INSTRUCTION TO OFFERORS
SUBMISSION OF QUOTES:
The U.S. Army Corps of Engineers – Baltimore District has a requirement for the repair and maintenance of the BD-5 Vessel.
The Government is using FAR Subparts 12 and 13 and will award a firm-fixed-priced contract resulting from this solicitation to the responsible contractor whose quote conforms to the solicitation.
The Government anticipates award of a Firm-Fixed-Price (FFP) Lowest Price (Cost) Technically Acceptable contractor, i.e. to the contractor with the lowest evaluated realistic price of quotes meeting the acceptability standards for non-cost factors. To receive consideration for award, a rating of no less than “Acceptable” must be achieved for the Technical factor. Award will be made with appropriate consideration given to the three evaluation factors: Factor 1-Technical, Factor 2 - Past Performance, and Factor 3-Cost/Price.
The Government intends to evaluate quotes and make award without questions to contractors. Therefore, the initial quote should contain the contractor's best terms from a Technical and Cost standpoint. Unclear quotes may not result in questions for clarifications. Offers with an omission or unclear quote may be judged to mean the contractor does not fully understand the requirements or understand what it takes to meet the requirements, regardless of the proposed cost/price and will be rated unacceptable. In that case, the contractor may be found unacceptable, and ineligible for award. The Government reserves the right to ask questions of contractors if the Contracting Officer determines them to be necessary.
Offerors must be registered on the System for Award Management (SAM) to be eligible for award. The Government reserves the right to award without discussions. In order to be eligible for award, a contractor must be determined to be responsible in accordance with FAR 9.104.
Quotes shall be submitted via e-mail to tamara.c.udasco@usace.army.mil ATTN: Tamara Udasco, no later than the time and date specified on Standard Form 1449, Block 8. Unclear quotes may not result in questions for clarifications.
Quotes received after the required time and date deadline will not be evaluated.

ADJECTIVE RATINGS AND DEFINITIONS TO BE USED TO BEST REFLECT
YOUR EVALUATION OF THE CONTRACTOR’S PERFORMANCE
RATING DEFINITION NOTE
(E) Exceptional Performance meets contractual requirements and exceeds many to the Government/Owner’s benefit.
The contractual performance of the element or sub-element being assessed was accomplished with few minor problems for which corrective actions taken by the contractor was highly effective.
An Exceptional rating is appropriate when the Contractor successfully performed multiple significant events that were of benefit to the Government/Owner. A singular benefit, however, could be of such magnitude that it alone constitutes an Exceptional rating.
Also, there should have been NO significant weaknesses identified.
(VG) Very Good Performance meets contractual requirements and exceeds some to the Government’s/Owner’s benefit. The contractual performance of the element or sub-element being assessed was accomplished with some minor problems for which corrective actions taken by the contractor were effective.
A Very Good rating is appropriate when the Contractor successfully performed a significant event that was a benefit to the Government/Owner. There should have been no significant weaknesses identified.
(S) Satisfactory Performance meets minimum contractual requirements. The contractual performance of the element or sub-element contains some minor problems for which corrective actions taken by the contractor appear or were satisfactory.
A Satisfactory rating is appropriate when there were only minor problems, or major problems that the contractor recovered from without impact to the contract.
There should have been NO significant weaknesses identified. Per DOD policy, a fundamental principle of assigning ratings is that contractors will not be assessed a rating lower than Satisfactory solely for not performing beyond the requirements of the contract.
(M) Marginal Performance does not meet some contractual requirements. The contractual performance of the element or sub-element being assessed reflects a serious problem for which the contractor has not yet identified corrective actions. The contractor's proposed actions appear only marginally effective or were not fully implemented.
A Marginal is appropriate when a significant event occurred that the contractor had trouble overcoming which impacted the Government/Owner.
(U) Unsatisfactory
Performance does not meet most contractual requirements and recovery is not likely in a timely manner. The contractual performance of the element or sub-element contains serious problem(s) for which the contractor's corrective actions appear or were ineffective.
An Unsatisfactory rating is appropriate when multiple significant events occurred that the contractor had trouble overcoming and which impacted the Government/Owner. A singular problem, however, could be of such serious magnitude that it alone constitutes an unsatisfactory rating.
(N) Not Applicable
No information or did not apply to your contract Rating will be neither positive nor negative.

6. Special Requirements:
6.1. Safety Requirements:
6.1.1. Accident Prevention: In performing this contract the Contractor shall comply with all current Federal, State, and Local safety regulations, including Corps of Engineers Safety and Health Requirement Manual EM 385-1-1 and shall comply with any subsequent changes. Information regarding acquiring Corps of Engineers Safety and Health Requirement Manual EM 385-1-1 may be found on the USACE website at:
http://www.usace.army.mil/SafetyandOccupationalHealth/SafetyandHealthRequire ments Manual.aspx
6.1.2. Accident Reporting: In the event of an accident or injury involving contractor personnel or equipment in performance of work, the Contractor shall immediately notify the Government representative by the most expedient means feasible. The Contractor shall complete forms furnished and/or provide a written description of the incident within 24 hours of notification to do so.
6.1.3. Environmental Protection: All work is to meet Environmental Protection Agency (EPA) and United Stated Coast Guard (USCG) standards.
6.1.4. Permits and Licenses: The Contractor shall, at his/her own expense, obtain any license or permits required to perform the contract. The Contractor shall comply with all Federal, State, and Local laws and regulations and shall comply with any subsequent changes.
6.2. Marine Inspection Recommendations:
6.2.1. The vessel is a steel drift collector vessel, hull number BD5, built by Kenner Marine. The vessel’s approximate measurements are: LOA 36’0”, BEAM 14’0”, DRAFT 2’0”, and DISPLACEMENT 25 tons. The vessel was built on steel frame with .250” steel plate for the hull. There is steel angle welded on the bottom. The bottom is .318” mild steel with steel channels as part of the keel coolers and skegs. The frames are 2” x 4” angle welded at 24” centers. The intercoastals are 2” x .250”. Stringers are 10” x 3” x .250”. Vertical bulkhead supports are 5” x 4” angle set at 24” centers with .250” mild steel bulkheads.
The vessel is equipped with three water tight bulkheads. The decks are .250” plate steel, and the cabin sides are constructed with mild steel. The transom is .250” mild steel with 5” x 4” mild steel set at 24” centers.
6.2.2. The inspection was conducted using a Cygnus 1 heavy duty multiple echo ultrasonic thickness gauge calibrated for steel. The grid for the readings was taken every 12 inches off the assumed water line and every 12 inches from the bow working aft. The readings were taken from waterline to the bottom on each side, fore and aft rakes, bottom, and transom.
6.2.3. The ultrasoundings are showing that most of the steel thickness is consistent with design application. However, the vessel has been exposed to stray current (electrolytic action), causing a considerable amount of stray current damage.
Most of the damage was found on the port side starting at the bow area at the bottom of the first chine and running aft for the entire length. The pitted areas are showing more than half the surface area gone, weakening these area and changing the molecular structure of the steel.
The areas over top of the props have concentrated areas of pitting, along with the cavitation of the props. These areas appear to be in very poor condition.
There is also areas of high concentration of pitting about two feet off center on the starboard of the bottom of the hull running back to the aft rake. The keel coolers/strake are heavily pitted.
The steel channels and struts for the engine shafts had taken a hard hit of stray current and are in very poor condition.
The lower rudder bearing housing is also eaten away and in very poor condition.
Some possible leaking on the aft transom weld seam near the corner. Also, there appeared to be a small possible anti-freeze leak on the second keel cooler on the port side. However, the stain appeared to dry up a day later.
6.2.4. Bottom plate and keel cooler replacement is recommended as soon as possible, as well as finding the cause of the stray current before the repairs are made.
