Questions are listed as they are sent by industry. No changes to grammar, spelling or punctuation have been made.

1. During Normal Operations, why does JB MDL/Government seek to purchase energy from the new facility instead of drawing electricity from the utility grid?

JB MDL is interested in improving electric resilience by having a continuously available, local, non-interruptible power source.

2. Does the range of 16,114,000-25,782,400 kWh per year provide for 100% of JB MDL annual load?

No.

3. How would JB MDL/Government determine how much energy (in kWh) to procure within the range established above?

The system will be sized to provide resilient energy to critical loads.

4. Can JB MDL/Government provide the locations of Substation 2 and Substation 3 on the map in Appendix A?

The switching station (designated on the RFI map) is the main point of interconnect for the generation facility. The government will route the power from there to substations 2 and 3.

5. How does JB MDL/Government define “existing grid parity”?

Although not immediately relevant to this RFI, the general cost of utility power will be used as a benchmark for evaluating RFP proposals.

6. How will JB MDL/Government determine when energy must be delivered to JB MDL/Government versus when Contractor may use generation and other resilience assets as revenue-generating, grid-facing resources?

The intent is for the contractor to maximize their revenue from the market during times of normal operation, so long as the contractor can meet the outlined government’s requirements that will be clarified in the RFP (if one is issued).

7. Can JB MDL/Government provide Force Protection and Anti-Terrorism requirements of JB MDL for review by responders?

The information is not available at this stage of the project aside from the requirements to complete certain online training requirements per applicable DoD policy.

8. When a grid outage occurs, what is the response time requirement (i.e., how quickly must the facility island JB MDL and provide energy)?

Please provide a target transition time for all submitted concepts and solutions.

Responsiveness is one measure of energy resilience and projects will be evaluated accordingly. The government is seeking microgrid compatibility (in accordance with IEEE 1547 and all other applicable regulations) but not microgrid functionality.

9. Considering Having Had Further Contact With The State Of New Jersey Department of Commerce, et.al., Will The DoD (USACE) GUARANTEE & Assist With The Permitting Process Through and Until The Permits Are In Place?

10. Considering Will The DoD (USACE) Give Us (Contractor) Time To Close Escrow On The Properties We Have In Consideration For Our Facilities ?

No. This is an RFI. Contractors incurring any fiscal obligations in responding to this RFI do so of their own accord, without any expectation of reimbursement from the Government.

11. Has Any Further Consideration Been Given For A Time Extension For This RFI ?

12. When Are You Going To Answered The Question As To The Supreme Court's Ruling Of TWO ?

The Government assumes you are referring to Kingdomware Technologies Inc. v United States of America (more can be read at https://www.supremecourt.gov/opinions/15pdf/14- 916_6j37.pdf). That ruling altered procurement policy for the Department of Veterans Affairs.

This agency is not the Department of Veterans Affairs.

Industry is reminded that this is an RFI only. No decisions have been made regarding further acquisition methods, phases, steps or procedures of any kind. This RFI is a market research instrument, not a Request For Proposals.
