Questions and Answers Ramstein High School Bldg. #950

RFQ W912DY20Q0222

19 October 2020

1. The solicitation does not state if the quotes must be in U.S. dollars.

Question: If items are available on the local economy (Germany), please provide what exchange rate the contractor should utilize for the price quote.

HNC RESPONSE: US Dollars

2. The Furniture Illustration sheets contain mostly generic products with specific sizes or characteristics that preclude procurement of fully functional similar items from other than the listed vendor. The folding chairs and chair cart from Virco are good examples. There are many local vendors in Germany that can provide chairs and chair carts. They do not match the listed requirements perfectly such as 18” x 18” chairs or a cart that can hold 85 chairs.

Question: Will the government allow for substitute items that perform the same function but do not meet the exact specifications?

HNC RESPONSE: All items will be evaluated for technical acceptability. An item must meet the salient features in the Att 2 in order to be technically acceptable.

3. FID, # 1.1.1, items 1-7 Question: If the contractor is providing the exact item procured from the vendor specified in the FID, is it still necessary to provide all documentation as outlined in this section?

HNC RESPONSE: Yes

4. Pg. 6, Submission, Modification and Revision of Quotes 8.c:

Question: We cannot access the given File Transfer Protocol site (https://safe.amrdec.army.mil/SAFE/). Is there another address or should we submit to the contact James Ziegler, James.e.ziegler@usace.army.mil?

HNC RESPONSE: CEHNC-Furniture Quotes CEHNC-FurnitureQuotes@usace.army.mil The SAFE website. If you email me directly requesting to use the SAFE, I will send you a access code for non-government users where then you can upload your documents and send to me directly. This is preferred when you have large documents to send.

5. Regarding Att+1-DoDEA+Ramstein+High+School+-+OPEN+MARKET, Evaluated Items- Installation & Shipping, lines 32 and 33 Question: Please clarify that shipment of ancillary items means transportation of products from the point of origin to the consolidation point and commercial shipping is the shipment of the items from CONUS to the final destination.

HNC RESPONSE: Shipping form the point of Origin to the Final destination is required.

6. Regarding EU00037-IF-RP-CoverSheet+COVER+(1: Refers to Sheets 2-5 and Sheet 30 that are not included in the other attachments (Basement plan (sheet 5), Field House plan (sheet 30), and “Furniture legend and general notes.” (sheets 2-4).

Question: Please confirm these sheets are not required or provide as necessary.

HNC RESPONSE: Not required

7. RFQ Attachment #2, FID: pg. 49, 2. Drawings

a. Provide plan view drawings clearly legible and labeled showing legend of components and dimensions for each freestanding desk and panel-supported work station, including clusters.

b. Provide elevations or isometrics.

i. Elevations required with stacking/segmented drawings for panel tiles

c. Electrical and data shall be on a separate drawing from itemized component drawing.

Drawing shall be clearly legible and labeled, identifying all locations of electrical and data/communication outlets.

Question: This does not seem relevant to any of the items listed in the FID except perhaps 24.8, Item D12: Audio Visual Desk and perhaps 24.13, Item A01, Conductor’s System; please confirm if these or additional furniture items do require drawings.

HNC RESPONSE: Section 1 - 1.3 are standard for all projects and shall be followed. However, if there are certain items specifically referenced that are not in this project than it will not apply.

For the items in question, the drawings are not needed.

8. RFQ Attachment #2, FID: pg. 50, 6.b, Environmental Documentation: Provide certification for Indoor Air Quality (GREENGUARD or equivalent).

Question: Does the Government accept the TÜV product certification as equivalent to Greengard?

HNC RESPONSE: According to 1.1.1 RFQ Response 6.a Environmental Documentation, the documentation is not required unless requested. However, you may provide any environmental certifications you wish to provide.

9. RFQ Attachment #2, pg. 50, 6. Environmental Documentation:

a. Contractors are NOT required to submit environmental documentation with quotes; however, the Contracting Officer reserves the right to request actual copies of environmental documentation at any time before or after award.

b. Provide certification for Indoor Air Quality (GREENGUARD or equivalent).

c. Provide documentation regarding recycled content and recyclability for all products submitted.

Question: Please clarify if documentation for B and C need to be submitted with the quote

HNC RESPONSE: According to 1.1.1 RFQ Response 6.a Environmental Documentation, the documentation is not required unless requested.

10. RFQ Attachment #2, FID: pg. 50, 7. Warranty Documentation: a. Warranty documentation is required to be submitted for seating only.

Question: The FID does not indicate a minimum or standard for Warranty for any of the requested seating items. Is there an established minimum?

HNC RESPONSE: Provide Manufacturers Standard Warranty

11. Attachment #3, RFP Statement of Work, pg. 89, 12.4 & 12.19:

12.4. To meet the established employment eligibility requirements the Contractor must prescreen Candidates using the E-Verify Program website http://www.uscis.gov/e-verify. The Vendor must ensure that the Candidate has two (2) valid forms of Government issued identification prior to enrollment to ensure the correct information is entered into the E-Verify system. An initial list of verified/eligible Candidates must be provided to the COR no later than three (3) business days after the initial contract award.

12.19. Pre-screen candidates using E-Verify Program – Not Required. Contractors shall use E- Verify (http://www.dhs.gov/E-Verify) to screen employee candidates for eligibility to work in the

US.

Question: These statements seem to conflict. Do contractors need to be verified through E-verify as work is not being completed in the US?

HNC RESPONSE: Yes, they must be verified

12. Attachment #3, Statement of Work, has a Contractor Performance Evaluation:

Question: The RFP instructions call for Past Performance Questionnaires. Please clarify how many past performances Questionnaires are required and if the evaluation should be submitted directly to Mr. James Ziegler at James.e.ziegler@usace.army.mil or submitted with the quote response.

HNC RESPONSE: (NOT FOR CONTRACTOR USE) This is solely for the customer who is receiving services from the selected vendor. This is NOT for the contractor. After install or delivery is complete, the customer will complete the evaluation and send it back to USACE. We will use this information for future opportunities when contemplating which vendor to select for award.

13. Att+7+Vendor+ADMIN+Ramstein+High+School: Question 4. Do all quoted items meet all current GSA test requirements (excluding open market items)?

Yes ____ If Yes, please submit Attachment 8 in Word format along with your company’s quote by the required due date.

No ____ If No, please do not continue; to be considered for award, all testing shall be approved by GSA and current.

Question: What are the current GSA test requirements that apply to the items listed in the FID?

What qualifies as an open market item? In the “yes” answer, should the Attachment read “Attachment 7” to be included with the quote?

HNC RESPONSE: Testing requirements should not be an issue if you comply with the description in the FID. But you can contact our GSA Rep as far as understanding what is required for certain items. GSA REP: Joe Myers 256-326-0218; joseph.myers@gsa.gov Since this requirement is a Simplified Acquisition using FED BIZ OPS, open market restrictions are not applicable. Please refer FAR Part 13 and in conjunction with FAR Subpart 8.4 for more information. Yes, Att 7 is the correct name.

17. Under Item 0002 option, you would like prices for furniture storage. Do we understand correctly that all costs (such as storage, handling costs, outsourcing and transport) should be included here?

HNC RESPONSE: Only Cost of Storage. This includes what a storage company themselves or what you would charge to store them items. Shipping cost are listed on the attachment 1 under line items 31-33.
