Part 3 - Execution Para 3.1 States that it is the Contractor's responsibility to obtain permits. Is this correct?
On: Jul 18 2017.
Government Response. . Some permits will be obtained ahead of time by USACE or National Park Service. The contractor will be responsible to assure all required permits are in place before construction begins. This will be clarified better in the Final Specs during the Step Two bid process. The sequence of construction outlines the means & methods for placement of the rock filled marine mattresses.
There are references to determining if " excessive settlement" has or is occurring. Contractors are to develop Mitigation plans to correct this condition. Please define "excessive settlement" and if the prescribed means and methods were used to place the mattresses will contractors be compensated for correction of the condition?
On: Jul 18 2017.
Government Response. . This will be adequately defined in the Final Specs during Step Two of the Acquisition Process which will be forwarded to only the bidders that are selected for Step Two. We provided drilling information and dilatometer results in the Geotechnical Report that was attached to the original draft Specifications which shows what to expect for bottom material. It will be the Contractor and supplier's responsibility to come up with placement procedures. On: Jul 21 2017 Current Request Status: Request Closed

Item #1- Contractors are to protect against the loss of Clean soil fill or other material. Since the structure is designed below MHW elevation, the only way to protect against loss of material is to raise it to 6" above MHW.
On: Jul 18 2017.
Government Response. . It is up to the contractor as how to protect the area from loss. There are other alternatives available besides raising to 6" above MHW. The results would need to be what is shown on the drawings. On: Jul 21 2017

In developing the schedule what would be a reasonable expectation for contractors to use as a starting timeframe NTP for the project?
On: Jul 18 2017.
Government Response. . This will depend upon how quickly permits can be put in place. At this time, for draft schedule purposes, I would plan on December 2017. On: Jul 21 2017 Current Request Status: Request Closed

A note in Section 5.2.1 states "All escalation values are to be labeled as escalated and the Offeror must explain in detail their escalation rationale."
Given that no price information is provided in Step One, what escalation is referenced? Further, under an FFP contract that is competitively bid, is escalation rationale required? Please clarify the circumstances that would require escalation rationale / documentation.

Note 5 of Site Access and Staging Area. Please confirm Belle Haven marine is unavailable for staging and laydown.
On: Jul 23 2017.
Government Response. . Bell Haven Marina is a small marina using National Park Service land. It has been made clear to us that it cannot be used as laydown area. Also, the space and water levels are only suitable to small boats. Barges cannot come to shore there. We also cannot interfere with traffic in and out of that marina. In a scenario where an offeror submits all required information and is selected as eligible to bid in Step Two and then enters into a joint venture or partnership with another firm that did not originally submit under Step One, would the new JV entity be eligible to submit pricing during step two based on the single entity's proven qualifications/approach?
On: Jul 23 2017.

Offeror acknowledges the desire for consistency of the Technical Approach and pricing. If the specifications adjust an offerors approach during Step Two how will this change be managed by CENAB?
On: Jul 23 2017.
Government Response. . Currently we are in step 1 phase which is only to prove the contractor has the experience and background to be capable of doing the work. That is why only draft plans and specs are currently out there to give an idea of what work will need to be performed. In Step two, where we will ask for actual bids, Final Plans and Specs will be submitted for contractor use in creating their bid. On: Aug 04 Current Request Status: Request Closed

7076326 Geotechnical G003 ITEM #8 Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)
Item #8 states that "with authorization from the COR, begin placement of geotextile & clean soil fill and topsoil.
Does this mean that the existing bottom below this fill is to be covered by geotextile? The cross sections of the sills on page c303 only have geotextile under the marine mattress & up the back of the structures. Is this supposed to be the extent of the geotextile placement?
On: Jul 24 2017.
Government Response. . We are in step 1 phase where the contractor is only required to submit their qualifications and proof they are capable to do the work, only draft plans and specs were used for this phase to help the contractors understand the type of work required. Step two is for preparation of bids and final plans and specs will be submitted to contractors for preparing bids. The final plans and specs will show where Geotextile is to be placed. On: Jul 24 2017.
Government Response. . Step II will be for creating bids. Final Plans and Specs in CAD format will be issued at that time to prepare bids. Currently contractors only have to prove their ability to do the work as stated in the solicitation. On: Aug 04 2017 Current Request Status: Request Closed

7077048 Civil G-003 Note 6 Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)
Note 6 under the Stone Breakwater section on Contract Drawing G-003 calls for a 7-day settlement waiting period after placement of the first course of marine mattresses. The notes for the Cobble Beach Sill installation do not provide a specific waiting period. Is there a defined settlement waiting period associated with the Cobble Beach Sill marine mattress installation?
On: Jul 24 2017.
Government Response. . Step 1 is for the contractor to prove they are qualified to build the project. This comment will be clear in the Final Plans and Specs when they are submitted with Step 2 for the bids. On:
