SUMMARY OF CHANGES

SECTION 00 10 00 - SOLICITATION

The required response date/time has changed from 03-Jan-2018 11:00 AM to 05-Jan-2018 11:00 AM.

The following have been modified:

SCOPE OF WORK

The scope of the work consists of hydraulically dredging and pumping material via pipeline from the Knapps Narrows channel to an upland disposal site. The proposed work consists of dredging the entire channel length of 1.7 miles to the authorized depth of 9 feet mean lower low water (MLLW), plus 2 feet of allowable overdepth. The material will be placed at a previously used placement site. There is no earthwork/berm creation involved in this contract. Approximately 100,000 cubic yards of material consisting primarily of sand, silt, mud, shell and combinations thereof, are to be dredged. The maximum pumping distance is approximately 2.5 miles.

SECTION 00 21 13 - INSTRUCTIONS TO BIDDERS

The following have been added by full text:

ANSWERS TO QUESTIONS

Questions for Knapps Narrows Solicitation

1. Will the Government plan to extend the bid opening? Currently, it is scheduled on January 2nd 11:00 AM. I believe it is reasonable to move the bid opening by couple of days.

Answer: Bid opening will be pushed to Friday January 5th 2018.

2. On page 22 of 54, the EFT Form is also not present.

Answer: This will be provide upon award to winning bidder

3. On page 4 of 54 it calls out 7 items that need to be included with the bid. Item #4 calls for the “Standard Form LLL (Section 00600)”. This form is not found in the specifications.

Answer: This will be provide upon award to winning bidder

4. I just noticed something on plan drawings V-105 & V-106. Cells D & C are switched on these plan drawings which would explain my confusion on one of my previous submitted questions regarding which cells you can place material in.

Answer: Revised drawings are attached. Cell C should be an inflow and Cell D the outflow.

5. Is the contractor supposed to bring in their own pipeline to place from the weir box to open water, and if so, does this become property of the Owner?

Answer: A pipeline already exists at the outflow to the open water. The contractor does not need to bring one.

6. It is very unclear what is present on-site at the disposal area. Is there currently a weir box installed at the disposal site? If so, what are the dimensions of the weir box.

Answer: Yes, weir boxes are currently installed at the site. Please refer to section 35.20.23. Paragraph 2.5.4. Please see the attached drawings for the weir boxes.

7. Is there currently an outfall pipe already installed from the weir box? If so, what are the dimensions of the outfall pipe?

Answer: Please see the answer to questions 5.

8. Would you please consider moving the question submittal deadline back one-week to allow more time to ask questions and follow up on any previous questions for possible clarification?

Answer: Please see the answer to question 1.

9. Please send out all the available permits that pertain to this project.

Answer: NPDS permit is in process. WQC and Sediment and Erosion Control Permit are attached.

10. Have/will all the permits be acquired to complete this project in its entirety as currently constructed?

Answer: Please see the answer to question 9.

11. What is the current cubic yards of capacity for the upland placement site when figuring the 2’ of freeboard?

Answer: Current capacity at the site is 130,000

12. In reviewing the layout of the disposal site, it seems like you would either place material in Cell D or Cell A, not Cell C. Cell D decants into Cell C. Is it the intention of the Owner not to utilize Cell D at all, or is this a misprint?

Answer: Please see the answer to question 4.

13. Please send out a detail of all three weir boxes that are shown on the plan drawings. We need to know the dimensions of each box as well as the diameter of each pipe.

Answer: Please see the attached weir box drawings and the answer to question 6.

14. Please remove all language that places the integrity of the upland placement site onto the Contractor.

Evaluation – Placing the integrity of the disposal site on a Contractor who had no part in the construction of such is a huge red flag for us and is enough to keep us from placing a bid on this project. It is not right for the Owner to place someone else’s construction responsibilities onto the next Contractor that comes in. If some very minor maintenance is needed to the placement site then that’s one thing, but we will not accept responsibility for some else’s work.

Answer: Please remove sentence 1 of Section 35.20.23 paragraph 2.6 (b):

“The Contractor shall be responsible for maintaining the integrity of the disposal areas retention dikes which must confine the dredged material throughout the life of the contract.”

And replace with: “If minor repairs to the existing placement site are needed they will be at the expense of the contractor”

15. Is there an incumbent contractor currently performing these services or if this is a new requirement. If there is an incumbent, could you please provide the contract number?

Answer: The previous contract for the earthwork has been completed. No work is being completed on site.

The following have been modified:
