approvals and/or costs associated with necessary agreements, permits etc., whether required by local city municipalities and/or privately owned businesses prior to submission of offer to USACE Rock Island District Contracting Office.
Barge Loading:
i. Rock fill will be required to be placed on Government barges by a method that does not allow rock fill to fall greater than four feet onto the barge deck surface. This will minimize damage to Government barges due to rock fill impact.
Regardless of the delivery method, rock fill must be uniformly distributed on Government barges. It will not be acceptable to simply dump rock fill directly on the barge surface without a method of full and even distribution. It is recommended that the Contractor utilize a long reach excavator to safety load and arrange rock onto barges.
ii. Provide at least two (2) pieces of heavy equipment (ie. bulldozers) to serve as anchoring points for USACE barges. Equipment should be fully operational and capable of adjusting the position of barges, as needed. USACE can provide a spud barge to assist in loading, no other equipment will be provided.
iii. The Contractor shall provide the USACE Contracting Officer with the method of securing and loading of barges as a part of bid submission.
c. Delays: Delays by the Government to ensure a safe work environment may occur due to equipment maintenance, breakdowns, or any number of severe river or weather conditions that may arise during the course of deliveries. In the event that a delay occurs, the Government Point of Contact (POC) will immediately notify the Contractor and the Contracting Officer (KO) of the cause and the anticipated duration of the delay. The KO will then negotiate an extension to the contract completion date once the delay has been resolved. The POC will notify the Contractor (within 24 hours) when deliveries can resume. Depending on the length of the delay, additional time (days) may be added to the duration of the contract.
d. Additional information: Specifications of the Government barges are 35 feet wide by
150 feet long. Average draft empty: 2 feet & average draft full: 6 to 7 feet. Load amounts of rock fill per barge may vary between 400 – 700 tons depending on the loading arrangement, placement site water depth, and/or ramp configuration.
e. Delivery start date: Delivery shall be available no later than two (2) weeks after notice to proceed is given to Contractor by Government. Project is ESTIMATED to begin around June 15, 2020, but may very due to unforeseen delays mentioned above.
f. Work Schedule: Contractor will be required to deliver rock fill during a normal work week (Monday thru Saturday) schedule. The Contractor will (at their own expense) only be required to make deliveries during weekends (Sunday) or Federal holidays, if daily delivery rates of 1,500 tons/day are not maintained during a normal week. The Contractor Quality Control and the Government POC will verify rock receipts and running totals daily. A once per week update of totals shall be provided by the Contractor to the KO, by close of business Wednesday of each week that deliveries are in progress.
g. Delivery completion date: Based on contract award/start date and minimum Rate of
Delivery = 1,500 tons/day, the entire Base quantity shall be delivered no later than nine
(9) work weeks after first delivery. Additional time will be added to the contract completion date commensurate with quantity required and daily rate (min. 1,500 tons/day) for each option that is exercised (if exercised).
h. General: These specifications cover the furnishing of all material, labor, equipment and all appurtenant facilities required to furnish, deliver and unload stone materials in conformity with these specifications. The stone shall be furnished “freight on board” (f.o.b.) Government barges.
It is expected that all offerors will have acquainted themselves with all information concerning the existing conditions affecting transportation of stone materials from the quarry to the point of delivery and that adequate river depths exist which will permit access to mooring facilities and to the loading docks by Government barges. Failure to acquaint themselves with all available information concerning roadways and other items affecting this ability to furnish and deliver the materials, as specified, will not relieve the Contractor from responsibility for making deliveries of materials at the rates prescribed.
Examples of potential costs to be incurred to the Contractor, could range from a cost for the use of a ramp or loader equipment, to a cost to the county for the use of the roadways and subsequent damage to such roads. These examples are not all inclusive and all costs should be reflected in the quote.
i. Measurement: All rock fill will be measured for payment by weighing on state certified scales. Scales shall be certified by the state or calibrated by a company licensed by the state using certified weights, within 30 days prior to start of delivery of rock fill. Scale certification documents must be presented to the POC, prior to first rock fill delivery.
j. Rock Fill Material: Rock fill shall be "shot rock" or "quarry run stone", i.e., no grading of the stone is required, except that the maximum size of the stone shall not exceed 600 pounds, neither the breadth nor the thickness of any piece shall be less than one-third of its length, not more than 50 percent shall pass a 1 inch sieve, and not more than 6 percent shall pass the No. 200 sieve. Rock fill materials need not be provided from the Rock Island District listed sources, and testing of rock fill materials is not required. Minor variations with regard to size, sieve, and fines will be allowed.
i. Quarry Source: The rock fill shall come from an approved Illinois DOT quarry.
After the award of the contract, the Contractor shall designate in writing only one listed source or combination of listed sources from which it proposes to furnish rock fill.
ii. Visual Inspection: A visual inspection of the rock fill shall be conducted by the Contracting Officer prior to any rock fill being delivered to the site. If the Contracting Officer, during the visual inspection, suspects that the weights of stone being furnished are not as specified, supplemental sampling and testing by the Contractor will be required. Samples of the delivered stone for testing and the manner in which the test is performed will be as directed by the Contracting Officer.
When test results indicate that the materials do not meet specified requirements, the additional sampling and testing will be at the Contractor's expense.
iii. Quality Control: The Contractor shall establish and maintain quality control for the rock fill material and its operations to assure compliance with contract requirements and maintain records of its quality control for all operations including but not limited to the following: loading and delivery of barges, rock fill material, daily delivery totals, pre/post condition surveys, re-commissioning of boat ramp and armor stone barrier, repairs to damaged areas.

The NAICS code(s) and small business size standard(s) for this acquisition appear elsewhere in the solicitation. However, the small business size standard for a concern which submits an offer in its own name, but which proposes to furnish an item which it did not itself manufacture, is 500 employees.
(b) Submission of offers. Submit signed and dated offers to the office specified in this solicitation at or before the exact time specified in this solicitation. Offers may be submitted on the SF 1449, letterhead stationery, or as otherwise specified in the solicitation. As a minimum, offers must show--
(1) The solicitation number;
(2) The time specified in the solicitation for receipt of offers;
(3) The name, address, and telephone number of the offeror;
(4) A technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, or other documents, if necessary;
(5) Terms of any express warranty;
(6) Price and any discount terms;
(7) "Remit to" address, if different than mailing address;
(8) A completed copy of the representations and certifications at FAR 52.212-3 (see FAR 52.212-3(b) for those representations and certifications that the offeror shall complete electronically);
(9) Acknowledgment of Solicitation Amendments;
(10) Past performance information, when included as an evaluation factor, to include recent and relevant contracts for the same or similar items and other references (including contract numbers, points of contact with telephone numbers and other relevant information); and
(11) If the offer is not submitted on the SF 1449, include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation. Offers that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration.
(c) Period for acceptance of offers. The offeror agrees to hold the prices in its offer firm for 30 calendar days from the date specified for receipt of offers, unless another time period is specified in an addendum to the solicitation.

(d) Product samples. When required by the solicitation, product samples shall be submitted at or prior to the time specified for receipt of offers. Unless otherwise specified in this solicitation, these samples shall be submitted at no expense to the Government, and returned at the sender's request and expense, unless they are destroyed during preaward testing.
(e) Multiple offers. Offerors are encouraged to submit multiple offers presenting alternative terms and conditions, including alternative line items (provided that the alternative line items are consistent with subpart 4.10 of the Federal Acquisition Regulation), or alternative commercial items for satisfying the requirements of this solicitation.
Each offer submitted will be evaluated separately.
(f) Late submissions, modifications, revisions, and withdrawals of offers:
(1) Offerors are responsible for submitting offers, and any modifications, revisions, or withdrawals, so as to reach the Government office designated in the solicitation by the time specified in the solicitation. If no time is specified in the solicitation, the time for receipt is 4:30 p.m., local time, for the designated Government office on the date that offers or revisions are due.
(2)(i) Any offer, modification, revision, or withdrawal of an offer received at the Government office designated in the solicitation after the exact time specified for receipt of offers is “late” and will not be considered unless it is received before award is made, the Contracting Officer determines that accepting the late offer would not unduly delay the acquisition; and--
(A) If it was transmitted through an electronic commerce method authorized by the solicitation, it was received at the initial point of entry to the Government infrastructure not later than 5:00 p.m. one working day prior to the date specified for receipt of offers; or
(B) There is acceptable evidence to establish that it was received at the Government installation designated for receipt of offers and was under the Government's control prior to the time set for receipt of offers; or
(C) If this solicitation is a request for proposals, it was the only proposal received.
(ii) However, a late modification of an otherwise successful offer, that makes its terms more favorable to the Government, will be considered at any time it is received and may be accepted.
(3) Acceptable evidence to establish the time of receipt at the Government installation includes the time/date stamp of that installation on the offer wrapper, other documentary evidence of receipt maintained by the installation, or oral testimony or statements of Government personnel.
(4) If an emergency or unanticipated event interrupts normal Government processes so that offers cannot be received at the Government office designated for receipt of offers by the exact time specified in the solicitation, and urgent Government requirements preclude amendment of the solicitation or other notice of an extension of the closing date, the time specified for receipt of offers will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume.
(5) Offers may be withdrawn by written notice received at any time before the exact time set for receipt of offers.
Oral offers in response to oral solicitations may be withdrawn orally. If the solicitation authorizes facsimile offers, offers may be withdrawn via facsimile received at any time before the exact time set for receipt of offers, subject to the conditions specified in the solicitation concerning facsimile offers. An offer may be withdrawn in person by an offeror or its authorized representative if, before the exact time set for receipt of offers, the identity of the person requesting withdrawal is established and the person signs a receipt for the offer.
(g) Contract award (not applicable to Invitation for Bids). The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror's initial offer should contain the offeror's best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received.
(h) Multiple awards. The Government may accept any item or group of items of an offer, unless the offeror qualifies the offer by specific limitations. Unless otherwise provided in the Schedule, offers may not be submitted for quantities less than those specified. The Government reserves the right to make an award on any item for a quantity less than the quantity offered, at the unit prices offered, unless the offeror specifies otherwise in the offer.
(i) Availability of requirements documents cited in the solicitation. The Offeror shall enter, in the block with its name and address on the cover page of its offer, the annotation ̀ `Unique Entity Identifier'' followed by the unique entity identifier that identifies the Offeror's name and address. The Offeror also shall enter its Electronic Funds Transfer (EFT) indicator, if applicable. The EFT indicator is a four-character suffix to the unique entity identifier. The suffix is assigned at the discretion of the Offeror to establish additional SAM records for identifying alternative EFT accounts (see subpart 32.11) for the same entity. If the Offeror does not have a unique entity identifier, it should contact the entity designated at www.sam.gov for unique entity identifier establishment directly to obtain one.
