1. Will proposals submitted under this RFI be kept confidential, or be accessible to the public.
Responses to this RFI will NOT be released to the public. Responses will be treated as sensitive information. This is a Request For Information only; no proposals should be submitted. Please only answer the questions and requirements posed in the RFI. This RFI does not guarantee the release of a subsequent RFP.
2. If a submitted proposal is deemed acceptable by the DoD, can an agreement with mutually acceptable terms be negotiated, or would a derivative of the proposal be issued in public RFP.
Any contract for an energy solution at JBMDL will be awarded via a competitive acquisition process. This is a Request For Information only; no proposals should be submitted. Please only answer the questions and requirements posed in the RFI. This RFI does not guarantee the release of a subsequent RFP.
1. The RFI states: “JB MDL will not provide any Government property for the generation facility. It is anticipated that off-site generation will occur at a one or more locations adjacent to JB MDL.
However, if the configuration includes assets that require minimal (<1 acre) land use such as for a battery or standby generator, JB MDL will provide easements for installation of all those components on Government property near the substations. JB MDL will also provide easements for interconnection to the installation’s distribution systems.”
a. Does this mean that it is the responsibility of the contractor to acquire/lease any required property adjacent to JB MDL for the project?
Yes; the Government will NOT be involved in any real estate transaction or activity outside of the installation boundaries.
b. Does JB MDL have relationships with adjacent landowners that are interested in selling/leasing property adjacent to JB MDL?
No; the Government will not be involved in identifying and making introductions to adjacent landowners.
c. Will JB MDL make introductions to any such interested landowners?
No; the Government will not be involved in identifying and making introductions to adjacent landowners.
d. Does this mean that the government will provide the easements for the dedicated line from the adjacent property where the generation facility is located on/across all property that is not owned by JB MDL/the Government to the point of interconnection?
No; the Government will NOT be involved in any real estate transaction or activity outside of the installation boundaries.
3. Does JB MDL have a main natural gas and/or diesel pipeline feeding it? If so, can you indicate where it is located and the size of the line?
JB MDL has natural gas distribution to feed most base infrastructure. The contractor shall be responsible for validating that capacity is available on-base with the natural gas service provider (Public Service Electric & Gas). There is no diesel pipeline service.
4. Will JB MDL only pay for energy from the system ($/kWh)? Would JB MDL/Government consider paying for capacity?
The government is primarily interested in a single rate that would combine energy and capacity charges. If your company believes that separate rates could be beneficial to the government, please provide the separate rates and rationale on how it provides enhanced value to the government.
5. Would the RFP (if and when it is issued) consider a small business and/or veteran owned set aside?
Yes, the government would consider a small business and/or veteran owned set aside, if practical.
