SINGLE SOURCE DETERMINATION (including brand name)

1. CONTRACTING AGENCY: US Army Corps of Engineers (USACE), Walla

Walla District (CENWW-CT) 201 North 3rd, Walla Walla, WA 99362.

2. DESCRIPTION OF ACTION: This action is for a firm fixed price single source requirement using Fiscal Year 2014 BPA Large CAP funds to procure Allen-Bradley Variable Frequency Drives (VFD’s) and ancillary control equipment for the modification of the bridge crane at Lower Monumental Dam in the Walla Walla District.

3. DESCRIPTION OF SERVICE: As part of the new Adjustable Spillway Weir (ASW) at Little Goose Dam, the U.S. Army Corps of Engineers must provide new VFD’s and PLC’s for the ASW. This is a justification for brand name components which will be purchased by the contractor who receives the construction contract. Award is scheduled for July 2016. The estimated purchase price for one (1) new Allen Bradley VFD is $19,500.

The estimated purchase price for new Allen Bradley PLC equipment is $24,500. Allen- Bradley products are available from several distributors.

4. AUTHORITY CITED: FAR 13.106-1(b), Soliciting from a single source.

5. REASON FOR AUTHORITY CITED:

a. BACKGROUND: The new ASW system contains a hoist component that raises and lowers the ASW crest at varying speeds and under varying loads. In order to provide appropriate load and speed control VFDs are required to be installed in line with the hoist motor. The new drive controllers must be able to communicate with the, Programmable Logic Controller (PLC), and HMI systems. The new ASW system hoist is controlled through a PLC. That controller also provides communication to the powerhouse control room. Both the software and the programmed portion of the hardware (i.e. the firmware) are intellectual property protected by copyrights, patents, or similar laws. The hardware and software are functionally linked and legally protected from copying.

b. JUSTIFICATION: Using another brand VFD and PLC would result in problems with the interchange of parts between existing Allen Bradley VFDs and PLCs. This would also require additional warehouse stock. Also, the different software would require training at the additional cost to the government. Substitution for the specified products would:

• Increase the initial and recurring costs of programming software, licenses, and computer hardware (laptop)

• increase the initial and recurring costs of spare parts inventory

• increase labor time, travel, and expense to train District personnel

• Decrease efficiency of engineers and technicians because of VFDs uniqueness

• Decrease interoperability with existing PLC, which would jeopardize successful operation and decrease safety during operation

The new PLCs must also be able to communicate with the existing Allen Bradley PLCs in the powerhouse. It is unknown whether other brands of VFD’s or PLC’s would interface with the existing Allen Bradley PLCs. In addition, controlling multiple brands with the same PLC introduces significant programming complexity which adds more cost and increases the failure risk. The risk of failure is a significant safety concern. Control system errors could cause the ASW to:

1) Misrepresent the ASW condition to the powerhouse HMI.

2) Prevent remote control of the ASW system.

3) Pose a dam safety concern if flow over the ASW is unable to be shut down.

4) Cause damage to the hoist system by failing to register travel limits.

5) Cause damage to the dam or ASW system by failing to register load limits.

6. MARKET RESEACH – Under the authority cited in FAR 8.405-6, I have determined that the particular brand name, product, or feature is essential to the Government’s requirements, and market research indicates other companies’ similar products, or products lacking the particular feature, do not meet or cannot be modified to meet the agency’s needs.
