The mission of the Washington Aqueduct is to provide the water supply for approximately 1 million residents of the District of Columbia, Northern Virginia, and the Facility collects, purifies, and pumps an adequate supply of potable water for the District of Columbia, Arlington County, VA, and the City of Falls Church, VA. As part of the effort the Washington Aqueduct generates trash and waste which must be removed from the premises and disposed of properly.

Part 1
General Information
1. GENERAL: This is a non-personnel services contract to provide Grounds Maintenance Services. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.
1.1 Description of Services/Introduction: The Contractor shall provide all labor, supervision, tools, materials, equipment, and management necessary to perform ground maintenance as described herein, at the Washington Aqueduct and satellite installations (approximately 129 acres), in accordance with all terms, conditions, general and special contract requirements, specifications, drawings, attachments, exhibits, etc., contained herein or incorporated by reference. The estimated quantities listed on the price schedule are a maximum under ideal growing conditions. Actual quantities may be less if drought, flooding, or construction periods are encountered. Unusual conditions will be determined by the Contracting Officer’s Representative at the Washington Aqueduct and conveyed to the Contractor. The billing shall reflect the quantity of services actually provided. The Government will not pay for services not performed.
1.2 Background: The Washington Aqueduct Division (WA) of US Army Corps of Engineers, Baltimore District, maintains and operates the Dalecarlia and McMillan Water Treatment Plants (WTP), from which approximately one million people in the District of Columbia, Northern Virginia and the Federal Government are served with safe and reliable drinking water. The Washington Aqueduct collects, purifies, and pumps an adequate supply of potable water for the District of Columbia, Arlington County, and the City of Falls Church, VA.
Construction of the Washington Aqueduct was completed in 1863 and included the Great Falls Diversion Dam, Cabin John Bridge, underground conduit, the Dalecarlia Reservoir and connection to the Georgetown Reservoir. In 1905 the cross city tunnel to the McMillan Reservoir and associated McMillan Filter Plant were added. A second conduit from Great Falls was completed in 1926 and the Dalecarlia Plant rapid sand filter was added in 1928.
Major treatment and filtration capabilities have been added to the Dalecarlia plant and the McMillan treatment plant was replaced in 1985. In addition, the Little Falls Pumping Station was built in 1959. The Washington Aqueduct is a self-supporting operation of the Corps of Engineers, and funds for operation and maintenance are derived solely from the sale of water.
1.3 Climatic Conditions: The average annual rainfall is forty-one (41) inches, with the wettest months being April through July. The average annual snowfall is eighteen (18) inches with snowfall expected during the period of October through April. The average frost-free period (growing season) during the year is about two hundred and fifty (250) days. The first killing frost may be expected about October and the last killing frost generally occurs in May. The average annual maximum and minimum temperatures are approximately sixty-five (65) and forty-five (45) degrees Fahrenheit (F), respectively. Monthly normal temperatures ranged from a low of twenty-three (23) degrees F in January to a high of eighty-six (86) degrees F in July. Summer temperatures often reach ninety plus (90+) degrees F while sub-freezing weather is common during the winter months. The prevailing wind direction is northwest, followed by west, with an average annual wind speed of nine (9) miles per hour. The normal mowing season for Washington Aqueduct properties is 15 April through 15 October.
1.4 Objectives: The maintenance and up keep of the grounds surrounding the Washington Aqueducts properties in the affluent parts of North West Washington D.C. add to the public’s perceptions of our ability to produce clean reliable water. The objective of this service is to enable us to maintain the respect and confidents of the general public as a professional organization capable of providing safe reliable water and to be viewed as a good community neighbor.
1.5 Scope: The Contractor shall provide grounds maintenance services as described herein.
This work shall include the planning, mowing and trimming operations, fertilization, mulching, removing debris and litter, leaf removal, weeding, and pruning.
1.6 Period of Performance: The period of performance shall be for one (1) Base Year of 12 months and four (4) 12-month option years. The Period of Performance reads as follows:

1.7 General Information
1.7.1 Quality Control: The Contractor shall establish and maintain a Quality Control Program that has been reviewed and accepted by the Government. Work will only be permitted after review of the quality control plan. The Contractor's QC Plan shall explain the manner in which the Contractor shall assure all contract requirements are being accomplished in an acceptable and timely manner.
1.7.2 Final Quality Control Plan: The Contractor’s final Quality Control Program as detailed in the final Quality Control Plan shall be submitted to the COR fifteen (15) days after contract award, and shall detail all aspects of the draft program submitted with the Contractor’s proposal.
1.7.3 Quality Control Files: Contractor shall maintain a file of all inspections conducted by the Contractor to include any corrective actions taken. This file shall be subject to Government review during the contract term, to include any extensions of contract term. The file shall be the property of the Government and shall be turned over to the Government upon completion, or termination, of the contract.
1.7.4 Acceptability: The work and any services performed shall be accepted only when in full compliance with the contract specifications. For purpose of acceptance, the QC Program shall be considered as work or service, and shall be subject to acceptance throughout the term of the contract to include any extensions of contract term. The Contractor shall notify the COR in writing of any proposed change to the QC Program. No change shall be implemented prior to review and approval of the change by the KO.
1.7.5 Performance Evaluation Meetings: The Contractor’s Project Manager shall meet with the COR bi-weekly during the first three (3) months of the contract. Meetings shall be held thereafter as determined necessary by the COR. However, a meeting shall be held upon notification by the COR when a Contract Discrepancy Report (CDR) is issued. Mutual effort will be made to resolve any and all problems identified. An electronic recording of these meetings may be kept.
1.7.6 Quality Assurance: The government shall evaluate the contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan. This plan is primarily focused on what the Government must do to ensure that the contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the minimum acceptable defect rate(s).
1.7.7 Recognized Holidays: The contractor is not required to work on Recognized Holidays.

1.7.8 Hours of Operation: The contractor is responsible for conducting business, between the hours of 0700 to 1600 Monday thru Friday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. Business being conducted outside the above days/hours must be coordinated and approved in advance by the COR in coordination with the Washington Aqueduct Security Office. All emergency grounds maintenance shall be accomplished whenever directed by the COR, and shall be continued without interruption until the emergency is corrected. For other than firm fixed price contracts, the contractor will not be reimbursed when the government facility is closed for the above reasons. The Contractor must at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS when the Government facility is not closed for the above reasons. When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the workforce are essential.
1.7.8.1 Installation Closures: When an unforeseen installation closure occurs, on a regularly scheduled day of work, the Government will have the following options:
a. Reschedule the work to be performed the following day unless the following day is a Saturday, Sunday or a legal public holiday and routine work is not scheduled for that day.
b. Reschedule the work on any day mutually satisfactory.
c. When mutually agreed to, forego the work and reduce payment due the Contractor accordingly for work not performed.
1.7.9 Place of Performance: The work to be performed under this contract will be performed at the Washington Aqueduct and is located in Northwest Washington DC at the Maryland State line and the Potomac River.
The Washington Aqueduct and associated outlying property and facilities are shown in the attached “Location Map”. Approximately 129 acres are to be maintained and involves work at the following locations:
a. Dalecarlia Water Treatment Plant and Reservoir 5900 MacArthur Blvd. NW, Washington, DC 20016 (primary location)
b. Dalecarlia Residuals/Warehouse 6 Processing Facility
c. Army Map Ruth Bldg. Macarthur Blvd.
d. McMillan Treatment Plant and Reservoir – 2500 1st St NW, Washington, DC
e. Cabin John Bridge – MacArthur Blvd., MD
f. Little Falls Pumping Station – Clara Barton Pkwy, MD
g. Hydro Building – Clara Barton Pkwy, DC
h. Georgetown Reservoir & West Shaft Bldg. – MacArthur Blvd, Washington, DC

1.7.10 Type of Contract: The government will award a Fixed Price contract.
1.7.11 Security Requirements: All Contractor and sub-Contractor personnel must consent to a review of public records and screening of personal background information before access is granted to Washington Aqueduct facilities. Failure to provide requested information may result in denial of access to facilities. No information will be released to outside agencies.
The following is a sample of types of adverse information that may exclude a Contractor, his employees, or sub-Contractors from gaining access to Washington Aqueduct property.
Access restriction or exclusion is at the discretion of the Washington Aqueduct and will not incur additional government liability. Each case will be reviewed on its own merit:
a. Illegal use or abuse of drugs or alcohol, in accordance with federal law, regardless of state or local statute.
b. History of criminal misconduct or violent behavior.
c. Excessive indebtedness, bad checks, financial difficulties or irresponsibility.
d. Failing or refusing to sign the authorization documents for conduct of background screening.
e. Knowingly providing false information on Official Government Documents.
f. Contractors must ensure that employees are legal residents of the United States and supply that proof.
a. Employee Identification. The Contractor shall be responsible for furnishing an identification badge/card to each employee prior to the employees work on site, and for requiring each employee engaged on the work to display identification. All prescribed identification shall immediately be delivered to the Contracting Officer, for cancellation upon the release of the employee. When the contract involves work in restricted areas, all contractor employees requiring access to those areas are subject to paragraphs (b) thru (e) of this clause. The identification will meet the following standards:
Cards and badges will identify the name of the facility or activity for which they are valid.
(1) Cards and badges will show the name and photograph of the person to whom issued. Visitor cards and badges will show “VISITOR” in place of name and photograph, and will have “ESCORT REQUIRED” or “NO ESCORT REQUIRED” printed across the face of the badge, as appropriate.
(2) Cards and badges will contain a serial number.
(3) Cards and badges issued for restricted (limited and exclusion) areas will show an expiration date.
b. Requirements. Contractor employees performing work within designated security areas are subject to restrictions on entry and movement of personnel and equipment. All contractor personnel are subject to meeting the requirements of this clause.
c. For entry to Washington Aqueduct Facilities and Infrastructure :
(1) All personnel shall submit the following information:
(a) NAB 1603 – REQUEST for IDENTIFICATION CARD, providing Employee name, SSN, Date of Birth, Place of Birth, citizenship, complete home address, phone numbers, and signature
(b) Washington Aqueduct SECURITY CONSENT FORM complete
(c) Legible copy of driver license (or other Security Officer approved form of ID)
(d) E-Verify certificate for all contractor and subcontractor personnel whose work under this contract will exceed 120 days
(e) SF 85 page 6 (Authorization for Release of Information)
(f) If access to automated information systems (AIS) or sensitive areas is required, a more extensive background investigation may be required, including submitting digital fingerprints of persons employed on the project. See paragraph c (3) and d.
(2) Escorted Contract Personnel. For access to Washington Aqueduct Facilities and Infrastructure, Contractor personnel who only meet the requirements in paragraph (c) (1) and have not yet been cleared for or issued a badge must be escorted at all times either by Government personnel or by Contractor personnel complying with paragraph c (3) of this clause. Government personnel availability for escorting will be limited and may not be available, therefore Contractors should expect to provide personnel in compliance with paragraph c (3) to serve as escorts. All Contractor personnel working at Washington Aqueduct Facilities and Infrastructure on a frequent and regular basis are required to submit the documents required in paragraph c (1) above and expected to comply with the guidance in paragraph c (3) of this clause.
(3) For Unescorted entry to Washington Aqueduct Facilities and Infrastructure:
All personnel requesting unescorted access to restricted areas of critical infrastructure projects must have a favorable background check completed prior to beginning Contract work on the project. Previously existing background checks must be verifiable through the Washington Aqueduct Security Office or the DoD Joint Personnel Adjudication System (JPAS). Contractor personnel will be granted access to the unclassified restricted areas only after the verification of an existing investigation or the favorable review of their investigation request.
d. In addition to the requirements in paragraphs a-d, in accordance with Engineering Regulation, ER 380-1-18, Section 4, foreign nationals who work on Corps of Engineers' contracts or task orders shall be approved by the HQUSACE Foreign Disclosure Officer or higher before beginning work on the contract/task order. This regulation includes subcontractor employees. (NOTE: exceptions to the above requirement include foreign nationals who perform janitorial and/or ground maintenance services). The contractor shall submit to the Division/District Contract Office, the names of all foreign nationals proposed for performance under this contract/task order, along with documentation to verify that he/she was legally admitted into the United States and has authority to work and/or go to school in the US. Such documentation may include a US passport, Certificate of US citizenship (INS Form N-560 or N-561), Certificate of Naturalization (INS Form N-550 or N-570), foreign passport with 1-551 stamp or attached INS Form 1-94 indicating employment authorization, Alien Registration Receipt Card with photograph (INS Form 1-151 or 1-551), Temporary Resident Card (INS Form 1-688), Employment Authorization Card (INS Form I-688A), Reentry Permit (INS Form 1-327), Refugee Travel Document (INS Form 1-571), Employment Authorization Document issued by the INS which contains a photograph (INS Form I-688B).
1.7.11.1 Employee Identification. The Contractor shall be responsible for furnishing an identification badge/card to each employee prior to the employees work on site, and for requiring each employee engaged on the work to display identification. All prescribed identification shall immediately be delivered to the Contracting Officer, for cancellation upon the release of the employee. When the contract involves work in restricted areas, all contractor employees requiring access to those areas are subject to paragraphs (b) thru (d) of this clause. The identification will meet the following standards:
1.7.11.2 Badges: The Government will issue an identification badge to each Contractor employee requiring access to the Washington Aqueduct at least once per month. The Contractor shall ensure that all personnel display their badges above the waist on the outermost garment at all times when on Government property. Badges shall not be worn nor displayed except when physically entering or working on Government property. This requirement shall apply to all Sub Contractor employees if the Sub Contractor work will exceed a thirty (30) calendar day period. Sub-Contractor employees performing work less than thirty (30) days will be issued daily visitor badges by the Security Officer.
1.7.11.3 Physical Security: The contractor shall be responsible for safeguarding all government equipment, information and property provided for contractor use.
a. At the close of each work period, government facilities, equipment, and materials shall be secured.
b. Photographs of Washington Aqueduct facilities, grounds, personnel, or operations are PROHIBITED, unless specifically authorized by the Security Office. Contractor will ensure all contractor and subcontractor personnel are in compliance and shall report observed violations to the COR or to the Security Officer.
c. Contractor personnel will not discuss or share information related to Washington Aqueduct facilities, operations, equipment, or personnel other than what is required for conduct of contractual responsibilities. Contractor will report to the COR or Washington Aqueduct security any attempt by visitors, other contractors, or by persons unrelated to the Washington Aqueduct mission to elicit information about Washington Aqueduct facilities or operations.
1.7.11.4 Key Control: The Contractor shall report the occurrence of a lost key to the COR, or if after normal Government working hours to the Security duty officer. In no event shall the report be later than the next duty day. The Contractor shall be required to replace, re-key, or reimburse the Government for replacement of locks or re-keying as a result of the Contractor losing keys. It is the responsibility of the Contractor to prohibit the use of keys to Government facilities by any persons other than the Contractor’s authorized employees or authorized Government personnel. The Contractor shall not open locked areas to permit entrance by unauthorized persons.
1.7.11.5 In the event keys, other than master keys, are lost or duplicated, the Contractor shall, upon direction of the Contracting Officer, re-key or replace the affected lock or locks; however, the Government, at its option, may replace the affected lock or locks or perform re-keying.
When the replacement of locks or re-keying is performed by the Government, the total cost of re-keying or the replacement of the lock or locks shall be deducted from the monthly payment due the Contractor. In the event a master key is lost or duplicated, all locks and keys for that system shall be replaced by the Government and the total cost deducted from the monthly payment due the Contractor.
1.7.11.6 The Contractor shall prohibit the use of Government issued keys/key cards by any persons other than the Contractor’s employees. The Contractor shall prohibit the opening of locked areas by Contractor employees to permit entrance of persons other than Contractor employees engaged in the performance of assigned work in those areas, or personnel authorized entrance by the Contracting Officer.
1.7.11.7 Lock Combinations: The Contractor shall establish and implement methods of ensuring that lock combinations are not revealed to unauthorized persons. The Contractor shall immediately notify the COR when personnel having access to the combinations no longer have a need to know such combinations. These procedures shall be included in the Contractor’s Quality Control Plan.
1.7.11.9 “Off Limits" Areas of Facilities: Washington Aqueduct buildings and real property parcels are "off limits" to the general public. The Contractor personnel shall not enter any "off limits" facilities without specific permission from the COR to do so. The contractor shall ensure that areas where the Contractor is authorized to enter and perform work remain locked except when entering or leaving the area. The Contractor shall ensure these areas are locked following entrance, remain locked while working within, and are re-locked upon egress.
1.7.11.10 Vehicle Registration: The Contractor shall ensure that Contractor employees comply with vehicle registration requirements. The Contractor personnel entering Washington Aqueduct and utilizing Contractor owned or privately owned vehicles on Washington Aqueduct shall possess a valid State driver's license and register vehicles with the Washington Aqueduct Visitor Access Control (escorted access) or the Washington Aqueduct Security Office (when approved and issued a badge for unescorted access).
1.7.11.11. OPSEC Requirements:
Access and General Protection/Security Policy and Procedures. All contractor and all associated sub-contractors employees shall comply with applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative). The contractor shall also provide all information required for background checks to meet installation/facility access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or Security Office. Contractor workforce must comply with all personal identity verification requirements (FAR clause 52.204-9, Personal Identity Verification of Contractor Personnel) as directed by DOD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any installation or facility change, the Government may require changes in contractor security matters or processes.
