4. The following SPECIFICATIONS have been REVISED but NOT REISSUED:

- Section 00 22 10, Phase One of Two Phase Design-Build Selection Procedures, paragraph 2.3, Page Limit and Size of Printed Materials; Delete the sentence that reads “The written portion of the phase one proposal shall not exceed 30 pages.” and replace it with the following “The written portion of the phase one, Factor I of the proposal shall not exceed 30 pages.”

- Section 00 22 10, Phase One of Two Phase Design-Build Selection Procedures, paragraph 2.3, Page Limit and Size of Printed Materials; Delete the sentence that reads “ANY PAGES BEYOND PAGE 30 WILL NOT BE EVALUATED.” and replace it with the following “ANY PAGES BEYOND PAGE 30 PAGES SUBMITTED FOR FACTOR 1 WILL

NOT BE EVALUATED.”

paragraph 4.0, Submission Requirements, TAB A - Factor 1: Specialized Experience;

Delete the first sentence of this paragraph as it appears in its entirety and replace it with the following: “To demonstrate recent, relevant experience, the Offeror must use Form A2 (or a replica of form A2) and complete items 1 through 4 to describe Specialized Experience; however, the Offeror may include up to three (3) additional pages for a total of four (4) pages for each project to include any related information and/or photographs to describe and/or explain its relevance.”

paragraph 4.0, Submission Requirements, TAB A - Factor 1: Specialized Experience;

Delete the last sentence of this paragraph as it appears in its entirety and replace it with the following: “If the Offeror has previously worked with the same architect-engineer firm, as designer of record, on two design/build projects of similar scope, magnitude and complexity, and this relationship is clearly identified in the project descriptions, then a minimum of two (2) relevant, recent projects is sufficient for consideration.

If the Offeror has only worked on one previous design/build project of similar scope, magnitude and complexity, he may submit that project and the Offeror shall submit at least one additional construction project of a similar scope, magnitude and complexity and his architect-engineer firm must also submit two design projects similar in scope, magnitude and complexity. The Offeror shall submit a minimum of 2 projects, but no more than five projects total, for Factor 1.”

paragraph 4.0, Submission Requirements, TAB B - Factor 2: Past Performance; Delete the first sentence of this paragraph as it appears in its entirety and replace it with the following: “The Offeror will provide past performance information on the projects submitted under Factor 1 (Form A1) using the past performance questionnaires (PPQ) included in the solicitation. Your client should receive Form A2 with items 1 through 4 completed and the “Note” that appear on its reverse side as well as the “Adjective Rating and Definitions“ that are used for the ratings in Form A3.”

OFFORER’S QUESTIONS AND GOVERNMENT REPLY

(Questions that may be of general interest to all Offerors and/or the Government and that are not readily answered by the proceeding changes will appear below. These questions may have been paraphrased or altered to represent several questions regarding the same subject and/or simply revised to clarify and simplify the question(s). Questions and answers are issued to the Offerors for information only.)

Question 1; Do the A-E firm’s projects count against the Offeror’s five projects, or can each entity submit up to 5 projects (as long as the total page count is within the prescribed 30 pages)?

Reply 1; Yes; the total of five (5) projects is inclusive of the project submitted for the architect-engineer firm.

Question 2; Experience Information Fact Sheet, Form A2 is the first page of the PPQ-0 Form, and is apparently the only place that our relevant projects can be described. Our PPQs were previously completed, and the project descriptions are not tailored to the requirements of this particular project. In addition, the client’s signature appears on this page, so it cannot be revised. We’ve seen a variety of other forms from USACE for project descriptions in the past; is it possible to use another form for project descriptions in Factor 1, and allow the entire PPQ-0 form to appear in Section 2, Past Performance?

Reply 2; See revision issued under this amendment, which calls for the use of ”Form A2 (or a replica of form A2).”

Question 3; If only pages 2 and 3 of form PPQ-0 appear in Section 2, Past Performance (identified in the RFP as Form A3), nothing on those pages identifies the firm, client, project name, or reviewer.

Reply 3; Your concern/observation is acknowledged; please see revisions issued under this amendment.

Question 4; “A page printed on two sides will be counted as two pages. Any sheet with printed material (text or graphics) shall be considered a page, excluding dividers, cover sheets, Table of Contents, letters of commitment, past performance information and/or Joint Venture agreements.” And then states: “Each page of Volume I shall be numbered sequentially. ANY

PAGES BEYOND PAGE 30 WILL NOT BE EVALUATED.”

As per the above instructions, if we include our PPQ’s as required under TAB B and our Pro Forma Information under TAB C of Volume I, they will need to be numbered; however they are not to be included in the page count limit of 30 pages.

Is it the intention of the solicitation to limit the entire Volume I to 30 pages or to limit TAB A Specialized Experience to 30 pages? Please advise.

Reply 4; Your concern/observation is acknowledged; please see revision issued under this amendment.

Question 5; Regarding the subject solicitation, Section 00 22 10, 4.0 Tab B, Factor 2 - Past Performance; this section requires a PPQ be sent for each project referenced in Factor 1 of the proposal. We request that the Government permit the submission of completed CCASS [currently known as CPARS] evaluations if available in lieu of requiring customers to complete a PPQ form. The CCASS is a formal record of past performance on the project and avoids burdening the contract representatives with completing another evaluation. We will be providing a point of contact for each of the submitted projects to permit the evaluators to contact them if necessary.

Reply 5; The government will in this instance access and review rating Past Performance Information Retrieval System (PPIRS) which encompasses CPARS rating. The requirement as stated for Factor 2 remains without change.

Question 6; Section 00 22 10, 4.0 Tab A, Factor 1 - Specialized Experience, lines 1 and 2 of this paragraph reference the use of the "Specialized Experience forms - (Attachment 2 for construction experience)"

Question 6a; there is no Attachment 2 - Specialized Experience form included in the RFP.

Please provide.

Reply 6a; Your question is acknowledged; please see revisions issued under this amendment that resolve this issue.

Question 6b - please confirm that when provided this form is to be used by the architect-engineer in presenting their project information in Tab A, Factor 1.

Reply 6b; Yes; this form is to be used by the architect-engineer firm to present their project information. You are also directed to the revisions issued under this amendment.

Question 7; Section 00 22 10, 4.0 Tab A, Factor 1 - Specialized Experience, Evaluation Criteria, Factor 1, lines 1 and 2 of this paragraph states "The Offeror will be evaluated on the relevancy of the experience demonstrated in the submitted EXPERIENCE INFORMATION FACT SHEET, Form A2." The Form A2 provided in the RFP is entitled NAVFAC/USACE PAST PERFORMANCE QUESTIONNAIRE and is to be submitted in Tab B-Factor 2. Please clarify.

Reply 7; Your question is acknowledged; please see revision issued under this amendment that resolves this issue.

Question 8; 1) Section 00 22 10,4.0 Tab B, Factor 2 - Past Performance. First paragraph, lines 7 and 8 of this paragraph states: "Offerors shall not incorporate, by reference, into the proposal PPQs previously submitted for other RFPs.". If PPQ's are available to the Offeror that were used on a previous RFP, on the same form as required by this RFP, can the PPQ be submitted for this RFP? This would avoid burdening customers with another PPQ to complete. Please advise.

Reply 8; Yes.
